Congratulations to Board Member Saxer on her new three-year term of

Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School
District is neither a proponent nor opponent; we simply want to receive the
information and have the opportunity to comment in this process.
Thanks to the BV Technology Staff, the updated Central Office website will
be coming this summer.
The
2021-22 Special Education Performance Report Card is now available on the
South Dakota Department of Education website.
The following are the Brandon Valley Proficiency rates for grades 4,
8 and 11: Reading: 44.59%
(16.53% - State of SD rate); and Math: 25.38% (10.71% - State of SD rate).
The
2023-24 Budget process overview began with 5-Year plan completion by
Administration in December, 2022 and an overview of those plans at the
regular Board of Education meeting of February 27, 2023.
Budget forms/documents were
distributed early January, 2023.
The Business Office began compiling and reviewing budget forms in March
2023. At the March 13, 2023 meeting,
Part 1 listing of new staffing was approved with Part 2 of additional
staffing approved at the March 27, 2023 meeting.
Also presented at the March 27, 2023 meeting was the preliminary
Capital Outlay budget for approval in order for major items to be bid in a
timely manner. At the May 8,
2023 regular Board of Education meeting, we held a preliminary budget
presentation. Lastly, we will
hold a public budget hearing for potential action prior to the July 17, 2023

Superintendent Jarod Larson reviewed a non-binding real estate letter of
intent to purchase Tract 4 of Majestic Meadows addition to the City of Sioux
Falls (40.5 acres) from the Evangelical Lutheran Good Samaritan
Society/Sanford Health. This
land is adjacent to Inspiration Elementary and would allow future building
growth site. Purchase price for this
parcel of land is $3,624,750.00.

Teachwell Director, Joan Frevik, thanked Brandon Valley for another
successful year of partnership with the Teachwell alternative school.
Board Member Ellie Saxer reported on behalf of the City Affairs &
Legislation Committee regarding an upcoming Associated School Boards of
South Dakota (ASBSD) conference; August dates have been set and Board
Members interested in attending should contact the Superintendent’s office
for registration.
Board Member Nick Scott reported on behalf of the Safety Committee
regarding their recent May 31, 2023 school year-end wrap up meeting.
Discussion was based on the overall safety report presented by
Resource Officer Tyler Carda.
Brandon Valley continues to utilize Southeast Behavioral Health and Carroll
Institute as additional needs arise during the school year.

The
Good News Report tonight was presented by Andrea Kruse, Child Nutrition
Director, regarding an initiative entitled “Nutrition Education in the
Classroom”. This initiative was
launched in September 2022 in all five elementary buildings for K-4th
Grades, designed to provide nutrition education to students with the goal of
exposing students to nutrition and health information they may not normally
learn in the classroom. Kruse, along with Registered Dietitian Alison Eddy,
developed four different curriculum options as follows: “Kids in the
Kitchen” ~ a behind the scenes look into child nutrition from receiving and
preparing to serving and cleaning; “Why Healthy Eating” ~ Investigate
nutrients in foods and the positive impact they have on our bodies; “Rethink
your Drink” ~ discuss sugar content of popular beverages and review the
health outcomes associated with excess sugar intake; and “MyPlate” ~
reviewing the five major food groups and the benefits that each group
provides. Additional requested
sessions for this year included “Try Something New” ~ offered to 4th
graders at BE, showcasing six unique fruits and vegetable to try; and
“Nutrition and Activity” ~ offered to FAE 3rd/4th
Graders ~ this class involved learning about the five food groups along with
teaching the relationship between food and activity and the importance of
fueling your body when being active.
Overall, this program has been a HUGE success this school year and
the Child Nutrition department is looking to the future as they plan to
continue this initiative in each elementary building next school year, along
with an additional education topic of “SLEEP and physical health.”

