The regular meeting of the Brandon
Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 12th
of December 2022 at the Brandon Valley High School Community Room with the
following members present: Renee
Ullom, Gregg Ode, Ellie Saxer, Nick Scott, and David Bell.
Absent: None. Also
present were Superintendent Jarod Larson, Business Manager Paul Lundberg,
Middle School Principal Amanda Nelson, Assistant Middle School Principal
Adam Rothenberger, Intermediate School Principal Nick Skibsted, Assistant
Intermediate School Principal Rick Pearson, Brandon Elementary Principal
Merle Horst, Valley Springs Elementary Principal Mary Mudder, Special
Services Director Wendy Otheim, and Operations Director Ty Hentschel.
Renee Ullom called the regular
meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.
Motion by Bell, seconded by Saxer to approve the agenda as presented.

Motion by Ode, seconded by Scott to approve the minutes of the board of
education regular meetings of November 14, 2022 and November 28, 2022 as
presented. Motion carried.
Motion by Ode, seconded by Bell to approve the bills & claims as submitted
(see attached).

The
cash report for the month of November, 2022 showed receipts of
$11,458,784.34 and disbursements of $5,353,811.04 leaving a balance of
$17,848,936.75. The General Fund
had receipts of $5,707,769.86, and disbursements of $3,625,363.97, leaving a
balance of $9,420,770.24.
Capital Outlay Fund had receipts of $2,963,850.15, and disbursements of
$872,834.13, leaving a balance of $4,973,235.57.
Special Education Fund had receipts
of $1,726,609.09, and disbursements of $850,916.95 leaving a balance of
$1,765,617.12. Bond Redemption Fund
had receipts of $1,060,555.24, and had disbursements of $660.00, leaving a
balance of $1,674,332.29. Lastly, the
Enterprise Fund had receipts of $0.00 and disbursements of $4,035.99,
leaving a balance of $14,981.53.
The
November, 2022 payroll totaled $3,005,472.25 which $1,634,249.67 was
instructional, $643,844.34 was support services, $49,960.96 was
co-curricular, $533,524.83 was Special Education, $140,292.45 was Food
Service, and $3,600.00 was Driver’s Education.
Motion by Saxer, seconded by Bell to approve the financial reports as presented for the month of November, 2022. Motion carried.

Superintendent Jarod Larson reported on the following:
Our
negative Child Nutrition student lunch account fund is at approximately
$2,600 and Superintendent Larson attributes the low balance to a very
defined process in the way in which we communicate to families in terms of
what their account balance is and then also what our process is when they
reach a certain threshold. Our
thanks to Operations Manager Ty Hentschel and Child Nutrition Director
Andrea Kruse for maintaining this process, communicating the process in a
timely manner, along with the utilization of Charitable Needs Funds to
alleviate the student lunch account debt when necessary.
The
2023-24 Academic Calendar – Development is in progress as follows:
1) Corresponding “draft” calendar developed; 2) Classified Council,
Teacher Liaison Council and Administrative Council review; 3) Calendar
presentation ~ tentatively scheduled for January 9, 2023; and 4) Calendar
Adoption ~ tentatively scheduled for January 23, 2023.
Navigator CO2 Pipeline – application for party status through the Public
Utility Commission has been submitted and approved for party status.
Party status provides information, communication, and opportunity to
comment on a pipeline that is tentatively scheduled to run between Brandon
and the community of Valley Springs as the process is worked through.
Currently, the Brandon Valley School District is neither a proponent
nor opponent; we simply want to receive the information and have the
opportunity to comment in this process.
The
Brandon Valley School District Legislative Breakfast was recently postponed
due to inclement weather. This
Breakfast has been rescheduled for Wednesday, January 4, 2023 @ 7:30 a.m. in
the BVHS Community Room.
The
Superintendent Evaluation process will take place in February with the
following timeline: February 13,
2023 – Distribute evaluation tool; February 27, 2023 – Evaluation due to
School Board President, Renee Ullom; March 13, 2023 – Discuss performance
evaluation (executive session); and April 11, 2023 – Tentative contract
negotiations (executive session).
The
2023-24 Budget process overview begins with 5-Year plan completion by
Administration in December, 2022, followed by budget forms/documents
distributed early January, 2023.
The Business Office will compile and review budget forms in March 2023.
In February 2023, we will present the
5-year plan. In March 2023, we
will approve new staffing positions and the preliminary Capital Outlay
budget will be presented for approval in order for major items to be bid in
a timely manner. In May 2023, we
will hold a preliminary budget presentation and in July 2023, we will hold
the public budget hearing for potential action.
The

Lastly, Superintendent Larson reviewed the general decision-making process
behind weather related school closings.
Larson stated that, as a staff, we begin by evaluating the weather
forecast with the media keeping us abreast of any incoming inclement
weather. Larson, along with
other administrators, transportation, and buildings and grounds employees
travel roads, review the national weather service calls and briefings, and
communicate with area administrators for other input.
Larson describes this process as both an Art and a Science.
Obviously, Meteorology is the Science, and the Art is making the
decision that is best for the school district as a whole and communicating
that decision as best we can. We
take these most interesting weather days at a half day at a time, making the
decisions closest to the event(s) that we have before us.
We have had very dynamic and complex weather events as of late, with
just one degree (temperature-wise) up or down making an impact on our
decision. Ultimately, it is the
right and privilege of the parents/guardians to make the best decision for
their individual student(s) on any given day, regardless of what the school
district decision was made for that day.
Parents should know that any absences will be excused in a
weather-related parental decision to keep their student(s) home.

