held at 6:30 p.m. on the 14th of December, 2020 at the Brandon
Valley Performing Arts Center with the following members present:
Renee Ullom, Ellie Saxer, Gregg Talcott, and Nick Scott.
Absent: Gregg Ode. Also

Renee Ullom called the regular
meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.
Motion by Talcott, seconded by Saxer to approve the agenda as
amended, adding an additional substitute, Tyler
Bayse, and the resignation of Gail Grace, FAE part-time Child Nutrition
Worker.

Motion by Saxer, seconded by Scott to approve the meeting minutes
from the regular meetings of November
9, 2020 and November 23, 2020 as presented.

The cash report for the month of
November 2020 showed receipts of $9,586,862.25 and disbursements of
$5,180,836.91 leaving a balance of $21,536,743.26.
The General Fund had receipts of $4,945,105.24, received a Temporary
Interfund Transfer of $484,626.73 from the Bond Fund, with disbursements of
$3,100,688.64, leaving a balance of $6,910,865.25.
Capital Outlay Fund had receipts of $2,041,840.98, with disbursements
of $221,633.42, leaving a balance of $3,305,336.18.
Special Education Fund had receipts of $1,587,534.45, with
disbursements of $640,827.38, leaving a balance of $1,174,477.85.
Bond Redemption Fund had receipts of $1,012,381.58, sent a Temporary
Interfund Transfer of $484,626.73 to the General Fund, with disbursements of
$600.00, leaving a balance of $642,909.57.
The Enterprise Fund had receipts of $0.00, with disbursements of
$1,816.60, leaving a balance of $21,194.92.
The Capital Projects Fund had receipts of $0.00, with disbursements
of $1,215,271.47, leaving a balance of $9,481,958.89.
The November 2020 payroll totaled
$2,627,716.70 of which $1,354,436.74 was instructional, $623,447.31 was
support services, $47,080.44 was co-curricular, $458,267.62 was Special
Education, $142,797.09 was Food Service, and $1,687.50 was Driver’s
Education.

Elementary staff laptop computers will be distributed the week of December
14, 2020. We purchased
approximately $194,000 worth of laptop computers (250) for use by our
elementary certified teaching staff with Coronavirus Funds provided to our
District from the U.S. Government.
2021-22 Academic School Year Calendar Development:
Initial draft(s); Administrative Council, Teacher Liaison Council,
and Classified Council review; Tentative Adoption timeline:
Monday, January 11, 2021 (Initial Presentation) and Monday, January
25, 2021 (Potential Approval Action).
One
District – One Book.
Social/Emotional learning and staff/student mental health; cross curricular
and interdisciplinary units; community connectedness.
This is an exiting project that will be taking place in the coming
months.
Superintendent Evaluation will take place in February with the following
timeline: February 8, 2021 –
Distribute evaluation tool; February 22, 2021 – Evaluation due to School
Board President, Renee Ullom; March 8, 2021 – Discuss performance evaluation
(executive session); and April 12, 2021 – Tentative contract negotiations
(executive session).
The
2021-22 Budget process will begin with budget forms/documents distributed
early January, 2021. The
Business Office will compile and review by March 2021.
In February 2021, we will present the 5-year plan along with new
staffing positions. In March
2021, the preliminary capital Outlay budget will be presented for approval
in order for major items to be bid in a timely manner.
In May 2021, we will hold a preliminary budget presentation and in
July 2021, we will hold the public budget hearing for potential action.
Dr.
Jarod Larson presented an updated COVID-19 Pandemic Response Plan.
The following outlines updates:
CDC/SD DOH Close Contact Quarantine Update
CDC/SD DOH have updated the Close Contact Quarantine protocols to include
two alternative timelines for 7-day and 10-day quarantine that both require
specific criteria.
Community/City Ordinance(s)
The
City of Sioux Falls has passed a Mask Mandate that does not include schools
within the ordinance. In addition, the ordinance does not include
enforcement measures for violators. The City of Brandon is engaged in
discussion about an ordinance.
The Brandon Valley School District strongly recommends the use of a cloth
face covering / face mask. In addition, the Board of Education has
incentivized the use of a mask by allowing “close contacts” protected by
mask or barrier, at the time of exposure, to remain in school under “close
contact criteria”.
COVID-19 Facility / Travel Restrictions - Quarter 3
The
current Covid-19 district-wide restrictions are under Administrative review.
COVID-19 Restrictions for Quarter 3 will be announced in
mid-December. At this time, we expect nearly all restrictions to continue,
but are evaluating the need to further enhance certain facility
restrictions, including the requirements/restrictions for Winter sporting
event attendance.
Current School Calendar items include the following: Wednesday, December 23,
2020-two-hour early Dismissal and December 24, 2020-January 3, 2021-No
School (Winter Break); Monday, January 4, 2021-school resumes; Friday,
January 8, 2021-No school (Workshop/In-service); Monday, January 18, 2021-No
school (Workshop/In-service); Friday, February 12, 2021-No school; and
Monday, February 15, 2021-No school (President’s Day).
Business Manager Paul Lundberg presented the per pupil spending report for
FY20 as tabulated by the South Dakota Department of Education.
It compares the per pupil spending of
School Districts throughout South Dakota.
Brandon Valley ranks 143 out of 149 school districts.
Brandon Valley still maintains an efficient utilization of the
dollars that are allocated to us while still maintaining high levels of
salary policies and programs. Three things that Lundberg believes lead to
variations among school district are:
1) Opt Outs (BV does not have); 2) Federal Revenue (BV
receives minimal dollars); and 3) our flexibility with the use of Capital
Outlay funds. The Brandon Valley FY20
cost per pupil was $7,978 versus the state of South Dakota average of
$9,420.
Brandon Valley High School Principal Mark Schlekeway reported to the Board
of Education that Mid-Year High School Graduation will be held on January
13, 2021 at 7 p.m. in the BVHS Performing Arts Center with 5 (possibly 7)
graduates. He also stated that
the High School Angel tree has a record number of requests (300+) this year,
all of which have been chosen.
Lastly, Schlekeway recognized Activities Director, Randy Marso, and his
letter of retirement on tonight’s agenda.
Mr. Marso’s 34 years in the District, starting as a Junior High
Social Studies teacher to his current position of the Activities Director
for the last 23 years are commendable, and we wish him only the best on this
retirement adventure. You will
be missed.
Superintendent Jarod Larson presented a Child Nutrition Services – Shared
Services Grant Update. Beginning
with the 2020-21 school year, the Brandon Valley School District obtained a
2-year Grant for a Registered Dietician from a Grant entitled “Share our
Strength”. This grant includes
the provision to provide CNS Director and Registered Dietician shared
consultation services to rural Schools.
As this is year one of two for this grant, at no district
expense, BVSD hired a Registered Dietician and provides our CNS Director
(currently, Gay Anderson) a shared services stipend.
With the recent resignation of CNS Director, Gay Anderson (12/18/2020) and
the subsequent transfer of our current Registered Dietician, Andrea Kruse,
to replace CNS Director Anderson, Brandon Valley will now move into the
hiring process for a replacement for the Registered Dietician position and
will also enter into a consultation agreement for Child Nutrition
Directorship Services to support our new CNS Director and Grant affiliates
for the remainder of the first year of this grant.
This agreement recommends a prorated payment of $4,000 for remaining
six months of the 2020-21 school year.
Since this is a two-year grant, the Brandon Valley School District requests
to engage with former CNS Director, Gay Anderson, in a Consultation
Agreement to support the new CNS Director and Grant affiliates for the
amount of $8,000 for the 2021-22 school year.
The 2021-22 agreement is contingent upon a successful year two grant
application.
The
Shared Services Program continuation for 2022-23 will be determined by
membership in the Spring of 2022 and if this program continues for the
2022-23 school year, the current BVSD CNS Director will assume the share
services role and receive the respective CNS Share Services Stipend at that
time. There will be no continuation
of the Consultation Agreement beginning in school year 2022-23.