The
2023-24 Budget process overview began with 5-Year plan completion by
Administration in December, 2022 and an overview of those plans at the
regular Board of Education meeting of February 27, 2023.
Budget forms/documents were
distributed early January, 2023.
The Business Office began compiling and reviewing budget forms in March
2023. At the March 13, 2023 meeting,
Part 1 listing of new staffing was approved with Part 2 of additional
staffing approved at the March 27, 2023 meeting.
Also presented at the March 27, 2023 meeting was the preliminary
Capital Outlay budget for approval in order for major items to be bid in a
timely manner. At tonight’s
meeting, we will hold a preliminary budget presentation and in July 2023, we
will hold the public budget hearing for potential action.

Brandon Valley High School Principal Mark Schlekeway reported that BVHS
Graduation will be held at 2:00 p.m. on Sunday, May 14th in the
Brandon Valley High School Activities Center.
This week the High School is celebrating the 310 graduates in the
class of 2023 with various celebrations and awards.
Business Manager Paul Lundberg presented the 2023-24 Preliminary
District budget. (see attached)
Superintendent Jarod Larson held a public hearing, as outlined by the South
Dakota Department of Education, on an Administrative Rule Waiver Application
to offer Geometry for High School Credit before Grade 9.
There was no public input on this matter.

The
Good News Report presented to the Board of Education was introduced by High
School Associate Principal Jordan Paula on behalf of “Cup of Joy”, a mission
of the Brandon Valley High School Special Education staff and students.
High School Special Education teachers Maggie Youngberg, Victoria
Heinrichs, and Julie Murphy discussed how Cup of Joy works on employability
skills through guided, real-life practice by bringing coffee AND smiles to
all of their customers. The
students and staff go around to rooms in the High School each Friday morning
first period delivering pre-ordered coffee from their portable coffee cart,
with one last stop in the High School office at the end of first period.
The Cup of Joy staff used their earnings from coffee sales to go on a
staff trip where they were able to invite their Best Buddy to join them on a
visit to a coffee shop, lunch, and bowling.
A BIG thank you to those that make this experience possible including
the BVHS Student Council, Associate High School Principal Mr. Jordan Paula,
and ALL the staff that orders every week!

Superintendent Jarod Larson reported on the following:
Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
Professional Awards – BVSD Employee Recognition Banquet is scheduled for
Tuesday, May 2, 2023, at 6:00 p.m. in the Brandon Valley High School
Commons. This banquet will
celebrate retirements, years of service, and includes the announcement of
the 2022-23 Brandon Valley School District Teacher of the Year.

academic calendar modification for the 2022-23 school year.
This calendar includes no change to the last day of school for
students, however, due to an additional weather day since the last calendar
modification, the calendar presented tonight now increases the flexible
curriculum development planning days from one day to two days.

