A special Brandon Valley School District/District
10 and 25 Collaboration session meeting of the Brandon Valley Board of
Education along with District 10 and 25 Legislative members was held at 7:30
a.m. on the 11th day of December, 2019 at the Bette Sundem
Conference Room of the Brandon Valley School District George A. Gulson
Administration Center, Brandon, SD, with the following members present:
Renee Ullom, Dan Klumper, Gregg Talcott.
Absent: Gregg Ode and Ellie Saxer.
Also present were Superintendent Jarod Larson, Business Manager Paul
J. Lundberg, Representative Doug Barthel, Representative Jon Hansen,
Representative Steven Haugaard, and Senator Kris Langner along with Brandon
Valley Education Association Representatives Joe Krivarchka, and Tim
Sylliaasen.
The purpose of this meeting was to hold a
collaborative round-table with the District 10 and 25 Legislators.

cash report for the month of November 2019 showed receipts of $26,901,723.46
and disbursements of $3,662,630.53 leaving a balance of $25,903,538.55.
The General Fund had receipts of $4,754,248.27, received a temporary
interfund transfer of $1,308,037.77 from the Capital Outlay fund, and
received a temporary interfund transfer of $421,337.87 from the Bond Fund,
with disbursements of $2,857,525.68, leaving a balance of $6,103,863.74.
Capital Outlay Fund had receipts of $1,983,972.40, sent a temporary
interfund transfer of $1,308,037.77 to the General Fund, with disbursements
of $71,020.74, leaving a balance of $604,913.89.
Special Education Fund had receipts of $1,326,195.20, with
disbursements of $731,131.01, leaving a balance of $622,727.57.
Pension Fund had receipts of $78.79, with disbursements of $0.00,
leaving a balance of $53,704.55.
Bond Redemption Fund had receipts of $1,038,321.40, sent a temporary
interfund transfer of $421,337.87 to the General Fund, with disbursements of

The Capital Projects Fund had receipts of $17,798.907.40, with

The
November 2019 payroll totaled $2,397,866.14 of which $1,290,998.76 was
instructional, $539,829.12 was support services, $48,086.51 was
co-curricular, $403,798.02 was Special Education, $112,553.73 was Food
Service, and $2,600.00 was Driver’s Education.
Business Manager Paul Lundberg reviewed the Revenue and Expense reports
through November 30, 2019. He
pointed out potential budgetary concerns with building repairs and
maintenance budgets throughout the District.
These line items are at or near fully expended already in the 2019-20
school year and will need to be heavily scrutinized the remainder of the
year.

to approve the financial reports as presented for the month of November 2019

Superintendent Larson reported on the recent Governor’s Budget
Address with no inflationary increase to K-12 Education.
There was an increase in the Special Education Rebase as well as
additional state enrollment funding.
Brandon Valley will be hosting a Legislative Breakfast on Wednesday,
December 11, 2019, in the George A. Gulson Administration Center Conference
Room beginning at 7:30 a.m. This
Breakfast will host District 10 & 25 Legislators, the Brandon Valley Board
of Education, BV Administration and BV Education Association
Representatives.
The
2020-21 academic school-year calendar development committee made up of the
Administrative Council, Teacher Liaison Council, and the Classified Council
has completed an initial draft with a tentative adoption time-line for the
initial presentation on Monday, January 13, 2020 and the potential approval
action on Monday, January 27, 2020 at the regularly scheduled Board of
Education meetings.
Larson outlined the Sparta Elementary School construction timeline as

The
Brandon Valley School District will hold an all staff safety in-service on
Friday, January 10, 2020 for Classified Staff in the morning (7:45 to 11 am)
and for the Certified Staff in the afternoon (12:15 to 3:45 pm).
Carrol Institute will be here presenting on Substance Use Trends and
Social Media Trends in our young people, along with drawing upon the program
entitled “Stop the Bleed.” High
School Principal Mark Schlekeway will be discussing his Reunification plan,
and we will also have Situational Supervision presented by the Federal
Bureau of Investigation to help empower our staff on how to supervise
students.
In
the months to come, the following Good News Reports will be shared the
second Board of Education meetings each month as follows:
January – Brandon Valley High School; February - Brandon Valley
Middle School; March – Brandon Valley Intermediate School; and April –
Elementary schools.
The
upcoming 2019-20 school year important dates to remember: two-hour early

High School Principal Mark Schlekeway reminded the BV Board of Education
that the High School will hold Mid-Year Graduation on Wednesday, January 15th
at 7 p.m. in the Brandon Valley Performing Arts Center with 7-8 students
graduating. Schlekeway also
reminded those in attendance that there is an Angel Tree in the High School
Commons with 240 Angels on the tree.
All angels have been spoken for and all presents will be wrapped on
Saturday, December 14th at 9 a.m.