Valley School District for $7,987.00/month, effective January 1, 2023

Board Vice Chairperson, Gregg Ode, reported on two recent events that
he had the privilege to attend.
The first event was a BV Veterans Day recognition program that he attended
with his granddaughter; and secondly, the BVSD Retired Staff Holiday
Luncheon. Ode was thankful and
so proud of Brandon Valley for all the community support of both our
Veteran’s and of our retired staff, recognizing all that both of these
groups of patrons and retired staff have done on our behalf to make this
School District the BEST!
Board Member Ellie Saxer reported on behalf of the City Affairs &
Legislation Committee. As the
moderator of a recent Associated School Boards of South Dakota (ASBSD)
regional call, she was tasked with gathering ideas on how school districts
can share with our local legislators and with the ASBSD how we can
communicate “the LYNX way” in our school district and in our community.
She is seeking public input on some of the many ways our school
district makes this happen.

Tonight’s Good News Report was presented by Brandon Valley Intermediate
School Principal Nick Skibsted. Each month BVIS does different LYNX Way
activities and on October 28, 2022, students and staff did different
activities around the “responsible” characteristic to provide meaningful,
authentic experiences, along with learning to have a servant heart and to
give back to others. We strive to
show our students that our community does a lot for our school district and
we want to, in turn, show our community how much we appreciate them.
The BVIS guidance counselors organized activities for the students on
the daily responsibilities that we all juggle, showing them that we all
handle many different responsibilities throughout the days and weeks.
The students then reached out to the community, working with the
Brandon Chamber of Commerce to participate in “Rake the Town” by going to 9
different Brandon residents and helping to rake fall leaves.
The students also worked on cleaning up the major Brandon City Parks
as well as the baseball/softball fields, Aspen Park, and the State Park.
Lastly, students painted trash cans, built buddy benches and a picnic
table to place in the community for public use.
The
South Dakota Department of Education (DOE) completed an Accreditation Visit
(Desk Audit) on November 22, 2022.
Penny Goebel, South Dakota DOE, Department of Accreditation,
commented that she was very impressed with the School District and the
things happening at Brandon Valley.
Curriculum – Proposed Social Studies Standards review has begun as follows:
K-12 Social Studies department meeting (completed); collaborative
building-level staff review (completed); development of consensus
building-level comments (completed); and the administrative review of
consensus comments (in-progress). Future plans include an additional K-12
department meeting, and BVSD comment submission to the South Dakota
Department of Education. The
Social Studies standards implementation timeline was altered at the recent
November 21, 2022 meeting as follows:

2022-23 Free & Reduced meal application is available on Skyward Family
Access and free meals will only be available to those that qualify; the
application must be completed to be eligible for free meals.
If you qualify for reduced meals, the district will also be covering
the cost of the reduced meal, however, the application must be completed to
be eligible for that benefit.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.

Request authorization for emergency procurement of (1) one Passenger Vehicle
from Mobilityworks Commercial, a 2019 ProMaster Cargo Van 1500 with
Conversion to Certified ADA Accessible, $65,900.00, as presented.

$130.00/hour (depending upon equipment), effective for the 2022-23 school

be eligible for that benefit.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.
Tentative enrollment totals for the 2022-23 school year (current as of
9/30/2022) are as follows:
Elementary: 2,095; Intermediate School: 731.7; Middle School: 735.6; High
School: 1,365.35; Other: 54.
Junior Kindergarten through Grade 12 totals:
4,981.65 ~ total including Early Childhood: 5,014.
This currently is at +115 students.
2023-24 Academic Calendar – Development progress as follows:

Superintendent Larson noted that the incredible Brandon Valley Dance Team
has won another state championship this past weekend (back-to-back state
titles)! Congratulations to this
outstanding team and their coaches!
Larson also included a shout out to all the Dance dads and their “low
kicks” shown at the welcome home event!
Lastly, Superintendent Larson wanted to make a point clear, on the record,
that the Brandon Valley School District has never had, does not have, and
never will have litter boxes in any of our schools and he would really
appreciate it if people would get their information from accurate sources
rather than social media outlets.
Social media outlets and other such information have proved
themselves many times to be untrue and in this case, totally nonsense.
Any questions regarding school district policies should be directed
to the Superintendent’s Office.

Board member David Bell reported on the Student Activities,
Curriculum, and Technology Committee which recently held a meeting on
October 20, 2022. The committee
discussed the current Accreditation process along with a review of the
curriculum schedule. The
committee also discussed the 2022-23 BVSD Assessment Calendar and Special
Education program.
Board member Gregg Ode reported on the Buildings and Grounds
Committee, which recently held a meeting on October 20, 2022.
The committee discussed the current and on-going 2022 BVHS addition
project, the time-line overview on this project and the project priorities.
Other items that this committee discussed were up-coming utility
interruptions due to the project and providing this information to staff,
students, and families as necessary.
Discussion was also held regarding the next scheduled construction
project, which is an East-Brandon Elementary school, which included a
time-line overview and facility and financing information.
Lastly, the committee reviewed and discussed the long-range facility
plan “BV VISION 2040”, which outlines the growth of the Brandon Valley
School District over the next two decades.
Board member Ellie Saxer congratulated Quiz Bowl participants on
their recent win!
Board president Renee Ullom reminded all that the Band Turkey Band supper
will be held on Tuesday, October 25, 2022 at the High School.
Good food and great band performances will be present at this event.

5) Dupree: $72,534.
2021-22 Public Report Card will be released on October 13, 2022 with the
overall finding that BVSD Proficient/Advanced Academic Performance is
outstanding. Three schools have
been identified for School Improvement as follows:
BE (subgroup attendance); IE (subgroup attendance); and HS Distance
Learning Academy (graduation rate).
The
on-line school district ranking program “Niche” has named the Brandon Valley
School District as the #1 School District in South Dakota for 2023.

Brandon Valley High School Principal Mark Schlekeway recognized all the
students in extra-curricular (athletics and performing arts) activities this
fall season. Brandon Valley has
had much success this season.

mini-busses, 14 suburban’s, 7 vans, 4 cars and 8 pick-ups.
We are still in search of a wheel-chair van.
Scott thanked the school staff for
being flexible during the HS construction project.

member Ellie Saxer reported on the City Affairs & Legislation Committee and
reviewed the 2023 Associated School Boards of South Dakota (ASBSD)
Legislative Resolutions as revised on August 3, 2022.