5th and June 30th for completion of their 2022-23

Board reports were presented.
Board Vice Chairperson Gregg Ode reported on the Transportation
Committee’s recent meeting. Ode
reviewed the 2022-23 transportation for the school year thus far.
The committee discussed the elimination of bussing for in-district
open enrolled students along with the update of utilizing centralized pickup
points for our current bus routes.
In review of the various bus routes, Ode reported that there are
currently 24 am and 24 pm routes along with additional Special Education
routes. The transportation fleet
includes a total of 37 buses, 2 mini-buses, 14 suburbans, 8 vans, 4 cars,
and 9 pickups. In 2022-23, the
District purchased a wheelchair van, a maintenance pickup and have ordered 2
more propane school buses. Next
year’s tentative bus pass purchase dates will run from July 5-28, 2023 and
bus passes purchased after the July 28th deadline will force
riders to begin riding at the beginning of October.
The 2024-25 school zone plans are underway.
Board member Nick Scott also thanked Gil Haugen Construction for
continuing to keep the bus lane clear during the year at the High School
while construction is on-going.
Lastly, Scott added that the school district is still looking for more
drivers (bus, van, etc.).
Board member Ellie Saxer reported on the City Affairs & Legislation
Committee regarding the Associated School Boards of South Dakota (ASBSD)
spring retreat that she recently attended as the Southeast regional
representative. She stated that
it is a privilege to represent our district and she is very thankful for
things that make our District stand out, such as our strategic planning,
performance measures, and our negotiation process as we continue to set a
very high bar for our pay and benefits for our staff.
Saxer stated that other items
discussed were strategies on weather date issues, vouchers for private
schooling, and the Social Studies standard.
She reminded all that the Social Studies standard is not set to roll
out until 2025 and will probably look quite different by the time that does
roll out. Although we should
remain vigilant on how this eventually does roll out, Saxer plans to
continue to keep an eye on the process and asks that we keep in mind that it
will probably look different at the time of implementation.
Board member Nick Scott congratulated the BVi drumline. Last weekend
this group competed at the WGI Percussion and Winds World Championship in
Dayton, Ohio placing 20th out of 109 groups.
Hard work and dedication continue to off for this hard working group!
Board President Renee Ullom also
reminded all that the BVHS Musical, Beauty and the Beast, is being
performed this upcoming weekend in the Performing Arts Center, April 27-30,
2023, to four sold out performances!

Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
The
2023-24 Budget process overview began with 5-Year plan completion by
Administration in December, 2022 and an overview of those plans at the
regular Board of Education meeting of February 27, 2023.
Budget forms/documents were
distributed early January, 2023.
The Business Office began compiling and reviewing budget forms in March
2023. At the March 13, 2023 meeting,
Part 1 listing of new staffing was approved with Part 2 of additional
staffing approved at the March 27, 2023 meeting.
Also presented at the March 27, 2023 meeting was the preliminary
Capital Outlay budget for approval in order for major items to be bid in a
timely manner. In May 2023, we
will hold a preliminary budget presentation and in July 2023, we will hold
the public budget hearing for potential action.

Brandon Valley High School Associate Principal Mitzi Moore discussed the
next few days at BVHS for the following classes:
Seniors will take the National Career and Readiness Assessment (NCRC)
one day, followed by a day in the
Brandon community exploring our community by giving back of their time to
20+ places as a thank you and awareness of what this community has given to
them throughout their time here. This will be a very powerful day.
Juniors will take the State Assessment that they have been preparing
for as a culmination of their education.
The Sophomore class will take the Pre-ACT Test Assessment one day and
then their second day will consist of exploring three different experiences,
as they are exposed to our USD and SE Tech campuses in Sioux Falls as well
as the National Guard. Freshman will
take a CORE Area Standard Test Assessment, and then will also spend a day
with 20+ different community workforce areas to view and explore different
career and internship opportunities.
The BVHS High School week will culminate with Prom on Saturday, April
15, 2023.
Brandon Valley Middle School Principal Amanda Nelson thanked Rick Pearson
and his help and support with the 8th grade science testing which
is going smoothly.
Brandon Valley Intermediate School Principal Nick Skibsted, reported on the
recent very successful Fine Arts Night held in the District, hosted by our
District Art teachers. Along
with that, Skibsted also reported that BVIS Art Instructor Jennifer TerWee
and BVMS Art Instructor Erin Rieff have both been nominated for Art Teacher
of the Year. Congratulations!
Board Member Ellie Saxer presented the 2023-24 Master Agreement as
negotiated between the Brandon Valley School District #49-2 and the Brandon
Valley Education Association (BVEA). Motion
by Scott, seconded by Bell to ratify the 2023-24 Master Agreement by and
between the Brandon Valley School District 49-2 and the Brandon Valley
Education Association as presented, and as follows:

8.0% salary increase for the 2023-24 school year.

Teacher hiring schedule, Extra-curricular hiring schedule, and School
Psychologist hiring schedule all have increased 8.0% for the 2023-24 school
year.

Addition to the Extra-curricular hiring schedule:
Assistant MS Cross Country Coach (6%).