for Child Nutrition Directorship Services with Gay Anderson for $4,000 for
the remainder of the 2020-21 school year, and $8,000 for the 2021-22 school
year as presented. Motion

Board member Gregg Talcott reported on a recent Student Activities,
Curriculum & Technology committee meeting.
The meeting included the recent Special Education parent survey
results. The committee also discussed the English Language Arts Adoption, as
well as State testing. At this
point, it is unclear how and/or when testing will look like with this school
year.

Mitigation Strategies
All
classroom / building-level mitigation strategies remain in effect for
Semester 2. All the mitigation strategies in place are located in the
Pandemic Response Plan – Appendix (Safety Plan).
All
current families enrolled in the Distance Learning Program will receive a
communication regarding their intent for program participation for 2nd
Semester on Monday, November 23.
Superintendent Jarod Larson presented the BVSD Facility Naming Committee
Recommendation. Larson presented
historical context of school facility naming, policy review of the
Facilities Planning & Development-Naming Facilities, potential Elementary
school names along with committee member brainstorming and promoting of
school names. The members of
this committee were allotted 5 votes (with the meeting facilitated by
Superintendent Larson as a non-voting participant) and each round had a
specific “individual name maximum specified votes.”
After three rounds of voting, the recommended name of the new
facility was Inspiration Elementary School.
Motion by Ode, seconded by Scott to approve the Facility Naming Committee
recommendation of “Inspiration Elementary School” for the new elementary
school located at 3401 S. Sparta Avenue, Sioux Falls, SD
57110. Motion carried.
Motion by Talcott, seconded by Ode to acknowledge the Brandon Valley
Education Association notification of contract negotiations for 2021 and

Other items to note regarding the new elementary school is that the
staffing process is currently in-progress with Tanya Palmer assigned as the
new building principal and other positions have been posted internally.
We will offer a strong viable curriculum as an educational offering
following our District reading protocol consistent at all elementary
buildings within the Brandon Valley School District.
We also have confirmed intent to operate the Ignite Program (Boys &
Girls Club) before/after school childcare program at the new elementary
school.
District 10 & 25 Legislative Breakfast:

Elementary staff laptop computers are estimated for distribution prior to
Winter Break. We purchased
approximately $194,000 worth of laptop computers (250) for use by our
elementary certified teaching staff with Coronavirus Funds provided to our
District from the U.S. Government.
The
Associated School Boards of South Dakota (ASBSD) Delegate Assembly will be
held virtually on Friday, November 20, 2020.
The BVSD representative will be Ellie Saxer our City Affairs and &
Legislation Committee Chair and also on the ASBSD Executive Board.
2021-22 Academic School Year Calendar Development:

Lastly, Dr. Larson reported on the annual retired school district employee
staff luncheon that is usually scheduled the first week in December. In past
years, the Board of Education provided the meal and we have had a BVHS choir
provide entertainment. With
COVID this year, Dr. Larson is working with former employee, Bill Miller, on
continuing the annual event, however, it will be different.
It will include a grab and go type meal and plans are in progress for
a virtual program. Dr. Larson
will update the board as plans solidify for this event.
Superintendent Jarod Larson also reviewed the School Improvements Plans as
prepared by each individual Administrator. These

Brandon Valley Middle School Principal Brad Thorson reported that the BVMS
play, with over 80 students involved, will be held on Friday, November 20,
2020, at the BVHS Performing Arts Center.
Thank you to Advisors Jodi Ackerman and Sharon Schwebach for working
through the many challenges that they have encountered to be able to move
forward with this event for the BVMS students.
Superintendent Jarod Larson presented the 2020 State of the School Address,
providing Academic data including the BV School District average ACT score
of 23.2 (SD Average is 21.8), and a 98% Graduation/High School Completion
Rate. This report also showcases
the 2020 Spring Closure – Distance Learning Report Card and other
information including the Brandon Valley facilities and capacity information
and implementation and progress update on the BVSD Strategic Plan.

The meeting discussed the “Stop the Bleed” presentation for all BV staff
that was held last school year and Talcott thanked HS Principal Mark
Schlekeway for making that available to staff and to the presenters for the
information that they provided to train our staff in order to keep our
students safe
Board member Gregg Talcott also reported on the Buildings & Grounds
Committee and stated that the enrollment trigger for the Brandon Valley High
School has been hit and conversations have begun on future addition plans.
Board member Ellie Saxer reported on behalf of the Student
Activities, Curriculum & Technology Committee and offered her
congratulations to the BVHS Football team on their return to the Dome for
the football championship game.
Dr. Larson also stated that ticket sales to the championship game are open
to the public. Information is

Cheer Team and a second place finish for the Dance Team.

Board member Ellie Saxer reported on the City Affairs & Legislation
committee. She reported that
November 9th will be SD Legislative Day.
It will be held virtually this year with discussion focusing on
COVID-19. Saxer will email board members for any input they would like to
make, as she plans to attend the virtual session.
Saxer also congratulated our sports teams on their successes this
fall as well as Oral Interpretation and the Brandon Valley Marching Lynx!
All their efforts have not gone unnoticed for all activities and she
continues to be so proud of BV’s efforts in the classroom and for all
activities.