President Renee Ullom, along with Superintendent Larson presented the
following two (2) conflict of Interest Disclosure – Waiver Requests for
review at tonight’s meeting:
Board Member David Bell advised the board of his wife, Amanda Bell, as the
Vice President at Avel Ecare, a School Health program the Brandon Valley
School District is enrolled.
Motion by Ode, seconded by Scott to approve and authorize this request for
school board waiver as presented by Board Member Bell because the terms of
this employment are fair and reasonable and not contrary to the public
interest. On a roll call vote, the
following voted aye: Ode, Scott, Saxer, and Ullom; Abstain: Bell. Motion
carried.
Board Member David Bell also advised the board that he is employed as
Executive Director of Family Services, Inc., and with this position he does
provide on-site counseling to Teachwell Students.
Motion by Saxer, seconded by Scott to approve and authorize this
request for school board waiver as presented by Board Member Bell because
the terms of this employment are fair and reasonable and not contrary to the
public interest. On a roll call vote,

cash report for the month of August, 2022 showed receipts of $4,037,548.41
and disbursements of $5,215,811.77 leaving a balance of $16,011,027.30.

Capital Outlay Fund had receipts of $268,590.12, and disbursements of

August, 2022 payroll totaled $1,900,745.79 which $1,094,144.84 was

Service, and $2,500.00 was Driver’s Education.

The
2022-23 Free & Reduced meal application became available on Skyward Family
Access on Monday, July 18, 2022.
Free meals will only be available to those that qualify, and the application
must be completed in order to be eligible for free meals.
If you qualify for reduced meals, the district will be covering the
cost of the reduced meal, however, the application must be completed to be
eligible for that benefit.
Application numbers for 2019-20 totaled 327 families and application numbers
thus far for 2022-23 total 264 families.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.
The
proposed Social Studies Standards Curriculum begins with the following
schedule: a K-12 SS department
meeting, collaborative building-level staff review, development of consensus
with building-level comments, administrative review of consensus comments,
K-12 SS department meeting, and finally, BVSD comment submission to the
South Dakota Department of Education.
More information to follow as we begin this process.
Buildings and Grounds – Future school sites infrastructure improvements
include East-side Brandon Elementary/BVIS South/West-side Elementary.
Preliminary discussions on infrastructure timelines, costs,
additional information provided when details are finalized.
Enrollment totals for the 2022-23 school year thus far are as follows:

With the first couple of weeks underway, Saxer reported that she has
received many “thanks” regarding Educational Assistants and Substitutes and
how they have stepped up and helped where needed as the school year begins
and needs are assessed and addressed.
Along with the business of the classroom, our fall sports/activities
are in full swing and she also thanks the many coaches and assistants for
their superior work on this “extension of the classroom”.
She encouraged all to remember to thank the many people that make
this the BEST school district around. Additionally,
Saxer added that if anyone is interested in filling any of our open
positions, permanent or substitutes, please apply on-line and join our team!

Activities Director Bill Freking provided an update on fall

Pigskin classic events are being planned as normal as possible
post-COVID and during construction.

member Ellie Saxer reported on City Affairs & Legislation regarding the
Associated School Boards of South Dakota (ASBSD) meeting that she attended
prior to the convention. She
received news that Brandon Valley was chosen as the #1 School District in
the state (again) and thanked the Administration, staff, and students that
make that happen! She also shared
the four goals that the ASBSD has set for the upcoming year as follows:
1) Funding that is in line with inflation; 2) Mental health support;
3) Security; and 4) CTE Support.
Mrs. Saxer was also asked to lead an engagement project across the state and
will be relying on her BV Board for support in that effort.
Board President Renee Ullom reported
on the Child Nutrition/Wellness Committee in regard to the National
Conference of the School Nutrition Association (SNA) that she recently
attended along with BV Child Nutrition Director Andrea Kruse, Registered
Dietician Allison Eddy, and BV Child Nutrition Kitchen Managers.
This conference was held July 10-12, 2022 in Orlando, Florida and was
a great resource for the Child Nutrition department.
Board President Ullom also reported on Alternative Education stating that Teachwell is ready to begin the 2022-23 school year!

Renee Ullom called the Annual Budget
Hearing to order and welcomed everyone to the Annual Budget Hearing that
preceded the Board of Education annual meeting at 6:00 p.m., presented by
Business Manager Paul Lundberg.
No one from the public spoke for or against the proposed budget.
Renee Ullom called the Annual
Organizational Meeting to order at 6:30 p.m., beginning with the Pledge of
Allegiance.
Renee Ullom and David Bell were sworn
in and took the Oath of Office for 3-year terms (each) on the Board of
Education for the Brandon Valley School District 49-2.
Superintendent Jarod Larson presided
over the meeting for the election of Board Chairperson.
Renee Ullom presided over the meeting
as the newly elected chairperson.
Nick Scott nominated Gregg Ode as
Vice Chairperson for the 2022-23 Board of Education.
Motion by Bell, seconded by Saxer to nominate Gregg Ode as Vice
Chairperson of the Board of Education for the 2022-23 school year and that
nominations cease and the Board cast a unanimous ballot for Gregg Ode as
Vice Chairperson of the Brandon Valley Board of Education for the 2022-23
school year. Motion carried.

President Renee Ullom, along with Superintendent Larson presented the
following conflict of Interest Disclosure – Waiver Request for review at
tonight’s meeting:
Superintendent Jarod Larson advised the board of his wife, Amanda Larson,
who will provide long-term substitute nursing services in the District for
the 2022-23 school year at the standard district substitute pay rate.
Motion by Saxer, seconded by Scott to approve and authorize this request for
a school board waiver as presented by Dr. Larson because of the terms of the
contract as fair and reasonable and not contrary to the public interest.