Board Vice-chairperson, Gregg Ode, reported on a recent
Transportation Committee Meeting held on December 5, 2019.
Discussion centered around the significant transportation challenge
of a Bus Driver Shortage. Please stop by the School District Office or
Transportation Office if you are interested in driving for the District.
The committee also reviewed current
challenges and the necessity for programming evaluation in the areas of the
number of drivers, riders, and buses, usage in proximity to buildings, as
well as open enrollment usage.
Board Member Ellie Saxer reported on City Affairs & Legislation by
reiterating the 0% increase for education as presented in the Governor’s
recent Budget address. She will
be continuing to stay abreast of legislative matters.

Lastly, Superintendent Larson stated that he received a note of
thanks from Todd Geerdes, on behalf of the Brandon Valley Education
Association, formally thanking the Brandon Valley Board of Education for the
recent salary enhancements that all staff received on their November, 2019
payroll. It is very much
appreciated!
Business Manager Paul Lundberg presented the per pupil spending report for
FY19 as tabulated by the South Dakota Department of Education.
It compares the per pupil spending of
School Districts throughout South Dakota.
Brandon Valley ranks 142 out of 149 school districts.
Brandon Valley still maintains an efficient utilization of the
dollars that are allocated to us while still maintaining high levels of
salary policies and programs.
The Brandon Valley FY19 cost per pupil was $7,860 versus the state of South
Dakota average of $9,369.

Approve agreement by and between the Brandon Valley School District and
Inter-Lakes Community Partnership Head Start Pre-birth to five program, as
presented.

Accept the bid from Waste Management for garbage service at a cost of
$3,125.27/month for 36 months, effective January 1, 2020 to December 31,

Board Vice Chairperson Gregg Ode reported on a recent Transportation
Committee meeting. The Committee
is reviewing cost-efficiencies for the department with updates to follow in
future meetings.
Board President Renee Ullom reported on Alternative Education.
Teachwell has been very busy with all current programs as well as
updating and starting some new programs.
Along with that, the Business Manager has been mentoring students to
which they have seen measurable success.

Business Manager Paul Lundberg reported on Sparta Elementary Final
Bond Issuance. We voted to issue $15,750,000 in bonds, but due to a
favorable bond market, we were able to issue $15,525,000 instead, which is
$225,000 less debt that the School District had anticipated.
Other highlights for this final issuance is that we were rated at a
AA stable rating for these bonds (the highest of any SD School District)
with an all-in total interest of 2.755% for these bonds.
The Mill Levy that we projected to be
.40 cents/$1,000 and is now projected to be .37 cents/$1,000 valuation,
which is another savings we are very proud to have procured for our patrons.
Brandon Valley Middle School Principal Brad Thorson reported on the
recent banquet he attended to present BVMS Band Instructor Calvin Lipetzky
with the SD Young Music Educator of the Year award.
Congratulations to Mr. Lipetzky and to the Band program.

Approve continuation of service between the Brandon Valley School District
and Soo Sanitary Excavating and Grading, LLC for snow removal during the
2019-20 school year as presented.