Board member Ellie Saxer stated that she favors Option #3 and asked if it
could be amended to read masks matter for close contacts.
In the event the student was protected by a mask/barrier during close
contact the student may continue to attend school and activities as a close
contact required to: remain
asymptomatic, wear a mask, screen daily, and monitor for symptoms.
Board member Gregg Talcott is concerned by the number of COVID case
increases going on currently. He
believes that it is possible to mandate mask use and he feels that if, as a
School District and Board of Education, we believe that the best likelihood
to slow the spread is that everyone, students and staff, wear a mask, then
he supports mandatory masking.
Board President Ullom stated that she favors Option #3, either the way
presented or with the amendment requested by Mrs. Saxer.
She discussed that 75% of our patrons, when surveyed earlier,
requested mask mandatory rules and Ullom still feels this is a viable
structure.
After listening to board conversation, Talcott adjusted his position to
agree with Option #3 as amended.
Superintendent Larson expressed that Option #3 as amended, provides balance
for our staff and students and he feels this is a reasonable pivot plan.
Larson stated, as a point of reference, Option #3 does not adhere to
CDC Guidelines and SD Department of Health Regulations.
Board Member Gregg Ode asked who would be doing the screening and close
contact monitoring of our COVID exposure.
Larson replied that specific protocols will be addressed as we
determine how we move forward.
There was much conversation on the best way to move forward at this point,
all pointing to Option 3+.

Compared to last year at this time, bus ridership is approximately 1,800 students, down from approximately 2,500 students in the last school year. Ode made a plea for more bus drivers for anyone that is interested. A positive to report for this school year is the “bus-stop” approach to pick-up and drop-off students is a great time saver for both length of routes and more timely bus routes. This committee is also discussing the new school boundaries and how this will affect the transportation department moving into the next school year.

Community Input this evening included presentations from two individuals
that requested to speak at this evening’s Board of Education meeting.
First to speak was Justin Lovrien, Brandon Valley High School Science
teacher. Mr. Lovrien presented
information regarding the consideration of pivoting into an A/B Hybrid Model
for the Brandon Valley High School and the Brandon Valley Middle School.
He spoke as an instructor that not only has an underlying condition
(Type 1 diabetes), but also spoke to the strain on teachers in the HS and MS
setting where close contact guidelines are hard to maintain.
Lovrien explained that it is near impossible to stay 6 feet away for
15 minute increments while teaching in this setting.
He urged the board to pivot to the A/B Hybrid schedule while we
navigate the continued efforts to limit the spread of COVID-19.
Second to speak to the board at tonight’s meeting was Molly Joseph, Brandon
Valley mom of three students; a Junior, a Freshman, and a 7th
grader. Joseph spoke to the
board as one who opposes the school district’s A/B Hybrid Model for the
Brandon Valley High School and Brandon Valley Middle School.
Joseph began her discussion with asking if the School Administration
and Board of Education had already made the decision on which direction to
go on this evaluation of A/B Hybrid Model versus Traditional school days?
School Board members were in agreement and explained to Mrs. Joseph
that no decision had been made prior to this evening’s meeting.
Joseph went on to explain her support of remaining in the Traditional
School day schedule because it is still in the best interest of our
students. She reiterated that
Dr. Larson had explained to parents that the school district has a
quarantine problem, but NOT a COVID problem.
That being said, Joseph thanked the teachers and administrators for
their continued flexibility, care, and concern for what is best for everyone
and requested that the Brandon Valley Board of Education maintain their
stance and uphold the original decision to continue with the Traditional
school day schedule, including the new survey results presented at this
evening’s meeting.

A/B Hybrid Evaluation Report was presented by Superintendent Larson.
The A/B Hybrid Model Evaluation report does not involve the
Elementary or Intermediate School Buildings as our Cohort Isolation Strategy
is effective and working well in those school buildings.
The A/B Hybrid Model evaluation is to allow our school district to be
proactive in our approach to evaluate a solution to close contact
challenges, while continuing to adhere to close contact guidelines and
recommendations. We have allowed
the opportunity to engage our stakeholders, BVEA Leadership, MS/HS Staff,
Administrative Council, BVHS Student Council, MS Parents, and HS parents to
gather feedback on this potential decision.
Survey results as follows:
BVHS Parent/Guardians (905 responses) ~ 56.42% Traditional and 43.58%
A/B Hybrid; BVHS Staff (68 responses) ~ 31.34% Traditional and 68.66% A/B
Hybrid; BVMS Parent Guardians (610 responses) ~ 53.86% Traditional and
46.14% A/B Hybrid; BVMS Staff (45 responses_ ~ 37.78% Traditional and 62.22
A/B Hybrid; BVHS Student Council voted 24-1 in favor of an A/B Schedule.
With new information received late in the day on Friday, September
25, 2020, Dr. Larson is recommending to pause for now and continue with the
current plan and hold a special meeting, if necessary.
Larson thanked the parents and
guardians of our District for the phenomenal response and active
participation to the survey
Board member Ellie Saxer stated that she feels that the plan that has been
adopted by our school district has been working and is very proud of BV
School District as being number one because we set the pace and do not
follow. Saxer stated that she is
in support of pausing at this point and continuing with our current plan.
Board member Gregg Talcott spoke to the issue of inequity for the students
that are out of school due to the close contact rules.
With the various health authorities recommending masking, our
responsibility still rests on us protecting our students and staff.
Talcott believes that if the time comes when the state shifts to
changing the close contact quarantine guidelines, his recommendation would
be to include plastic barriers and mandated masking.
With different guidance, Talcott feels mandatory masks will make a
difference. In addition, Talcott
is very uncomfortable with BV Activity attendance due to the close contact
of students and no mask mandate. Talcott
does agree that at this time, we place this decision on pause and continue
with the current plan.
Board member Nick Scott stated that he would like to “mandate” that
everybody votes on this issue to make sure that everyone’s voice is heard.
President Renee Ullom also thanked the two community input participants this
evening and also agreed that with the information that Dr. Larson received
late in the day on Friday, September 25, 2020, it is in the District’s best
interest to pause for now and continue with the current plan.

Larson also provided some early lessons learned at the beginning of this
school year. Lesson #1:
We ask that you DO NOT send your
child to school if they are not feeling well or are demonstrating any signs
of illness. Any student
exhibiting signs of illness are put into our extensive protocol and sent
home, not to return without a doctor’s note.
Lesson #2: Any child with
a chronic condition is asked to provide a doctor’s note listing the chronic
condition/chronic symptoms. This
helps with nurse evaluations in light of COVID-19 symptoms.