The
2022-23 bus pass purchase dates and ridership notification is available July
5-29, 2022 with open house dates scheduled for July 11, 21, and 29 from 4 pm
to 8 pm on those nights. The
deadline to purchase a 2022-23 bus pass is July 29, 2022 in order to ride
the bus at the start of the 2022-23 school year.
The 2022-23 Free & Reduced meal
application is available on Skyward Family Access beginning Monday, July 18,
2022. Free meals will only be
available to those that qualify, and the application must be completed in
order to be eligible for free meals.
If you qualify for reduced meals, the District will be covering the
cost of the reduced meal, however, the application must be completed to be
eligible for that benefit.
The Associated School Boards of South
Dakota (ASBSD) and the School Administrators of South Dakota (SASD) joint
conference will be held August 4-5, 2022 in Sioux Falls, SD.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.
The
2022-23 Professional Development Plan was reviewed based on BV Listens! 2.0
feedback, and Collaborative Learning Communities (CLC).
Three big ideas of BV’s CLC’s are 1) A focus on learning; 2) A focus

USDA update on free school breakfast/lunch will end on June 30, 2022.
The free and reduced application will
be critical paperwork for the 2022-23 school year to qualify for free or
reduced meals for the 2022-23 school year.
The Brandon Valley School District is no longer eligible for the
Summer Feeding Program, and we will have no summer lunch program the summer
of 2022. The Child Nutrition
department plans to provide the ELL Summer School Program with lunches
utilizing the Child Nutrition Services Charitable Needs Fund.
The
Associated School Boards of South Dakota (ASBSD) and the School
Administrators of South Dakota joint
conference will be held August 4-5, 2022 in Sioux Falls, SD.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.
The
2022-23 Budget process began in early January 2022, with the distribution of
budget forms/ documents. The
Business Office has reviewed and compiled these documents throughout March
of 2022. At the February 28, 2022
meeting, the 2022-23 new staffing requests were presented.
At the March 14, 2022 meeting the
preliminary Capital Outlay budget was presented for approval in order for
major items to be bid in a timely manner. Negotiations and wage/salary
recommendations were approved at the April 11, 2022 BOE meeting.
At the May 9, 2022 meeting, the preliminary budget was presented,
and at the July 18, 2022 Organizational Meeting, a public budget hearing
will be presented.
The

The
LYNX summer reading program, as a cooperative effort with Siouxland Library
and Pizza Ranch of Brandon, will kick off as summer begins, with promotion
and support by the Brandon Valley School District.
The
USDA update on free school breakfast/lunch will end on June 30, 2022.
The free and reduced application will
be critical paperwork for the 2022-23 school year to qualify for free or
reduced meals for the 2022-23 school year.
The Brandon Valley School District is no longer eligible for the
Summer Feeding Program, and we will have no summer lunch program the summer
of 2022. The Child Nutrition
department plans to provide the ELL Summer School Program with lunches
utilizing the Child Nutrition Services Charitable Needs Fund.
The
Associated School Boards of South Dakota (ASBSD) and the School
Administrators of South Dakota joint
conference will be held August 4-5, 2022 in Sioux Falls, SD.
The
South Dakota DOE will complete an Accreditation Visit (Desk Audit) on
November 22, 2022.
The
2022-23 Budget process began in early January 2022, with the distribution of
budget forms/ documents. The
Business Office has reviewed and compiled these documents throughout March
of 2022. At the February 28, 2022
meeting, the 2022-23 new staffing requests were presented.
At the March 14, 2022 meeting the
preliminary Capital Outlay budget was presented for approval in order for
major items to be bid in a timely manner. Negotiations and wage/salary
recommendations were approved at the April 11, 2022 BOE meeting.
At the May 9, 2022 meeting, the preliminary budget was presented,
and in July the public budget hearing will be presented.

Can” award. Will was one of
three individual award recipients and will now have his nomination submitted
to the National Council for Exceptional Children (CEC) award review
committee to be considered for the National Council for Exceptional Children
“Yes I Can” awards.

safety trainings in regard to national happenings.
Also discussed were standard updates to the Safety Manual and
Reunification Process for the 2022-23 school year, construction zone safety
and safety drills in regard to the BVHS classroom additional project, and
lastly, the Public Service Announcement plan goals and priorities in regard
to vaping, social media, distracted driving/cell phones, and safe gun
storage. The next Safety
Committee Meeting will be scheduled for some time in August 2022.

Tonight’s Good News report came by way of the Brandon Valley High School
Internship Program. Principal
Mark Schlekeway introduced the authentic education experiences available in
the High School under the direction of Mr. Adam Rothenberger.
We have had 70 interns this year and we have 100 lined up for next
year. High School student
Matthew Warren also spoke about his internship at Blachowske Trucking.
These Internships along with Sanford Inspire and the Build Dakota
Scholarship opportunities have given our students many opportunities outside
the school day and outside the school building.
The internships are boundless, depending on what different businesses
are willing to open their doors for our Juniors and Seniors.

prayers during this difficult time.

John Semchenko, from Brandon Wellness spoke to the Board of Education at
tonight’s meeting about the possibility of a future Brandon Community
Center. Wanting to engage the
Brandon Valley School District as the number one stakeholder in our
community, this group wanted to present the plan (to date) on what a
Community Center would look like with the guidance and help of Brandon
Wellness.
Motion by Ode, seconded by Scott to approve the bills & claims as submitted
(see attached).

cash report for the month of April, 2022 showed receipts of $3,114,499.82

COVID-19 Information Website:

communication hub. THE MESSAGE:
If you are sick – stay home!
COVID-19 vaccination available for
children ages 5-11.
Larson encouraged families to communicate with their primary care
provider and make the right personal choice for their situation.
Our plan is to review and revise safe return plan at the May 23, 2022
Board of Education and plan to revert back to our pre-COVID protocol for the
2022-23 school year.
The
2022-23 Budget process began in early January, 2022, with the distribution
of budget forms/ documents. The
Business Office has reviewed and compiled these documents throughout March
of 2022. At the February 28, 2022
meeting, the 2022-23 new staffing requests were presented.
At the March 14, 2022 meeting the
preliminary Capital Outlay budget was presented for approval in order for
major items to be bid in a timely manner. Negotiations and wage/salary
recommendations were approved at the April 11, 2022 BOE meeting.
At tonight’s meeting, the preliminary budget will be presented, and
in July the public budget hearing will be presented.
The
USDA update on free school breakfast/lunch will end on June 30, 2022.
The free and reduced application will be critical paperwork for the
2022-23 school year to qualify for free or reduced meals for the 2022-23
school year. The Brandon Valley
School District is no longer eligible for the Summer Feeding Program and we
will have no summer lunch program the summer of 2022.
The Child Nutrition department plans to provide the ELL Summer School
Program with lunches utilizing the Child Nutrition Services Charitable Needs
Fund.