Superintendent Larson reported that the 2019 State Aid Enrollment
final number is 4,427.13 students.
This is a growth of 177 students from the previous year.
Associated School Boards of South Dakota (ASBSD) held the last of the
regional meetings on Wednesday, October 16, 2019 in Harrisburg, SD where
Board Member Gregg Talcott and Dr. Jarod Larson were in attendance to
discuss the up-coming legislative session.
ASBSD will also be hosting the delegate assembly on Friday, November
15, 2019 in Pierre, SD where Board Member Ellie Saxer, chair for the
city/state legislative committee, will be attending this delegate assembly.
The
2020-21 academic school-year calendar development committee made up of the
Administrative Council, Teacher Liaison Council, and the Classified Council
has completed an initial draft with a tentative adoption time-line for the
initial presentation on Monday, January 13, 2020 and the potential approval
action on Monday, January 27, 2020 at the regularly scheduled Board of
Education meetings.
Larson outlined the Sparta Elementary School construction time-line as

there were four State Championship contests and Marso was proud to announce
that Brandon Valley was the only High School that had teams on the awards
stands at each competition.

with good quality attendance. In
conjunction with the conferences, the High School also presented a
post-secondary fair.
At
the next regularly scheduled Board of Education Meeting (October 28, 2019),
Superintendent Larson plans to present an ACT and Science Assessment Update.

practices which is an important component of what we do financially.
Larson also discussed the South Dakota Department of Education report card
review/release. The public
release of the SD DOE Report Card Data was September 17, 2019.
Larson will be presenting a “State of the Schools Address” at the
regularly scheduled Board of Education Meeting this evening.
We also plan to review and update our Strategic Plan with some of the
things we are currently doing along with some of the things that we have

Brandon Valley 2019 General Obligation Bond Issue election is scheduled for
Tuesday, September 10, 2019, to accommodate growing student enrollment both
current and future. There will
be no property tax increase estimated due to Robert Bennis Elementary coming
off the tax roll, and BVSD altering elementary boundaries last year to
maximize the available space with the current facilities to wait one more
year before going out for a bond.
There will be a Special Board of Education Meeting that is scheduled
for Wednesday, September 11, 2019 at 5:00 p.m. held in the HS Community Room
to canvas the vote of this election.
Lastly, looking ahead to our next academic school year, 2019-20
school year important dates to remember: BVMS/BVIS Parent-Teacher
Conferences on Monday, September 30th; Elementary/BVHS
Parent-Teacher Conferences on Tuesday, October 1st; no school on
Friday, October 4th for a teacher comp day; and no school on
Monday November 11, 2019 for the Veteran’s Day Holiday.
Assistant High School Principal Bill Freking reminded all that
Homecoming week will be the week of September 23rd and there will
be a Community Breakfast with the Lynx on Friday, September 27th.
Superintendent Jarod Larson presented a recommendation to amend the
2019-20 Capital Outlay tax request from $5,800,000 to $6,000,000.

Brandon Valley is currently at 4,435 students; an increase of 185
students from last year thus far.
Larson also discussed the South Dakota Department of Education report card
review/release. He stated that
members of the Administrative Team attended a work session in Pierre, SD.
The Brandon Valley Administration will be reviewing the data and will
submit any necessary changes.
The public release of the SD DOE Report Card Data is scheduled for
September.
The

Elementary School proposed is an 82,000 square foot building with similar
structure to Robert Bennis and Fred Assam Elementary with a capacity of
approximately 600 students from Junior K to 4th grade.
It will also house a joint city/school playground and park much like
the playground and park at Fred Assam Elementary.
Overall, this building design compliments all other Brandon Valley
Schools.
The BV Bond Campaign Promotion
Committee is chaired by Ryan Jepperson with Amy Moss as Treasurer. The Bond
Committee works all on donations, no tax dollars are used to campaign for
the school bond. There are