Superintendent Jarod Larson advised the board of
his wife, Amanda Larson, providing substitute nursing services in the
District as well as providing volunteer nursing services in the 2020-21
school year. The volunteer
nursing services will be provided for no pay and the substitute nursing
services will be for the standard district substitute pay.
President Renee Ullom, along with Superintendent
Larson presented the following Conflict of Interest Disclosure – Waiver
Request for review at tonight’s meeting:
Board Member Gregg Talcott advised the board of his former role with
the Brandon Valley School District as a former employee who is now receiving
compensation from the Brandon Valley School District from year two of the
early retirement benefit and from the South Dakota Retirement System upon
his retirement.
Motion by Ode, seconded by Scott to approve and
authorize these two requests for school board waivers as presented by Dr.
Larson and Dr. Talcott because of the terms of the contract as fair and
reasonable and not contrary to the public interest. On a roll call vote,
voting aye: Ode, Scott, Saxer,
and Ullom; abstain: Talcott.
Motion carried.
Motion by Saxer, seconded by Talcott to approve the meeting minutes from the
annual meeting of July 13, 2020 as presented.

Community Input this evening included presentations from two individuals
that requested to speak at this evening’s Board of Education meeting.
First to speak was Dr. Benjamin Aaker, President of the South Dakota
Medical Association. Dr. Aaker
presented information regarding the importance of mandatory mask usage.
Aaker feels there is only two avenues to travel on this issue, either
mandated masks or not. Dr. Aaker
respectively requested that the District pass a mandatory mask mandate for
all students and staff of Brandon Valley at the start of the 2020-21 school
year.
Second to speak to the board at tonight’s meeting was Joan Christopherson, a
local OSHA Certified Human Resources Manager and Brandon Valley mom of two
BV graduates and one current BVHS student.
Christopherson spoke to the board as one who opposes the mandatory
mask mandate stating that using even the most effective mask (the N95), it
needs to be properly fitted and worn to be effective.
Lastly, Christopherson requested that the Brandon Valley Board of
Education maintain their stance and uphold the original decision to
recommend, but not mandate mask usage, based on previous survey results, our
demographics, as well as taking into consideration the mental and emotional
well-being of our students.
Motion by Ode, seconded by Talcott to approve the bills and claims as
submitted (see attached). Motion
carried.
The
cash report for the month of July 2020 showed receipts of $4,308,959.17 and
disbursements of $7,823,364.79 leaving a balance of $24,853,762.45.
The General Fund had receipts of $2,193,947.22, sent a temporary
interfund transfer of $484,626.73 to the Bond Fund, with disbursements of
$2,687,837.30, leaving a balance of $7,014,366.99.
Capital Outlay Fund had receipts of $48,712.08, with disbursements of
$918,666.86, leaving a balance of $2,302,713.45.
Special Education Fund had receipts of $351,619.96, with
disbursements of $392,976.53, leaving a balance of $1,067,067.09.
Bond Redemption Fund had receipts of $24,425.91, received a temporary

BVHS Activity Attendance Regulation:
There will be four tickets available per participant/per activity,
along with BVHS Students and BVHS Staff authorized to attend.
We are still in the process of finalizing an attendance policy for
the BVMS activities.
The
Associated School Boards of South Dakota (ASBSD)/School Administrators of
South Dakota (SASD) held a joint “virtual” conference on Thursday, August 6th
from 9 a.m. to 5 p.m. featuring Devin Hughes, Orange Frog.
The
2020-21 school year school bus ridership sits at 1,500 (approximately 800
fewer than the 2019-20 school year).
We strongly encourage parents/guardians to use alternative methods of
transportation to keep ridership down this year for social distancing
purposes. All families that will
utilize Transportation Services must contact the Transportation Department.
Previously communicated changes for
the 2020-21 school year include 1) no in-district elementary open enrollment
transportation eligibility, and 2) centralized/established pick-up and drop
off locations.

Thank you from Wanda Logan for the wonderful experience she had working for
BVSD for so many years.
Board reports were heard.
Board Member Ellie Saxer reported on City Affairs & Legislation Committee.
Saxer recently attended an Executive Delegation meeting in Pierre and
discussion centered on COVID-19 and the back to school strategies as they
pertained to different Districts around the state.
Saxer had a sense of pride on BV’s plan and talked to many that were
impressed by our plan and shared that others wanted to mimic our plan.
She noted, that as different delegates asked the many questions that
are yet to be answered, Saxer was proud of the support and thoughtfulness in
what BV is doing and how we are prepared to move forward and “pivot” when
and where necessary as we move forward into the 2020-21 school year.
She thanks the School Board and the community for that support.

Community Input this evening included presentations from three individuals
that requested to speak at this evening’s Board of Education meeting.
Amy Kelley, a Brandon Valley graduate with three children in the
District, as well as a 15-year physician, spoke to the Brandon Valley school
board to mandate requiring face coverings for students and staff for the
2020-21 school year. Mrs. Kelley
provided the School Board with information and studies on the results of
mask use. She concluded that
face coverings need to be at an 80% usage by both students and staff of the
Brandon Valley School District in order to be effective.
Second to speak to the board at tonight’s meeting, Brianna Bakker, a Brandon
Valley mom of two elementary students, spoke to the board as one who opposed
to the mandatory mask use.
Bakker believes that mandatory mask use could possibly do more harm that
good in the school setting.
Bakker also provided information from studies that she has researched in the
areas of physical, psychological, and educational basis for her decision.
Lastly, Ashley Briggs, a Brandon Valley graduate and an OB/GYN Sanford
physician with two children in the District, also spoke to the school board
to mandate wearing masks for students and staff for the 2020-21 school year.
She feels that starting school for the students in the buildings is
very important and should include mandatory mask use for all students and
staff. Although children are
less likely to contract COVID-19, those that do contract the virus are in
much higher risk categories.
Briggs believes requiring an appropriate face covering would be “the LYNX
way” as respectful, kind, responsible, safe and active learners.
Briggs concluded that in order to
reach the 80-90% effective rate for the use of face coverings, the school
board would need to make this mandatory.

Phase 1 ran from June 1-30, 2020; Phase 2 will run from July 1 -31, 2020,
announced on June 19, 2020, including
a parent survey for informed planning/decisions which was administered July
6-13, 2020. Phase 3 plans will run
August 1-31, 2020 with a planned announcement on July 17, 2020.
Our intent is to allow parents the opportunity to opt-in to Distance
Learning in the event that they do not want to send their students to their
specific school building for the first semester of the 2020-21 school year.
We will reevaluate second semester needs as necessary at a later
time.
The
South Dakota High School Activities Association (SDHSAA) has appointed a
Return to Play Task Force with Superintendent Larson serving as a member.
There is a meeting scheduled for Friday, July 17, 2020.
Grab & Go lunch distribution will continue a week’s full of meals one day a
week only (continuing through Tuesday, July 21, 2020) to reduce exposure to
staff and students while maintaining the service.
There have been approximately 1,500 lunches distributed weekly.
The school district will also continue the elimination of the
“Reduced Meal Fee” for the 2020-21 school year.