Band Instructor, Del Hubers!
Congratulations!
State testing is now complete with outstanding student effort.

Brandon Valley High School Principal Mark Schlekeway reported that

awards and then a class barbeque to follow.
Brandon Valley Middle School Principal Brad Thorson introduced BVMS
Math Teacher, Kelsey Hoff. Kelsey
Hoff reported on the Aspiring Leaders Conference that she recently attended.
As one of 30 teachers that were accepted to attend this conference,
she thanked the Board and all that made this possible for this wonderful
experience. Hoff encourages all
teachers to attend this conference.
Operations Manager Ty Hentschel announced that Andrea Kruse, BV’s
Child Nutrition Director has been named as the South Dakota Academy of
Nutrition and Dietetics Outstanding Dietitian of the Year!

Board Member Nick Scott reported on a recent Transportation Committee
Meeting from May 5, 2022. This
committee discussed the status and impacts of recent transportation program
changes, stating that the central bussing location for pickup/drop off has
been very beneficial. They also
discussed the semester two bus pass challenges, entry level driver training,
fleet and route information, and vehicle procurement.
Other items discussed were moving from per semester bus fee to an
annual bus fee, the 2022-23 bus pass fee cost and the determination of a
recommended increase in that fee, and lastly, future transportation facility
needs.
Board
Member Ellie Saxer reported on the City Affairs & Legislation Committee in
regard to the fall meeting of the Associated School Board of South Dakota
(ASBSD) being held August 4-5th at the Sheraton in Sioux Falls;
registration is now open.
Board President Renee Ullom reported on the Alternative Education
Committee. Teachwell’s K-6th
expansion that was made this year has proven to be very beneficial and
successful.

Tonight’s Good News Report was presented by the Brandon Valley Middle
School. Principal Brad Thorson
introduced the following instructors:
Amy Dulaney, Roxie Geerdes, and Anna Stambach.
They discussed what the Middle School celebrated during the week of
April 4-8, 2022 as “Inclusion Week”.
The theme for the week was “Your uniqueness is your magic” and each
day was themed as follows: wearing blue and caught being kind “day”, you may
not see what is affecting me “day”, wearing red and BVMS Best Buddies “day”,
Spread the Word-Inclusion: pledging to include others “day”, and lastly,
kindness “day”. Also speaking to
the board was 7th grader, Marcus Turner, who reported how fun and
important “Inclusion Week” was to him.
Principal Thorson also introduced 7th/8th grade
science teacher Amanda Ringling who took a group of young women from the
Middle School to the “Women in Science/STEM Day” this March.
This event was held at SE Technical College and had many events where
the students could participate.

Saxer stated that good news reports from other districts included
congratulations to Brandon Valley on successful negotiations, BVi and their
outstanding finish in Dayton, Ohio, and Mary Poppins (to name a few
accomplishments!)
Board president Renee Ullom expanded on this good news as reported by
Board member Saxer above, congratulating the BVi (Brandon Valley Indoor) on
their 8th place (out of 37 bands) in the Scholastic Open Class
Finals at WGI WORLD Championships in Dayton, Ohio last week.
We have much to be proud of here at Brandon Valley and are thankful
for the staff and students that make this all possible!

The
COVID-19 Information Website:

communication hub. THE MESSAGE:

COVID-19 vaccination available for
children ages 5-11.
Larson encouraged families to communicate with their primary care
provider and make the right personal choice for their situation.
Our plan is to review and revise safe return plan at the May 23, 2022
Board of Education and plan to revert back to our pre-COVID protocol for the
2022-23 school year.
The
2022-23 Budget process began in early January, 2022, with the distribution
of budget forms/ documents. The
Business Office has reviewed and compiled these documents throughout March
of 2022. At the February 28, 2022
meeting, the 2022-23 new staffing requests were presented.
At the March 14, 2022 meeting the preliminary Capital Outlay budget
was presented for approval in order for major items to be bid in a timely
manner. Negotiations and wage/salary recommendations are being presented in
tonight’s General Business. In
May 2022, the preliminary budget is presented, and in July 2022, we will
hold the public budget hearing for potential action.
The
USDA update on free school breakfast/lunch will end on June 30, 2022.
The free and reduced application will be critical paperwork for the
2022-23 school year to qualify for free or reduced meals for the 2022-23
school year. The Brandon Valley
School District is no longer eligible for the Summer Feeding Program and we
will have no summer lunch program the summer of 2022.
The Child Nutrition department plans to provide the ELL Summer School
Program with lunches utilizing the Child Nutrition Services Charitable Needs
Fund.

November 22, 2022.
Professional Awards-BVSD Employee Recognition Banquet is scheduled for
Tuesday, May 3, 2022 at 6 pm in the BVHS Commons.
We will celebrate retirements, years of service awards, along with
presenting the Brandon Valley School District Teacher of the Year.
Good new reports will be held at the second meeting of the month.