Unused Personal Days will receive an increased stipend from $250/per day to
$300/per day.

Accumulated sick leave in excess of 80 days shall have the option to receive
an increased stipend from $50/day to $75/day for each unused sick leave in
that year in excess of 80-day accumulation

Beginning
with the 2023-24 school year, the Speech Language pathologist’s stipend will
increase from $500 to $1,000 at the end of the 5th year of
employment and with each subsequent 5-year cycle.

One-time wage/salary enhancement of $1,000 to be paid with the November 2023
payroll.

scheduled BOE Executive Session for negotiations preparations at tonight’s
(March 27, 2023) meeting. A
Personnel Welfare/BVEA Negotiations meeting is then scheduled for March 29,
2023 (with additional dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2023 Board of Education regular meeting
we will plan to ratify the 2023-24 Master Contract, approve Classified wage
recommendation/approve Administration Salary recommendations, and enter
Superintendent contract negotiations.

Board Member Gregg Ode reported on
behalf of the Buildings and Grounds Committee regarding the recent meeting
held on March 23, 2023. Items
discussed were the BVHS addition, which continues to be on track for August
2023 completion date. Discussion
was also held on the timeline for a new east-side elementary school project.
Early discussion for this project centers on a K-4 elementary school
to include an Early Childhood area and a Transportation addition to house up
to 20 additional buses. Bid
letting is scheduled for November of 2023, construction to begin in the
Spring of 2024, and a projected opening of August 2025.
Board Member David Bell reported on
behalf of the Personnel Welfare Committee regarding the recent meeting that
was held March 23, 2023. The
different assessments that are administered during this time of year were
discussed, along with discussing the school improvement plans currently
being implemented.
Board President Renee Ullom reported
on the Teachwell program continued growth.
Board Member Ellie Saxer gave a
“shout out” to the Special Olympics Middle School team that recently went to
a state competition.
Congratulations on returning home with the second-place trophy!

Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
The
Superintendent Evaluation process is currently in progress with the
following timeline: February 13, 2023
– Distributed evaluation tool; February 27, 2023 – Evaluation due to School
Board President, Renee Ullom; March 13, 2023 – Discuss performance
evaluation (executive session); and April 11, 2023 – Tentative contract
negotiations (executive session).
The
2023-24 Budget process overview began with 5-Year plan completion by
Administration in December, 2022 and an overview of those plans at the
regular Board of Education meeting of February 27, 2023.
Budget forms/documents were
distributed early January, 2023.
The Business Office will compile and review budget forms in March 2023.
Also, at tonight’s meeting (March 13,
2023), we will approve new staffing positions and later in March the
preliminary Capital Outlay budget will be presented for approval in order
for major items to be bid in a timely manner.
In May 2023, we will hold a preliminary budget presentation and in
July 2023, we will hold the public budget hearing for potential action.
Tentative 2023-24 negotiations timeline/wage recommendations will begin with
a pre-negotiation meeting between the BVSD Admin and the Brandon Valley
Education Association (BVEA) On March 20, 2023.
The Personnel Welfare and BVEA plan to meet on March 23, 2023 with a
scheduled BOE Executive Session for negotiations
preparations on March 27, 2023.
A Personnel Welfare/BVEA Negotiations meeting is then scheduled for
March 29, 2023 (with additional dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2023 Board of Education regular meeting
we will plan to ratify the 2023-24 Master Contract, approve Classified wage
recommendation/approve Administration Salary recommendations, and enter
Superintendent contract negotiations.
Legislative Session Update:
Joint Associated School Boards of South Dakota (ASBSD)/School Administrators
of South Dakota (SASD)/Large School Group Information Resources are
available on their web-site.
Currently awaiting Governor Noem’s signature is a proposed 7.1% increase to
K-12 public education.
The March 31, 2023 in-service presentation will host professional
motivational speaker Hamish Brewer to include Classified staff participation
training along with the Certified staff participation and their
Collaborative Learning Communities.
A School Board Election for one (1), three-year (3-year) seat will be held
on Tuesday, June 20, 2023 (if necessary).
The earliest date to circulate a petition is April 11, 2023; the
deadline for return of petitions is May 12, 2023 (candidates must file a
Financial Interest Statement within 15 days of filing a nominating
petition). If you have any
further questions regarding this process, please contact the Business
Office. Board member Ellie Saxer’s
seat is the open seat for this upcoming school board term and she stated
that she is planning to take out a petition.