Brandon Valley High School Principal Mark Schlekeway thanked the Technology
Department and HS/MS teachers that have helped to prepare some special
things for upcoming events.
Schlekeway also reminded the Board of Education that the Class of 2020 will
be able to have an in-person graduation on Sunday, July 19th. On
Friday, July 17th, the class of 2020 with hold a graduation
practice to include a barbeque and final send off before graduation.
Board Policy EEAA – District Transportation was presented for a first
reading at tonight’s meeting.
Superintendent Jarod Larson presented a resolution allowing utilization of
Distance Learning for the 2020-21 School year.
The resolution will provide School District families the ability to
opt-in to Distance Learning for the first semester of the 2020-21 school
year for Junior Kindergarten-12th grade students.
Opt-in timeline for the first
semester of Distance Learning will be
held from July 17-31, 2020. After
July 31st, we will review our enrollment and staffing based on
requests for Distance Learning options.

Superintendent Jarod Larson presented the Brandon Valley School District
#49-2 return to school – Fall 2020 plan in collaboration with state and
local officials and drawing upon the considerations of the Center for
Disease Control, whereas practical and feasible.
The Brandon Valley School District has developed a three (3) phase
“Summer 2020 – Return to School Plan” with the end goal of school beginning
as scheduled in August.
Utilizing a phased approach will allow for the school district to implement
best practices based on the current situation, allow for the timely
re-evaluation of practices within each phase, and communicate in a timely
manner that allows for necessary planning.
Key
components include 1) daily individual health screening process; 1) protocol
for individuals exhibiting symptoms; 3) Safety Plan for COVID-19 Pandemic
Response.
A
Return to School – Fall 2020 Survey was distributed to School District
families, staff and community with both phone and email options to respond,
garnering 3,506 responses.
Options for the school day were offered as follows: 1-Strongly Disagree,
2-Disagree, 3-Neutral, 4-Agree, and 5-Strongly Agree.
Traditional School Day- Average response was 3.9;
School day with attendance every
other day for half of our students Monday/Wednesday, another half attending
on Tuesday/Thursday (AA-BB): 2.4; Half-day school days each week: 2.3;
Distance Learning: 1.76. Option
to utilize Distance Learning: 18% indicated they would utilize Distance
Learning and 82% indicated they would not utilize Distance Learning.
Preferred masking strategy showed 24.33% supported mandated cloth
face coverings and 75.67% supported recommended cloth face covering.
Finally, the preferred return to
school year plan summarized through this survey was traditional school days,
with recommended masking with 15-20% of parents contemplating the opt-in to
Distance Learning; and 18% indicating they would utilize Distance Learning
for Semester one. Superintendent
Larson noted that this opt-in number for Distance Learning could change
based on the overall plan approved at tonight’s meeting.
Ellie Saxer thanked Superintendent Larson for the survey and stated that she
appreciated the survey and the results.
Saxer reminded everyone that the School Board and Administration are
doing everything they can to gather information while tasked with the duty
of providing education at the highest level possible while balancing safety
at the same time. Saxer went on
to state that we can all read many studies and articles and based on our own
family experiences and beliefs that we form, we will be on various sides of
this issue, which makes this decision more difficult.
This virus has a lot of unknowns and it is shaping and changing and
it doesn’t necessarily need to be feared, but we do need to respect the
virus. Something that Brandon Valley
has always had is community support, so no matter where you stand and what
you want to happen and no matter what decision is made, we take active
involvement by supporting the decision.
Saxer promised that no matter what decision is made (as earlier
described as the “best, worst decision”) the Board of Education and
Administration want to provide our students with the best education so that
we don’t pay for the delays year after year.
We have the best staff, students, and community, and Saxer asks that
no matter what side you are on, we link arms, understand each other, and
move forward together.
Saxer made the following motion based on the input provided:
Motion by Saxer, seconded by Scott to approve the Brandon Valley
School District #49-2 return to school plan as presented to include a
traditional school day with recommended masking.
Board Member Talcott asked how we determine which classroom teachers will
teach in school and which will teach Distance Learning?
Superintendent Larson stated that we will ask for teacher volunteers
and then assign teachers as necessary, which is an Administration function
already in place. Talcott stated
that not only are we providing education to students but are also providing
jobs for many employees. Talcott
wants to make sure all voices have been heard in this discussion.
Larson compiled the survey results together, for students, community,
and staff to show the overall opinion.
Talcott stated that sometimes the most popular decision isn’t always
the best decision so he is leery of survey numbers in this instance.
Lastly, Talcott is worried about the health of our employees as well
and stated that he is concerned about not erring on the side of caution when
it may save some people’s lives.
Ullom stated that she has been on both sides of this situation having been through COVID-19 as well as working in the health care world and having family members to protect that are immune-compromised She stated that she feels this is ultimately a matter of parent/student consideration and conversation. Ullom also stated that this is probably the most awkward time in our country and asked that each of us move forward affording each other grace. Ullom then called for the vote on Saxer’s motion. On a roll call vote, the following voted aye: Saxer, Scott, Ode, and Ullom. Voting nay: Talcott. Motion carried.

February 24, 2020 Board of Education meeting.
On March 9, 2020, the preliminary Capital Outlay budget was presented
for approval in order for major items to be bid in a timely manner.
A preliminary budget was presented on
May 11, 2020 and in July 2020, we will hold the public budget hearing for
potential action.

Our intent is to allow parents the opportunity to opt-in to Distance

2018-19 Special Education Performance Report Card shows that Brandon
Valley’s proficiency rates far exceed the State of South Dakota averages in
Reading (39.58% - BV; 18.43% - State of SD) and Math (33.33% - BV; 16.73% -
Sate of SD).

and Phase 2 running from July 1 -21, 2020 can be found on the following

Phase 2 will be announced on June 19, 2020 which will include a

The
2020-21 tentative Cares Act Funding budget allocation provided to each
school is based on Title I funding.
We have only received preliminary information thus far.
A basic overview from the US and South Dakota Department of Education
is for funding the prevention, preparing, and responding to COVID-19.
It will focus on budget needs and student learning recovery and
advancement. The tentative
total budget allocation is estimated at $710,786 with $400,000 for FY21
breakdown as follows: Academic
and Student Health Service Assistant(s): $210,000; COVID Recovery Teacher:
$65,000; Safety Equipment: $50,000; Edginuity (7-12 DL Platform):
$15,000; Unemployment Insurance: $30,000; Revenue Refund Recapture: $20,000;
Distance Learning Curriculum Development: $5,000; and Contingency: $5,000.
The tentative budget total is $310,786 for FY22.
The school district has through 2022 to use these allocated funds.