Brandon Valley High School Principal Mark Schlekeway reported on the
following: 1) Testing begins next week for our Junior class, testing Tuesday
and Thursday, along with a Senior retreat, a Sophomore “experience day”, and
a career day event for the Freshman class all being held next week as well.
2) Schlekeway congratulated all the students involved with the HS
Musical weekend of Mary Poppins! 3) Activities Director Bill Freking has
recently earned his CAA (Certified Athletic Administrator) certification and
we all congratulate him on this recognition!
4) The Indoor Percussion Group has had a wonderful year and they are
attending the Percussion Worlds in Daytona in two weeks; we wish them well
with this endeavor.
Brandon Valley Middle School Principal Brad Thorson reported that
Middle School students have begun testing this week and it will continue
through next week.
Superintendent Larson presented the 2022-23 Master Agreement as negotiated
between the Brandon Valley School District #49-2 and the Brandon Valley
Education Association (BVEA). Motion
by Talcott, seconded by Saxer to ratify the 2022-23 Master Agreement by and
between the Brandon Valley School District 49-2 and the Brandon Valley
Education Association as presented as follows:

6.5% salary increase for the 2022-23 school year.

Teacher hiring schedule, Extra-curricular hiring schedule, and School
Psychologist hiring schedule all have increased 6.5% for the 2022-23 school
year.

Eliminate Elementary Band (1.0%) and Elementary Orchestra (1.0%)
extra-curricular schedules.

The
following have been added to the Extra-curricular hiring schedule:
Fifth Grade Band (3%) (Fifth grade band shall include summer program
concerts, and trips); Fifth/Sixth Grade Orchestra (3%); and PAC Coordinator
(14.5%).

Extra duty professional compensation was reviewed and revised and will be
listed on the Brandon Valley School District website.

One-time wage/salary enhancement of $1,000 to be paid with the November 2022
payroll.

the 2022-23 Classified Wages & Salary increase as presented as follows:

Plans are underway for the Wellness Fair to return for the 2022-23
school year!
President Renee Ullom and Board member Ellie Saxer also reported on
behalf of the Personnel Welfare Committee where they recently attended an
Associated School Boards of South Dakota (ASBSD) regional meeting where they
were proud to share how negotiations are going.
Both Ullom and Saxer state that is it is great to talk about the
relationship with our own Brandon Valley Education Association (BVEA) and
how thankful they are, as board members, for the relationship that has built
with years of service and trust between Business Manager Lundberg,
Superintendent Larson and the Brandon Valley Education Association (BVEA)
members. The board continues to
be thankful and very proud of what continues to be accomplished here for all
students and staff at Brandon Valley.

BVHS Associate Principal Jordan Paula, along with Staff Advisor Amy Frantzen
and several student advisors presented tonight’s Good New Report
highlighting the District’s Best Buddies Program.
Best Buddies is an International
Organization that promotes 1:1 friendship outside of school with
student/peer interactions.
Brandon Valley started this program in 2016 as the first school in South
Dakota and now is 80-100 members strong.
They strive to plan two group events per month outside of school,
including a buddy match program, bowling, pumpkin painting, movies, games,
and this year, a Best Buddies prom.

congratulated this excellent addition to Brandon Valley activities!

tonight’s meeting (March 28, 2022).
A Personnel Welfare/BVEA Negotiations meeting is then scheduled for
March 30, 2022 (with additional dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2022 Board of Education regular
meeting, we will plan to ratify the 2022-23 Master Contract, approve
Classified wage recommendation/approve Administration salary recommendation,
and enter Superintendent contract negotiations.
The

School District is no longer eligible for the Summer Feeding Program and we
will have no summer lunch program the summer of 2022.
The Child Nutrition department plans to provide the ELL Summer School
Program with lunches utilizing the Child Nutrition Services Charitable Needs
Fund.

Larson encouraged families to communicate with their primary care

Our plan is to revert back to our pre-COVID protocol for next year.
The
2022-23 Budget process has begun with budget forms/documents distributed
early January, 2022. The
Business Office will compile and review by March 2022.
At the February 28, 2022 meeting, the
2022-23 new staffing requests were presented.
At tonight’s meeting we will present the preliminary Capital Outlay
budget for approval in order for major items to be bid in a timely manner.
In May 2022, we will hold a preliminary budget presentation and in
July 2022, we will hold the public budget hearing for potential action.
A
School Board Election for two (2), three-year (3-year) seats will be held on
Tuesday, June 21, 2022 (if necessary).
The earliest date to circulate a petition is April 7, 2022; the
deadline for return of petitions is May 13, 2022 (candidates must file a
Financial Interest Statement within 15 days of filing a nominating
petition). If you have any

The
2022-23 negotiations timeline/wage recommendations will begin with a
pre-negotiation meeting between the BVSD Admin and the Brandon Valley
Education Association (BVEA) on Wednesday, March 16, 2022.
The Personnel Welfare and BVEA plan to meet on March 22, 2022 with a
scheduled BOE Executive Session for negotiations preparations on March 28,
2022. A Personnel Welfare/BVEA
Negotiations meeting is then scheduled for March 30, 2022 (with additional
dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2022 Board of Education regular meeting
we will plan to ratify the 2022-23 Master Contract, approve Classified wage
recommendation/approve Administration Salary recommendation, and enter
Superintendent contract negotiations.
Legislative Session Update: The
2022 session was completed on March 10, 2022 and the last remaining
legislative day (Veto Day) is scheduled for Monday, March 28, 2022.
The education funding increase is 6%.
The
USDA update on free school breakfast/lunch will end on June 30, 2022.
The free and reduced application will be critical paperwork for the
2022-23 school year to qualify for free or reduced meals for the 2022-23
school year. The Brandon Valley
School District is no longer eligible for the Summer Feeding Program and we

The retro-fit bus that was equipped specifically for the
summer lunch program will now be used
as a mobile feeding unit for field trips.