thanked the faculty and staff on the creative ways in which our students are
kept informed and engaged in this process.

Fred Assam Elementary Principal Susan Foster introduced the District STEM
and Technology Integrationist, Marie Gosse for tonight’s Good New Report.
This report centered around the Brandon Valley Elementary STEM
Program which includes the five elementary schools:
Valley Springs Elementary, Brandon Elementary, Robert Bennis
Elementary, Fred Assam Elementary and Inspiration Elementary, along with the
Intermediate school. This
program connects students to the real world.
With the recent $200,000 South Dakota Department of Education STEM
grant that Brandon Valley was awarded, Gosse is in the process of ordering
Robots for every elementary school and the Intermediate School to arrive by
the summer of 2023 and will also be able to hold Robotic Boot Camp trainings
for teachers in the summer of 2023.

Friday, March 24, 2023 marks a 100 year anniversary celebration with Valley
Springs Elementary. The
celebration runs from 1-2 p.m. with students and follows from 2-2:30 p.m.
for coffee and cookies.
Activities Director Bill Freking reported on the 2023 State Champion Brandon
Valley Wrestling Team. This
championship was won this past weekend during the state wrestling meet held
in Rapid City! Congratulations!
Business Manager Paul Lundberg reviewed the Brandon Valley School District’s
2023-28 Five Year Plan. This

Superintendent Larson reported on the 2022-23 Academic Calendar
Modifications as follows:

School closings to date as follows: 12/15/2022, 12/16/2022, 1/03/2023,
1/4/2023, 02/22/2023 and 02/23/2023, and late starts 12/9/2022, 12/14/2022,
1/05/2023, and 02/24/2023

Making up 5 of the 6 days with students; the one lost student day will be
made up with our staff as flexible student development planning in
accordance with the contract

Students will be in session on Tuesday, Wednesday and Thursday, May 30-31
and June 1st

Staff extra-day workshop on Friday, June 2, 2023

The
one remaining flexible student development day will be utilized in the
following weeks of June 2023, prior to the new fiscal year starting July 1,
2023.
As
listed above, students will be in session May 30, 31, and June 1, 2023 with
the teacher workshop day scheduled for June 2, 2023.
In the event that additional snow (or ice, or flooding) day(s) occur,
we will evaluate the extension of the day and or amending the calendar for
non-paid vacation days currently scheduled “off” and not extend the school
contact days past the current schedule outlined above. Superintendent Larson
is hopeful that this is the last calendar modification of the 2022-23 school
year that comes before the board for consideration.