The plan is for the “Lynx Lunch
Express” to visit portions of our School District which have been identified
by census data for eligibility for summer lunch programs.
Superintendent Jarod Larson updated the Board of Education on the Child
Nutrition Services Shared Services Program.
The purpose of this CNS Shared Services program is to enhance and
improve the Brandon Valley CNS program, all while supporting and providing
industry expert leadership and service to neighboring rural school
districts. This will allow BVSD
to obtain a Registered Dietician and provide shared services to
participants. This will also
provide CNS Directorship services to these small districts in need of
industry expert leadership, allowing approximately one day per week of CNS
Director time allocated to participants, approximately one day per week of
Registered Dietician time allocated to participants, while allowing BVSD to
gain three additional days per week of CNS support and leadership.
This program will enhance BVSD CNS productions and services, increase
training opportunities, and increase community education nutrition offerings
and services. The participating South Dakota School Districts are as
follows: Chester Area,
Colman-Egan, Deubrook, Howard, Lake Preston, Menno, Montrose, Oldham Ramona,
Rutland, and Sioux Valley. Each
of the participating school districts has provided a “letter of commitment”
to participate in the shared services program with the annual $2,000 fee for
the two-year pilot. The group will be
utilizing a $75,000 “Share Our Strength” Grant for each school year 2020-21
and 2021-22 school years. We
anticipate all annual program expenses would be paid by this grant and
participant fees.
COVID-19 CARES Act Funding has been in the news lately.
This is a funding allocation provided to each school based on Title I
funding. We have only received
preliminary information thus far.
A basic overview from the US and South Dakota Department of Education
is for funding the prevention, preparing, and responding to COVID-19.
It will focus on budget needs and student learning recovery and
advancement. We are still
awaiting the Brandon Valley School District allocation from the South Dakota
Department of Education. The school district has through 2022 to use these
allocated funds.
COVID-19 Update. Superintendent
Larson continues to send staff/parent/community emails with COVID-19
Information as well as maintaining the BVSD COVID-19 Website as the Central
Community hub for the Distance Learning Plans and Grab & Go Lunch updates.
During the week of May 18th, the Distance Learning Plans web-site
focused on relationships, recovery and return with a K-6th grade
drive-through goodbye and computer return.
Grab & Go lunch distribution will continue a week’s full of meals one day a
week only (continuing through the month of June) to reduce exposure to staff
and students while maintaining the service.
The Brandon Valley School District Pandemic Response Plan continues
to prevent-prepare-mitigate-respond plan with two strategies:
reduce the spread and sustain educational functions and operations.
We will abide by recommendations of the Center for Disease Control
(CDC) and the Department of Health.
With regard to the 2020 Graduation Ceremony, the Brandon Valley
Administration utilized senior student and parent focus groups via a survey.
The strategy going forward is as
follows: Graduation postponed to
Sunday, July 19, 2020 with a back-up date of Sunday, August 2, 2020 if
needed. If the August 2, 2020
doesn’t allow for an in-person ceremony, a Virtual Graduation will be held
on August 2, 2020.

2020-21 Budget process is underway with budget forms/documents distributed
on January 6, 2020. The Business
Office has compiled and reviewed all budgets in March 2020 and these budgets
have been returned to all schools for summer requisition preparation.
The 5-year plan was presented at the
February 24, 2020 Board of Education meeting.
On March 9, 2020, the preliminary Capital Outlay budget was presented
for approval in order for major items to be bid in a timely manner.
At tonight’s meeting, we will hold a
preliminary budget presentation and in July 2020, we will hold the public
budget hearing for potential action.
The
Child Nutrition Services Department is planning a “Lynx Lunch Express”.
This is a mobile feeding unit and a bus is currently being outfitted
with a generator and air conditioner for this purpose.
A Visual Art (wrap) of the bus is
also in progress. The plan is for the

Professional Awards – Staff Recognition Banquet was held virtually this year

The
2020-21 Budget process is underway with budget forms/documents distributed
on January 6, 2020. The Business
Office has been compiled and reviewed in March 2020.
The 5-year plan was presented at the February 24, 2020 Board of
Education meeting. On March 9,
2020, the preliminary Capital Outlay budget was presented for
approval in order for major items to
be bid in a timely manner. In
May 2020, we will hold a preliminary budget presentation and in July 2020,
we will hold the public budget hearing for potential action.
The
Child Nutrition Services Department is planning a “Lynx Lunch Express”.
This is a mobile feeding unit and a bus is currently being outfitted
with a generator and air conditioner for this purpose.
The plan is for the “Lynx Lunch
Express” to visit portions of our School District which have been identified
by census data for eligibility for summer lunch programs.
Child Nutrition Director Gay Anderson is reviewing an Innovative
Programmatic Grant Opportunity.
It includes some shared services and would include additional staff at no
additional cost to our district.
More information regarding this grant opportunity will be forthcoming.
In
April, a Good News Report will be shared the second Board of Education
meeting by the Elementary.
COVID-19 Update. Superintendent
Larson continues to send staff/parent/community emails with COVID-19
Information as well as maintaining the BVSD COVID-19 Website as the Central
Community hub for the Distance Learning Plans and Grab & Go Lunch updates.
All BVSD & SDHSAA events (spring & winter postponed) are now
cancelled. Information on locker
clean-out and equipment return is to be announced.
Administration is working and
finalizing plans for the graduation ceremony.
The Brandon Valley School District Pandemic Response Plan continues
to prevent-prepare-mitigate-respond plan with two strategies:
reduce the spread and sustain educational functions and operations.
We will abide by recommendations of the Center for Disease Control
(CDC) and the Department of Health.
BV
Booster Club Video Board Update.
The process/planning continues to secure a new video/score board at our
outside activities complex. The
common practice and tax advantage include the BV School District purchasing
the video board and the Booster Club reimbursing for the purchase.
Superintendent Larson stated that Coke has presented a potential
sponsorship for the new video board.
Larson has met with Activities Director Randy Marso, the Concessions
Manager and the Coke representative who have presented a contract with Coke
to have exclusive rights to serve Coke at our concession stands.
The
upcoming 2019-20 school year important dates to remember:
Current closure dates March 16 – May 22, 2020 and all days included
in the Academic calendar remain unchanged.

partnerships with local businesses, and to develop student interest in
careers that are related to South Dakota.
A big thank you to our local business, POET, for working with our
teachers and students on this most valuable project.