2022-23 Budget process has begun with budget forms/documents distributed
early January, 2022. The
Business Office will compile and review by March 2022.
At tonight’s meeting we will present
the 5-year plan along with new staffing positions.
In March 2022, the preliminary Capital Outlay budget will be
presented for approval in order for major items to be bid in a timely
manner. In May 2022, we will
hold a preliminary budget presentation and in July 2022, we will hold the
public budget hearing for potential action.
A
School Board Election for two (2), three-year (3-year) seats will be held on
Tuesday, June 21, 2022 (if necessary).
The earliest date to circulate a petition is April 7, 2022; the
deadline for return of petitions is May 13, 2022 (candidates must file a
Financial Interest Statement within 15 days of filing a nominating
petition.) If you have any

scheduled BOE Executive Session for negotiations preparations on March 28,
2022. A Personnel Welfare/BVEA
Negotiations meeting is then scheduled for March 30, 2022 (with additional
dates scheduled thereafter, if necessary).
Tentatively, at the April 11, 2022 Board of Education regular meeting

District has disseminated a work environment survey to staff (for both
certified and classified staff) which closed on January 18, 2022.
This aligns with our Strategic Plan for staff development to support
highly effective teachers, leaders and staff.
We are now in the process of compiling data with the results to

At Brandon Valley, we are thankful for THE best and most dedicated

Brandon Valley Intermediate School Principal Nick Skibsted spoke to the Board of Education. He stated that they were able to hold a Spelling Bee this year, which had been canceled in two consecutive years due to COVID. A 6th grade student won the regional contest this weekend! Secondly, Brandon Valley Intermediate School Band Instructor, Del Hubers, then addressed the board. Mr. Hubers reviewed the 5th and 6th grade band options and hours spent learning their instruments. Mr. Hubers attended the South Dakota Bandmasters event held this last week and was happy to report that after meeting with his colleagues at this event, Brandon Valley has a very generous offering of hours and large number of students participating in Band at this starting point of 5th and 6th grade. Upcoming important dates and events to note: February 28th ~ 5/6th grade band concert with 270 students; April 11th ~ District 5th - 12th concert; April 12th ~ District Percussion Night; and finally, May 17th ~ Spring concert, which will include a beginning 5th grade band composition composed just for our 5th grade band. Mr. Hubers reported requesting a special composition to be written for just a 5th grade band, and after choosing which composition that will be featured for our band, the students will then have the opportunity to hold a “zoom meeting” with the composer that actually wrote the piece for our band! Mr. Hubers thanked the Board of Education for their continued support of our band programs!
Fred Assam Elementary School Principal, Susan Foster, reported that
for the month of January, FAE Student Council sponsored a “penny war” to
collect money for the South Dakota Honor Flight.
They also held a valentine’s day
fundraiser and with these monies collected, they will be hosting an event at
FAE on Thursday, February 24th at 1:30 p.m. with Congressman
Dusty Johnson and honor flight representatives in order to present this
gift.

tonight’s meeting, the Good News Report was an overview of the Brandon
Valley Fine Arts Night scheduled at BVIS and RBE on Thursday March 24, 2022.
Art Instructors Jordan Heeren, Heidi McNamara, and Erin Rieff
discussed this event that builds community involvement, connections with
others and provide a venue for students’ work to be seen by a larger
community of people. With over
600 community members expected to attend with 65 volunteers, this night is
going to be a BIG event. All
patrons are encouraged and invited to attend!

future federal requirement for School Bus Drivers will be an entry level
driver training program. This
formalizes our current training procedure and also requires submission of

Superintendent Jarod Larson reported on the proposed 2022-23 school
year calendar. This calendar has
been through a review with the Administration, Teacher Liaison Committee,
and the Classified Council and is consistent and corresponding to the
previous year school year calendar.
Important dates to highlight are August 16, 2022 as new staff
in-service, August 18, 22, and 23, 2022 with all staff returning.
Wednesday, August 24, 2022 is the scheduled first day of classes and
Thursday, May 25, 2023 as the last day of classes for all BV students.
Brandon Valley High School graduation is schedule for Sunday, May 14,
2023. Motion by Talcott, seconded by
Scott to approve the Proposed 2022-23 school year calendar as presented.
Motion carried.
Superintendent Larson reviewed the Real Estate Purchase Agreement by and between the Brandon Valley School District (seller) and the City of Brandon, South Dakota (buyer), for approximately 2.05 acres (plat of Lots 1 and 2 of Block 1, Brandon Elementary School Addition), for $1.00 as presented. This agreement conveys a small piece of unusable property on the SE corner of Brandon Elementary (south of field/track area) for large-scale drainage improvements in the core area as outlined. Motion by Ode, seconded by Talcott to approve this Real Estate Agreement as presented. Motion carried.
Motion by Talcott, seconded by Scott to approve the following general
business items:

Approve corrective action letter
regarding Child Nutrition Services overage of funds in net cash reserves,
$740,400.00, as presented.
2.
Approve Brandon Valley High School Intent to Participate in Girls
Team Softball as a school sponsored sport, effective to begin with the
spring of the 2022-23 school year, as presented.
3.
Approve recommendation to purchase supplemental ELL Curriculum and
Technology in the amount of $60,774.17 with ESSERII Funds, to overcome
learning loss and enhance ELL support within the program, as presented.
4.
Deny BVSD Petition for a Residency Exception (#22-003), effective for the
2021-22 school year.

Approve recommendation to hire Brenda Burch, long-term substitute for
Shalena Zeller, BVIS 5th Grade English/Language Arts Teacher,
effective January 10, 2022 for approximately 8 weeks.
2.
Approve request for leave without pay by Jolene Roozenboom, VSE Educational
Assistant on Friday, March 4, 2022 for one day.
3.
Approve recommendation to hire Jeff O’Connell, Assistant BVHS Track and
Field Coach, 8.5% of Extra-curricular Step 5 ~ $3,594.00, effective for the
2021-22 school year. (This
amount will be paid less current MS track position amount of $2,667.00
resulting in a net addition of pay of $927.00.)
4.
Approve recommendation to hire Teresa East, part-time BVIS Child Nutrition
worker ~ $14.75/hour, effective January 26, 2022.
5.
Approve recommendation of Entry Level Driver Trainer (ELDT) wage of
$20.00/hour, for the program that begins February 1, 2022, as presented.
6.
Approve resignation/retirement of Lynn Bartscher, BVHS Administrative
Assistant, effective June 10, 2022.
7.
Approve leave without pay for Erin Ashby, BVHS Child Nutrition, for
approximately 8-12 days, effective during the 2021-22 school year as
presented.
8.
Approve mid-year lane changes for the 2021-22 school year as follows:
Dan Canfield: MA to MA+15 and
Kimberly Skibsted: MA+15 to MA+30.