The 2020 Niche School District
ranking has been announced and the Brandon Valley School District was named
#1 in South Dakota. We were
informed of this news on August 8, 2019.
The
“growth pool” teaching assignments have been made for the 2019-20 school
year as follows: 2nd
grade at Brandon Elementary and 4th grade at Brandon Elementary.
Elementary STEM Teacher Leaders (STL’s).
This new group will be charged with rebranding of our Tech and
Literacy Coaches while redefining job descriptions and expectations.
This is will be directly aligned to our District’s Strategic Plan and
reviewed under the Student Activities, Curriculum and Technology Committee.
The tentative time-line for implementation is January of 2020.
Lastly, looking ahead to our next academic school year, 2019-20
school year important dates to remember: The bus pass deadline was August 7th
and thank you to all the patrons for their timely cooperation.
Wednesday, August 14th
will be new staff in-service; August 15th, August 19th,
and August 20th is teacher
in-service/workshop days and we will be hosting our all-staff welcome back
and luncheon on Tuesday, August 20th at 10:30 a.m. at the BVHS
Activities Center. The first day
of the 2019-20 academic school year begins on August 21st, 2019,
with no school on September 2nd for the Labor Day holiday!
Larson gave a special thank you to the buildings and grounds staff on
the phenomenal work that has been done to prepare for the upcoming school
year.
Board member Ellie Saxer also thanked all school staff for continuing
to strive for excellence and again making BV School District the #1 school
district!
Brandon Valley High School Principal Mark Schlekeway reported on the Senior
Retreat that was held last week to include 140+ seniors with Freshmen Unity
Day following on August 13, 2019 with 100 senior volunteers and 300+
Freshmen slotted to attend!
Brandon Valley Middle School Principal Brad Thorson reported that parent
orientation night for technology will be held at 2 different sessions during
the Middle School regular open house night.
Due to scheduling, BVMS will try including the open house and meeting
teachers with the technology orientation all in the same evening.
Mr. Thorson also introduced the new BVMS Assistant Principal Amanda
Nelson at tonight’s meeting.
Brandon Valley Intermediate School Principal Nick Skibsted introduced
the new BVIS Assistant Principal/Assessment Director, Rick Pearson, tonight.

2018 Facilities Review Committee recommended building an elementary school
on school owned property at 41st and Sparta Avenue in Sioux Falls
and now this committee will help to make up the BV Bond Campaign Promotion
Committee as well. Project
timeline: July BV Board of
Education meeting-Resolution authorizing bond election; Summer/Fall-hold
bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall
2019/Winter 2020-Construction planning (pending successful bond election);
Spring 2020-Construction begins (pending successful bond election); and
School opens Fall of 2021 (pending successful bond election). Larson
encouraged all Brandon Valley patrons to get informed and to get out and
vote!
Child Nutrition Director, Gay
Anderson, reported on the 2019 Summer Lunch and Reading Program.
Anderson shared that there were 38 days (5 less serving days than
last year) that lunches were served in this year’s summer lunch program.
Total all meals served was 15,381, 11% increase of students and total
all meals from a year ago.
Anderson also received many great comments on this program.
They had a record setting day of 578 meals served on June 25th! With
a net gain of $21,162 for the summer lunch program, these funds will cover
52,905 meals, or the equivalent of 301 students every day during the school
year, making students that qualify for reduced lunches, actually have free
lunches with the summer lunch gain paying that difference.
Superintendent Larson stated that in 2015, Minnehaha County erred in their
computer software system and changed the tax code for 26 properties located
on the east side of Dubuque Avenue.
They moved them from the Sioux Falls School District to the Brandon
Valley School District. We have
had a historical tax analysis conducted on those properties and found the
error to be true. We garnered
the tax levies for three years that Sioux Falls should have been receiving.
Because of that error, Brandon Valley will pay $18,290 back to the Minnehaha
County (tax payer money) and will pay $55,156 due back to the Sioux Falls
School District. This is a
required corrective action necessary due to an error in tax coding at the
county level. Motion by Saxer,
seconded by Klumper to approve the Memorandum of Understanding between the
Sioux Falls School District and the Brandon Valley School District regarding
the Dubuque Avenue tax code error as presented.

Superintendent Larson presented an eCare Health Telemedicine proposal that
would provide medical services to students at Valley Springs Elementary in
addition to BV nursing services.
As we would pilot these services at Valley Springs Elementary, we will
review how these services could help us to remain efficient as we continue
to grow and add buildings. Board
Members Talcott and Saxer discussed how BV current nurses had been or are
involved in this decision and requested that our BV nurses remain engaged
and involved in any future decisions regarding nursing care.

Services Agreement by and between the Brandon Valley School District and
Avera Health for Telemedicine Services at Valley Springs Elementary in the
amount of $2,500, plus additional student fees of $15.00/student, effective
August 1, 2019 through August 1, 2022, as presented.

and Universal Pediatrics for nursing services for one student in the amount

Hearing to order, and welcomed everyone to the Annual Budget Hearing that
preceded the Board of Education annual meeting at 6:00 p.m., presented by
Business Manager Paul Lundberg.
No one from the public spoke for or against the proposed budget.