US Department of Education visit at the Brandon Valley High School that was
scheduled on Wednesday, March 18, 2020 by Mr. Frank Brogan, Assistant

2020-21 negotiations time-line/wage recommendations has begun with a
pre-negotiations meeting between the BVSD Admin and the Brandon Valley
Education Association (BVEA) on March 11, 2020.
The Personnel Welfare and BVEA then
began negotiations Tuesday, March 17, 2020.
The Administration/School Board will enter into Executive Session at
the regular Board of Education meeting tonight, Monday, March 23, 2020 for
negotiations preparation.
Mid-March to early April (as needed) we will hold Negotiation(s) meeting
with the Personnel Welfare committee and BVEA as follows:
Wednesday April 1, 2020, and Wednesday, April 15, 2020 (if
necessary). At the April 14,
2020 Board of Education regular meeting we will plan to ratify the 2020-21
Master Contract, approve Classified wage recommendations/approve
Administration Salary recommendations and enter into Superintendent contract
negotiations.
The

COVID-19 Update. Superintendent
Larson discussed the various steps that have taken place quickly in response
to the COVID-19 Pandemic, including the BVSD COVID-19 Website.
Larson reiterated that the COVID-19 Website is the first area to be
updated with important information as we move forward during this time and
will be the source for all BVSD updates during the pandemic.
The BVSD Distance Learning Plans and Website were launched during the
week of March 16th and these plans continue to be upgraded and
enhanced as we work into the second week and moving forward.
The “Grab and Go” lunches are being distributed in four locations
that are also listed on the COVID-19 website.
The response plan continues to prevent, prepare, mitigate, and
respond to this pandemic threat with two strategic goals:
reduce the spread and sustain education functions/operations.
Larson thanked all the many “hands on deck” that have made this
operation begin and run smoothly as we move forward.

The Legislative session is coming to a close.
There was a press briefing just today that reported that Governor
Noem has released a 2% education funding increase for next year.
General Fund and Capital Outlay are the priorities remaining with the
Large Schools Group and there is still a Capital Outlay bill still working
it’s way through the legislative process.
With a 2% increase in general education funding, it is a successful
year in education for us.
The
Associated School Boards of South Dakota (ASBSD) is seeking an Executive
Board position and has set a Declaration of Candidacy date of 2/19/2020.

The
United States Department of Education has a scheduled visit at the Brandon
Valley High School on Wednesday, March 18, 2020 by Mr. Frank Brogan,
Assistant Secretary for Elementary and Secondary Education.
Then 2020-21 negotiations time-line/wage recommendations will begin with a
pre-negotiations meeting between the BVSD Admin and the Brandon Valley
Education Association (BVEA) March 11, 2020.
The Personnel Welfare and BVEA will begin negotiations Tuesday,
March 17, 2020. The
Administration/School Board will enter into Executive Session at the regular
Board of Education meeting on Monday, March 23, 2020 for negotiations
preparation.
Mid-March to early April (as needed) we will hold Negotiation(s) meeting
with the Personnel Welfare committee and BVEA as follows:
Wednesday, March 25, 2020, Wednesday April 1, 2020 (if necessary) and
Wednesday, April 15, 2020 (if necessary).
At the April 14, 2020 Board of Education regular meeting we will plan
to ratify the 2020-21 Master Contract, approve Classified wage
recommendations/approve Administration Salary recommendations and enter into
Superintendent contract negotiations.
The
2020-21 Budget process is underway with budget forms/documents distributed
on January 6, 2020. The Business
Office is compiling and reviewing in March 2020.
The 5-year plan was presented at the February 24, 2020 Board of
Education meeting. On March 9,
2020, the preliminary Capital Outlay budget will be presented for approval
in order for major items to be bid in a timely manner.
In May 2020, we will hold a preliminary budget presentation and in
July 2020, we will hold the public budget hearing for potential action.
The
Child Nutrition Services Department is planning a “Lynx Lunch Express”.
This is a mobile feeding unit and a bus is currently being outfitted
with a generator and air conditioner for this purpose.
The plan is for the “Lynx Lunch
Express” to visit portions of our School District which have been identified
by census data for eligibility for summer lunch programs.
Child Nutrition Director Gay Anderson is reviewing an Innovative
Programmatic Grant Opportunity.
It includes some shared services and would include additional staff at no
additional cost to our district.
More information regarding this grant opportunity will be forthcoming.
In
the months to come, the following Good News Reports will be shared the
second Board of Education meetings each month as follows: March – Brandon
Valley Intermediate School; and April – Elementary schools.
COVID-19 Update. Superintendent
Larson has sent a staff/parent/community email with COVID-19 Information.
The Brandon Valley School District Pandemic Response Plan (if needed)
includes a prevent-prepare-mitigate-respond plan with two strategies:
reduce the spread and sustain educational functions and operations.
We will abide by recommendations of the Center for Disease Control
(CDC) and the Department of Health.
Superintendent Jarod Larson has been appointed as Commissioner of the
Education Commission of the States by Governor Kristi Noem.
This is a non-partisan and unbiased education policy leadership group
and will be a valuable district resource for research-based best practices.
The state covers costs associated with national forum on educational
policy. This is a two-year
appointment and Larson is thankful to Governor Noem on the appointment and
also thankful for the Brandon Valley School District for their support of
this appointment.

Booster Club Video Board Update.
The process/planning continues to secure a new video/score board at our
outside activities complex. The
common practice and tax advantage includes the BV School District purchasing
the video board and the Booster Club reimbursing for the purchase.
Superintendent Larson stated that Coke has presented a potential
sponsorship for the new video board.
Larson has met with Activities Director Randy Marso, the Concessions
Manager and the Coke representative who have presented a contract with Coke
to have exclusive rights to serve Coke at our concession stands.
That contract will be presented to
the Board for action in the future.

upcoming 2019-20 school year important dates to remember:
Parent-Teacher conferences for the 2nd semester will be
held on Monday, March 16, 2020 for the Elementary schools and the High
School and on Tuesday, March 17, 2020 for the Intermediate and Middle
School; school WILL BE in session on Thursday, March 19, 2020 (flood day
make up); no school on Friday, March 20, 2020 as a teacher comp day; two
hour early dismissal on Thursday April 9, 2020; no school on Friday April
10, 2020; and no school on Monday, April 13, 2020.
Brandon Valley High School Principal Mark Schlekeway reported that it
is busy at the High School currently with both boys’ and girls’ basketball
teams qualifying for the up-coming state tournaments.
On Tuesday, March 10, 2020, Angela Kennecke will be presenting on
Emily’s Hope and her personal journey.
Tuesday, March 24th, Dr. Larson and Schlekeway will be
making a presentation to the BV Chamber of Commerce members regarding the
paid internship program that has started in cooperation with the School
District and local business partners.