Communication received by the Central Office and Board of Education were
reviewed. They included the

Thank you from Debra Rothenberger for sponsoring the Brandon Valley Retired
Staff Holiday Luncheon.
Board reports were presented. Board
Member Nick Scott reported on a recent Transportation Committee.
The meeting included the following highlights: 1) Forecasting into
the next five years dealing with the construction and the challenges that
will be faced with that growth.
2) Discussed the purchase of additional vehicles, including purchasing three
new busses that will be fueled with propane.
The Committee has been reviewing a study highlighting this new option
and have also talked with area school districts that are using this option.
With that study information and recommendations that have been
reviewed, BV is going to try out three new propane fueled busses.
3) Lastly, Scott believes
that the Entry-Level Driver Trainer (ELDT) program is a positive direction
for this department.
Board President Renee Ullom reported on the Alternative Education Committee.
Teachwell Academy has been branching out and has some exciting new
challenges in the future.
Board Member Gregg Talcott reported on a recent Safety Committee.
Talcott thanked Resource Officer Tyler Carda’s insight and stated
that this is an very valuable bridge that the school district has built
between the City and the School District.
Talcott stated that there is a lot of thought that is going on behind
the scenes to protect our students and he is very thankful for that.
Scott also thanked our staff.
He has heard many times that BV students overwhelming have stated
that they feel safe and valued talking to the Brandon Valley Staff.
The School Board, and Scott
personally, is thankful the connections that have been built between
students and staff.

The regular meeting of the Brandon
Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 10th
of January 2022 at the Brandon Valley High School Community Room with the
following members present: Renee
Ullom, Gregg Ode, Ellie Saxer (via phone), Nick Scott (via phone), and Gregg
Talcott. Absent: None.

cash report for the month of December, 2021 showed receipts of $3,976,105.35

interfund transfer of $96,210.68 to the Bond Fund, and disbursements of
$3,154,433.59, leaving a balance of $7,970,359.46.
Capital Outlay Fund had receipts of $382,149.37 and disbursements of
$471,156.48, leaving a balance of $5,429,247.33.
Special Education Fund had receipts
of $865,249.80 and disbursements of $777,935.52, leaving a balance of
$1,861,181.34. Bond Redemption Fund
had receipts of $194,566.57, received a temporary interfund transfer of
$96,210.68, and disbursements of $1,545,400.00, leaving a balance of $0.00.
Enterprise Fund had receipts of $0.00

The
December, 2021 payroll totaled $2,458,256.83 which $1,238,500.26 was
instructional, $704,218.03 was support services, $34,700.66 was
co-curricular, $388,475.89 was Special Education, $92,186.99 was Food
Service, and $175.00 was Driver’s Education.

The
COVID-19 Information Website:
https://brandonvalley.k12.sd.us/covid/covid.html is the centralized
communication hub. THE MESSAGE:
If you are sick – stay home! COVID-19
vaccination available for children ages 5-11.
Larson encouraged families to communicate with their primary care
provider and make the right personal choice for their situation.
A
future federal requirement for School Bus Drivers will be an entry level
driver training program. This
formalizes our current training procedure and also requires submission of
documentation. This requirement
is effective February 7, 2022, with all licensed drivers prior to that date
grandfathered into the program.
An up-coming BOE meeting will review and approve Entry-Level Driver Training
(ELDT) Wage/Training position(s).

Listens 2.0! The BV School
District has disseminated a work environment survey to staff (for both
certified and classified staff) with a January 18, 2022 deadline.
This aligns with our Strategic Plan for staff development to support
highly effective teachers, leaders and staff.

Superintendent Larson stated that the Brandon Valley Middle School and
Brandon Valley High School Student Councils will be joining the Brandon Area
Chamber of Commerce out in Pierre, SD for the Brandon Day at the
Legislature. We look forward to
having our student leaders involved in that process.
Brandon Valley High School Principal Mark Schlekeway reported that with the
end of the semester this Friday, January 14, 2022, the High School will be
holding semester tests this week with an adjusted schedule for that testing.
Schlekeway also reported on the December Angel Tree. He thanked all that
helped with the 580 gifts given out by our staff, students and family
members in our community.
Mid-Year graduation is scheduled for Wednesday, January 19th at 7
p.m. in the Performing Arts Center.
Eight graduates will be receiving their diplomas at this mid-year
service.
Lastly, Sanford Aspire (the HS Internship program sponsored through Sanford
Health) selected two of our students to do paid internships.
We finished the Fall Semester with our first Certified Nursing
Assistants class, working with SE Tech.
Those two interns will be introduced to the Board of Education in the
Spring.
Challenge Day is coming back to the High School, scheduled for Thursday,
February 10th. Any
Board Member willing to attend, please contact Mr. Schlekeway.
Middle School Principal Brad Thorson congratulated the Gifted program
on a challenge they organized right before the winter break.
This challenge consisted of donating
food items for the food pantry and raising funds for the Brandon Community
Foundation. Numerous Middle
School staff were taped to the walls of the Middle School for this
challenge. The group raised
$1,400 and gathered over 500 pounds of food in this challenge.
Thank you to Mrs. Fettes for coordinating this effort, as well as all
those that contributed.
Special Service Director Wendy Otheim thanked all the Special
Education and General Education staff for their dedication in working
through this “season” of illness.
She is thankful for all that have stepped up to fill in where needed
while working through many absences due to illness.