Superintendent Jarod Larson reported that the Associated School Boards of
South Dakota (ASBSD) has marked the week of February 20, 2023 as school
board appreciation week. Each
board member was provided with a certificate of appreciation and a special
“Thank You” for their leadership and service as board members of the Brandon
Valley School District.
Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
The
Superintendent Evaluation process will take place in February with the
following timeline: February 13, 2023
– Distribute evaluation tool; February 27, 2023 – Evaluation due to School
Board President, Renee Ullom; March 13, 2023 – Discuss performance
evaluation (executive session); and April 11, 2023 – Tentative contract
negotiations (executive session).
The
2023-24 Budget process overview begins with 5-Year plan completion by
Administration in December, 2022, followed by budget forms/documents
distributed early January, 2023.
The Business Office will compile and review budget forms in March 2023.
In February 2023, we will present the
5-year plan. In March 2023, we
will approve new staffing positions and the preliminary Capital Outlay
budget will be presented for approval in order for major items to be bid in
a timely manner. In May 2023, we
will hold a preliminary budget presentation and in July 2023, we will hold
the public budget hearing for potential action.
Tentative 2023-24 negotiations timeline/wage recommendations will begin with
a pre-negotiation meeting between the BVSD Admin and the Brandon Valley
Education Association (BVEA) On March 20, 2023.
The Personnel Welfare and BVEA plan to meet on March 23, 2023 with a
scheduled BOE Executive Session for negotiations
preparations on March 27, 2023.
A Personnel Welfare/BVEA Negotiations meeting is then scheduled for
March 29, 2023 (with additional dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2023 Board of Education regular meeting
we will plan to ratify the 2023-24 Master Contract, approve Classified wage
recommendation/approve Administration Salary recommendations, and enter
Superintendent contract negotiations.

Board reports were presented. Board Member Ellie Saxer reported on behalf of the City Affairs & Legislation committee. Several House bills are moving very quickly through the House at this time, however, one bill worth noting is House Bill 1234. This bill would offer direct vouchers to parents to allow their students to attend a private school of their choosing. As we know, there are a lot of excellent private schools in our area, however, Brandon Valley believes that our education money is for public schools/education and we don’t want to divide that money. Saxer urged patrons to reach out to our legislators to let them know our feelings on House Bill 1234.

Collaboration session meeting of the Brandon Valley Board of Education along
with District 2 Legislative members was held at 7:00 a.m. on the 27th
day of January, 2023 at the Bandon Valley High School Community Room,

High School Associate Principals Mitzi Moore and Jordan Paula, along with HS
Counselor Michelle Stemwedel presented a Good News Report on behalf of the
Brandon Valley High School and the different projects being supported this
school year under the LEAD, LEARN and SERVE umbrella.
Launched on Homecoming week, the school began a Veteran’s Community
Project. This project had a goal
of collecting $10,000 and have raised $5,000 to date.
Other projects supported by the BVHS
students and staff was Angel Tree gift wrapping with 326 gifts wrapped
(special thanks also to HS Admin Assistant Jessica Henson for coordinating
this wrapping event and BVHS students helping to wrap).
Lastly, HOPE Squad, with both National and BVHS Goals to reduce
self-destructive behavior and youth suicide by training, building, and
creating change in schools and communities and to harness the power of
positive peer intervention to promote HOPE within our hallways.

calendar. This calendar has been
reviewed through the Administration, Teacher Liaison Committee, and the
Classified Council and is consistent and corresponding to the previous
school year calendar. Important
dates to highlight are August 15, 2023 as new staff in-service, August 17,
21, and 22, 2023 with all staff returning.
Wednesday, August 23, 2023 is the scheduled first day of classes and
Thursday, May 23, 2024 is the last day of classes for all BV students.
Brandon Valley High School graduation is scheduled for Sunday, May

Board reports were presented.
Board member David Bell reported on the Safety Committee regarding a
meeting held on January 18, 2023. This committee works well together, and
Bell is very impressed with the professionalism of all involved in our
student’s safety, especially on this committee.
Bell noted that in his opinion, one of the hardest things to fix in
life are the things that you don’t think about.
He thanked and praised our BV community for proactively building the
resiliency of our students so they will be prepared to be able to fix the
hard things they may encounter in their future!
Board member Nick Scott reported on a
recent Transportation Committee meeting.
This meeting was moved several times due to weather before actually
happening. The committee reviewed the
year’s progress and wants to continue to remind everyone to stay out of the
bus loop areas at each building during the beginning and end of each school
day. Scott noted that by
approximately 4:20 pm each day, all of our students are delivered safely and
is very thankful for all our drivers and staff that get that (and so much
more) done every day.

Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 9th
of January 2023 at the Brandon Valley High School Community Room with the
following members present: Renee
Ullom, Gregg Ode, Ellie Saxer, Nick Scott, and David Bell.
Absent: None. Also
present were Superintendent Jarod Larson, Business Manager Paul Lundberg,
High School Principal Mark Schlekeway, Activities Director Bill Freking,

Renee Ullom called the regular
meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.
Motion by Ode, seconded by Bell to approve the agenda as amended to make the
following changes: Personnel Item #2, teaching contract for Lisa Ducheneaux,
from a 90 day to a 92-day contract; Personnel Item #6, teaching contract for
Germaine Glieden-Lindquist, from a 90 day to a 92-day contract; and
Personnel Item #7 to approve a half-year lane change for Victoria Heinrichs
as presented. Motion carried.

education regular meeting of December 12, 2022, as presented.

cash report for the month of December, 2022 showed receipts of $3,448,438.22
and disbursements of $7,193,761.17 leaving a balance of $14,103,613.80.
The General Fund had receipts of $2,496,384.91, and disbursements of
$3,392,432.21, leaving a balance of $8,424,722.94.
Capital Outlay Fund had receipts of $331,909.43, and disbursements of
$1,232,473.15, leaving a balance of $4,072,671.85.
Special Education Fund had receipts
of $485,478.00, and disbursements of $839,511.39 leaving a balance of
$1,411,583.73. Bond Redemption Fund
had receipts of $134,665.88, and had disbursements of $1,808,998.17, leaving
a balance of $180,138.17. Lastly, the
Enterprise Fund had receipts of $0.00 and disbursements of $484.42, leaving
a balance of $14,497.11.
The
December, 2022 payroll totaled $2,466,405.91 which $1,348,686.04 was
instructional, $532,770.54 was support services, $33,020.36 was
co-curricular, $441,110.67 was Special Education, $110,368.30 was Food
Service, and $450.00 was Driver’s Education.
Motion by Saxer, seconded by Scott to approve the financial reports as
presented for the month of December, 2022.

Superintendent Jarod Larson reported on the following:
The
2023-24 Academic Calendar – Development is in progress as follows:
1) Corresponding “draft” calendar developed and presented under
General Business at tonight’s meeting; 2) Classified Council, Teacher
Liaison Council and Administrative Council review; 3) Calendar Adoption ~
tentatively scheduled for January 23, 2023.
Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
Superintendent Larson was in attendance during the 1/5/2023 PUC
Meeting (via livestream).
The
Superintendent Evaluation process will take place in February with the
following timeline: February 13,
2023 – Distribute evaluation tool; February 27, 2023 – Evaluation due to
School Board President, Renee Ullom; March 13, 2023 – Discuss performance
evaluation (executive session); and April 11, 2023 – Tentative contract
negotiations (executive session).
The
2023-24 Budget process overview begins with 5-Year plan completion by
Administration in December, 2022, followed by budget forms/documents
distributed early January, 2023.
The Business Office will compile and review budget forms in March 2023.
In February 2023, we will present the
5-year plan. In March 2023, we
will approve new staffing positions and the preliminary Capital Outlay
budget will be presented for approval in order for major items to be bid in
a timely manner. In May 2023, we
will hold a preliminary budget presentation and in July 2023, we will hold
the public budget hearing for potential action.
The
2022-23 School Calendar items include the following:

The
March 31, 2023 in-service presentation will host professional motivational
speaker Hamish Brewer to include Classified staff participation training
along with the Certified staff participation and their Collaborative
Learning Communities.
BVHS Addition Schedule (Overview of Important Dates)

BVHS Addition priorities include General Classrooms, Ground Floor Special
Education, Science Lab Classrooms, Maximize Land Usage/Upgrade East Facility
Face, all while minimizing the impact to parking.