Board Vice President Gregg Ode reported on the Transportation
Committee. The transportation
committee has been discussing future transportation sustainability along
with the review of current challenges, necessity for programming evaluation,
and program sustainability. The
review of current challenges includes 1) number of drivers, riders, and
buses; 2) usage in proximity to buildings; 3) in-district open enrollment
usage; 4) other.
2020-21 Recommendations for the Transportation Program:
1) Centralized and established city limit bus stops; 2) Elimination
of transportation eligibility for in-district open enrollments.
Board member, Dan Klumper reported on Student Activities, Curriculum
& Technology regarding a recent meeting.
Mr. Klumper also reported that he and his family will be moving to
Minnesota this summer. They have
accepted teaching positions in Minnesota, so they will be here through the
school year and will be moving in the summer of 2020.
Klumper will vacate his school board seat late summer once they have
a moving date. President Ullom
thanked Mr. Klumper for time thus far and into the summer and wished he and
his family well on this new transition.
Board Member Saxer also reminded everyone that State testing will be
happening soon and thanked patrons, parents, and educators to help to
prepare our students for success.

Project Based Learning (PBL) is defined as students working
collaboratively to design solutions for authentic and meaningful questions
and problems in the real world.
The benefits for math specifically include hands-on (interactive and
collaborative), and minds-on (authentic problem solving and critical
thinking). Advocates also claim
students tend to be more motivated to learn information for their projects.

Tentative 2020-21 negotiations time-line/wage recommendations will begin
with a pre-negotiations meeting between the BVSD Admin and the Brandon
Valley Education Association (BVEA) March 11, 20202.
The Personnel Welfare and BVEA will begin negotiations mid-March to
early April. Tentatively, at the
April 14, 2020 Board of Education regular meeting we will plan to ratify the
2020-21 Master Contract, approve Classified wage recommendation/approve
Administration Salary recommendations and enter into Superintendent contract
negotiations.
The
2020-21 Budget process is underway with budget forms/documents distributed
on January 6, 2020. The Business
Office will compile and review by March 2020.
In February 2020, we will present the 5-year plan.
In March 2020, the preliminary capital Outlay budget will be
presented for approval in order for major items to be bid in a timely
manner. In May 2020, we will
hold a preliminary budget presentation and in July 2020, we will hold the
public budget hearing for potential action.
In
the months to come, the following Good News Reports will be shared the
second Board of Education meetings each month as follows:
February - Brandon Valley Middle School; March – Brandon Valley
Intermediate School; and April – Elementary schools
The
upcoming 2019-20 school year important dates to remember:
no school on Friday, February 14 and Monday, February 17, 2020 for
President’s day weekend; Parent-Teacher conferences for the 2nd
semester will be held on Monday, March 16, 2020 for the Elementary schools
and the High School and on Tuesday, March 17, 2020
for
the Intermediate and Middle School; school WILL BE in session on Thursday,
March 19, 2020 (flood day make up); no school on Friday, March 20, 2020 as a
teacher comp day; new last day of school is now scheduled for Friday May 22nd
with the teacher Workshop day rescheduled to Tuesday, May 26, 2020.
Fred Assam Elementary Principal Susan Foster reported that the FAE
STEM Students have been planning for Sparta Elementary.
Each grade level reviewed and designed what they would like to see in
and around our newest elementary school. The
student’s ideas ranged from indoor recess rooms to on-site swimming pools.
Students learned per square foot cost for their ideas as well as just
exploring different computer programs showing how our Architects and
Administration plan and prepare for new construction.

The “Good News” report tonight was
presented by High School Principal Mark Schlekeway and Instructor Natasha
Wegner on a new program entitled Principles of Biomedical Science presented
this year at the High School implemented by Project Lead the Way Program (a
non-profit organization the provides transformative learning experiences for
K-12 students in engineering, Computer Science, and Biomedical Science.)
There are currently 85 sophomores and juniors enrolled in this class
that are interested in exploring healthcare careers.
The Biomedical Science Pathway leads from this first class of
Principles of Biomedical Science to a class in Human Body Systems and
finally Medical Interventions Internships.
This program was started with a Carl Perkins Reserve Grant and we
will apply for a similar grant next school year as well.
The future looks bright for this new program!

The Legislative session is now in-progress with the following
important dates to note: 1)
Large School Group meeting with Governor Noem was held on 1/24/2020;
2) a Legislative Coffee was held on
1/25/2020; 3) Brandon Day at the
Legislature is scheduled for 1/29/2020 with HS and MS Student Council
Members attending this year’s Brandon Day at the Legislature;
4) SASD/SDSSA Awards and Reception
(to include a presentation to Business Manager Lundberg as the Outstanding
Business Office Official of the year for the State of South Dakota) to be
held on 2/5/2020; and 5) the ASBSD Awards/Legislative Day is scheduled for
2/18/2020 (which will include a presentation to President Renee Ullom as
Outstanding School Board Member of the year for the State of South Dakota).

On
Monday, January 20, 2020, Brandon Valley conducted a school-wide safety
training in-service for Classified and Certified Staff.
Carrol Institute presented on Substance Use Trends and Social Media
Trends in our young people, along with drawing upon the program entitled
“Stop the Bleed.” High School
Principal Mark Schlekeway discussed the District Reunification plan, and we
also had Situational Supervision presented by the Federal Bureau of
Investigation to help empower our staff on how to supervise students.

coordinate this training in-service for our entire staff.

in-service, August 13, 2020 with all new staff returning.
Wednesday, August 19, 2020 is the scheduled first day of classes and
Wednesday, May 19, 2021 as the last day of classes for all BV students.
Brandon Valley High School graduation is schedule for Sunday, May 16,

Board Vice Chairperson Gregg Ode reported on a recent Transportation
Committee meeting. The Committee
is reviewing the sustainability of the current policies and procedures as
our school district continues to grow.
We have some great plans to makes things work more efficiently and
smoothly. The Brandon Valley
School District Transportation Department will hold open house opportunities
to parents and patrons to participate in the new vision and growth
opportunities that are on the horizon.

Special Services Director Kyle Babb reported on the Special Education review
by the State of South Dakota Department of Education that was held the week
of January 6, 2020. This review
happens once every five years where they meet with each Special Education
Teacher and every Speech/Language Therapist and review a file to determine
whether we are in compliance with state and federal laws.
They have over 90 different items that they check within that
paperwork. Last Thursday, the SD
DOE conducted an exit interview stating that we had only a 1% error rate
(minor adjustments that need to be corrected in the Individual Education
Plans (IEP’s), which is a great result for a District of our size.
Babb was very pleased with the results of this review and thanked the
Special Education staff for their dedication and extra time spent preparing
for this review.