Renee Ullom and Gregg Talcott were
sworn in and took the Oath of Office for 3-year terms on the Board of
Education for the Brandon Valley School District 49-2.
Superintendent Jarod Larson presided
over the meeting for the election of Board Chairperson.
Gregg Ode nominated Renee Ullom as Board Chairperson for the 2019-20 Board
of Education. Motion by Klumper, seconded by Ode to nominate Renee Ullom as
Chairperson of the Board of Education for the 2019-20 school year and that
nominations cease and the Board cast a unanimous ballot for Renee Ullom as
Chairperson of the Brandon Valley Board of Education for the 2019-20 school
year. On a roll call vote, voting aye:
Klumper, Ode, Talcott, and Ullom; nay: none.
Motion carried.

as the newly elected chairperson.

Summer Reading Program (in conjunction with the Summer Lunch Program) is

Story time begins at 10:45 a.m., book check-out will be from 10:30

Siouxland Library and Pizza Ranch for their collaboration on this program.
The Summer Lunch Program is held at Brandon Elementary from 11:00
a.m. to 12:30 p.m. Monday through Friday each week through July 24th.
To date, there have been 384 books
checked out and an average of 420 daily participants in the summer lunch
program.
The
Associated School Boards of South Dakota and the School Administrators of
South Dakota (ASBSD/SASD) joint conference is scheduled for August 8-9, 2019
at the Sioux Falls Convention Center.

First days of academic meetings for the 2019-20 school year include a new
staff in-service day on August 14, 2019 with all staff workshop/in-service

Superintendent Larson reported on the new elementary school construction
overview and timeline. Overview:
The 2018 Facilities Review Committee recommends building an
elementary school on school owned property at 41st and Sparta
Avenue in Sioux Falls. This
committee has made this recommendation through the BV VISION 2040 – a BVSD
long range facility plan.
General Bond Information: $16.25
Million for construction cost for the elementary facility with $750,000 land
acquisition outlined in BV VISION 2040.
This district-need based on the increasing student enrollment
(current and future) with NO tax increase estimated (Robert Bennis
Elementary being paid off) and previous boundary adjustments have
effectively maximized our current elementary facilities.
Timeline: July BV Board of
Education meeting (tonight)-Resolution authorizing bond election;
Summer/Fall-hold bond election campaign; Tuesday, September 10, 2019-hold
bond election; Fall 2019/Winter 2020-Construction planning (pending
successful bond election); Spring 2020-Construction begins (pending
successful bond election); and School opens Fall of 2021 (pending successful
bond election).
Superintendent Larson presented the 2018-19 Bullying/Harassment report.
Brandon Valley High School Principal Mark Schlekeway presented a
parking/parking lot update. To
date, there are approximately 90-100 freshman spots available.
Brandon Valley High School Principal Mark Schlekeway reported on the Class
of 2019 Graduation data. There
was a total of 239 Spring Graduates and 4 Mid-year Graduates for a total
graduating class of 243. The
average Grade Point Average was 3.19 and the Average ACT Score was 23.79.
Dr. Larson congratulated Principal Schlekeway and his staff for these
excellent results from the class of 2019.
President Renee Ullom then introduced and moved the adoption of the
following Resolution:

RESOLUTION DECLARING NECESSITY AND EXPEDIENCY FOR
ISSUANCE OF GENERAL OBLIGATION SCHOOL BONDS, CALLING AN ELECTION THEREFORE
AND HIRING PROFESSIONALS IN CONNECTION THEREWITH.
BE
IT RESOLVED by the School Board of Brandon Valley School District 49-2,
Minnehaha County, South Dakota, as follows:
1. Declaration of Necessity. It is hereby found, determined and declared that it is necessary and expedient for this School District to borrow money by issuing its general obligation school bonds in an amount not exceeding $15,750,000 payable from 1 and not to exceed 20 years from date of issuance, bearing interest payable at such times and at such rate or rates as may be determined by the School Board, to fund the costs of (i) constructing, furnishing and equipping a new elementary school, (ii) acquiring land, (iii) funding school improvements and (iv) issuing the bonds, if so approved by the voters.
2.
Election.
The question of authorizing the issuance of such bonds shall be
submitted to the qualified electors of the District at a bond election which
is to be held on the 10th day of September, 2019, between the
hours of 7:00 o'clock a.m. and