BVHS High School Addition – Information website has been created as a
centralized communication hub providing project information and timelines
relevant to HS information including bus loop, traffic flow, parking, etc.

Pictures shared at tonight’s meeting included the following construction
work in progress: Area A exterior masonry and interior concrete work; Area B
steel stud construction; and Area C structural steel construction.
The
per pupil spending report for FY22 as tabulated by the South Dakota
Department of Education was presented at tonight’s meeting.
It compares the per pupil spending of
School Districts throughout South Dakota.
Brandon Valley ranks 132 out of 149 school districts.
Brandon Valley still maintains an efficient utilization of the
dollars that are allocated to us while still maintaining high levels of
salary policies and programs. The Brandon Valley FY22 cost per pupil was
$9,120 versus the state of South Dakota average of $10,527.
Brandon Valley High School Principal Mark Schlekeway reported that Winter
activities are in full swing now with some rescheduling of events underway
as well.
With the end of the semester this
Friday, January 13, 2023, the High School will be holding semester tests
this week with an adjusted schedule for that testing.
Mid-Year graduation is scheduled for Wednesday, January 18th
at 7 p.m. in the Performing Arts Center.
Ten graduates will be receiving their diplomas at this mid-year
service. All Board members are
encouraged to attend.
Director of Instruction, Sherri Nelson, reported that Brandon Valley
has been awarded a STEM grant in the amount of $200,000 through the
Department of Education. This
grant will help to purchase a set of robots for each elementary grade in
each elementary school, including the BVIS 5th grade classes.
We will also be able to purchase a cart of I-pads in each elementary
school and the Intermediate school along with our teachers being able to
participate in a robotics boot camp that will be led by our STEM Technology
Integrationist, Marie Gosse.
Teachers will also be compensated for their time at this camp.
In
response to some feedback during our Accreditation with the South Dakota
Department of Education, the following board policies were updated and
reviewed by Superintendent Jarod Larson and presented to the Board of
Education for a first reading:

Superintendent Jarod Larson reported on the proposed 2023-24 school year
calendar. This calendar has been
reviewed through the Administration, Teacher Liaison Committee, and the
Classified Council and is consistent and corresponding to the previous
school year calendar. Important
dates to highlight are August 15, 2023 as new staff in-service, August 17,
21, and 22, 2023 with all staff returning.
Wednesday, August 23, 2023 is the scheduled first day of classes and
Thursday, May 23, 2024 is the last day of classes for all BV students.
Brandon Valley High School graduation is scheduled for Sunday, May
12, 2024. This calendar will be
presented for adoption at the January 23, 2023 regular Board of Education
meeting.
Superintendent Larson reported on the 2022-23 Academic Calendar
Modifications as follows:

School closings on 12/15/2022, 12/16/2022, 1/03/2023 and 1/4/2023 and late
starts 12/9/2022, 12/14/2022 and 1/05/2023

change to Quarter 2/ Semester 1 end dates

(2) additional teacher contract days that have been missed.
Other valuable scheduling information to consider: if we do not have another
snow day, then the current updated calendar will be utilized, and the
additional two teacher contract days will be made up via professional
development/flexible curriculum development planning.
In the event of an additional snow day occurring this current school
year, the calendar will be updated to reflect the following:
Students would be in session May 30, 31, and June 1, 2023 with the teacher
workshop day scheduled for June 2, 2023.
We will make every effort not to extend the student calendar beyond
Thursday, June 1, 2023. In the
event that multiple snow days occur, we will evaluate the extension of the
day and or amending the calendar for non-paid vacation days currently
scheduled “off”.

Board reports were presented.
Board Member Nick Scott wanted to issue a special THANK YOU to all
bus driver’s and transportation personnel as they navigate this major snow
event safely around our townships, cities, country roads, etc.
Scott also thanked all the plow drivers, city workers, etc., that
worked tirelessly to keep our streets and parking lots cleared.
This has been no small feat, and your patience and hard work is
appreciated!