3.
Polling places and Judges.
Polling places and judges and clerks for said election shall be
selected according to South Dakota Law.
4.
Voter Registration Deadline.
The Business Manager is hereby authorized and directed to give notice
of voter registration and deadline therefore, as required by law.
The deadline for voter registration shall not be less than fifteen
(15) days prior to the election.
The Business Manager shall give notice of the availability of
registration officials and state when registration will be terminated and
the effect of a failure to have registered. Such notice shall be published
in official newspapers of the District at least once each week for (2) two
consecutive weeks, the last publication to be not less than (10) ten nor
more than (15) fifteen days before the deadline for registration.
5.
Notice of Election.
The Business Manager is hereby authorized and directed to give notice
of school bond election, said notice to be published in the official
newspaper for the District, once each week for two (2) successive weeks
before said date of election.
The second notice shall be published not less than four (4) days nor more
than ten (10) days before the election.
6.
Ballots.
The Business Manager is authorized and directed to cause printed
ballots to be prepared for use at said election in substantially the form on
file with the Business Manager and to publish with the second notice of
election.
7.
Canvass.
Said election shall be held and conducted and the votes cast thereat
shall be counted, certified and canvassed according to law, and this Board
shall meet at the regular meeting room in Brandon , South Dakota, in the
District for the purpose of canvassing the results within six (6) days of
the election.
8.
Hiring of Professionals.
Meierhenry Sargent LLP of Sioux Falls, South Dakota is hereby
designated as bond counsel for this issue and D.A. Davidson & Co. is hereby
designated as Underwriter for this issue.
The President and Business Manager are authorized to execute such
documents as are necessary to carry out the intent of this paragraph.
9.
Authorization of Officers.
The Superintendent, School Board President and Business Manager are
authorized to sign any acknowledgement, certificates or documents required
by the Underwriter in connection with the Bonds.

Set
transportation fees for the 2019-20 school year will remain the same as last
year and are as follows:
Students living five miles for more from their designated school will not be
charged a fee as per state law.
Students requesting transportation within 5 miles of their designated school
be required to purchase a bus pass. Bus
passes are $75/student per semester with the maximum semester fee of
$175/family.
Open enrolled students who have a
pickup and drop-off point out of their assigned attendance boundary, as per
Board policy, will be charged $150/semester, which does NOT apply to the
family maximum. An open enrolled
student who uses a pickup and drop-off within the boundary of the school of
attendance will be charged the regular fee of $75/semester and will not be
subject to the increased rate.
4.
Set
school lunch/breakfast meal prices for the 2019-20 school year as follows
(no change from last year’s student prices):

The 2018 Facilities Review Committee recommends building an
elementary school on school owned property at 41st and Sparta
Avenue in Sioux Falls. This
committee has made this recommendation through the BV VISION 2040 – a BVSD
long range facility plan.
Timeline: July BV Board of
Education meeting-Resolution authorizing bond election; Summer/Fall-hold
bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall
2019/Winter 2020-Construction planning (pending successful bond election);
Spring 2020-Construction begins (pending successful bond election); and

The 2019-20 budget process is nearing
completion. The 2019-20 Public Budget Hearing with potential action will be

is being held every Wednesday at Brandon Elementary running to July 24th.

Special Education Performance Report has been publicly released and shows
the Brandon Valley Special Education proficiency rate in Reading at 38.55
(state of South Dakota average is 18.83) and the Brandon Valley Special
Education proficiency rate in Math is 30.55 (state of South Dakota average
is 17.78). Congratulations to
Director Babb and his staff.
The
Associated School Boards of South Dakota and the School Administrators of
South Dakota (ASBSD/SASD) joint conference is scheduled for August 8-9, 2019

Member Gregg Ode reported on the Transportation Committee meeting held on
May 23rd. Two regular
busses and one mini bus has been ordered for the 2019-20 school year.
For your information, Ode reported that in the 2016-17 school year,
BV transported approximately 1,800 students and in the 2018-19 school year
transported approximately 2,000 student with those numbers only continuing
to rise. Continuing challenges
for the transportation department include finding drivers for regular routes
and the other extra-curriculum hours as well.
That, coupled with the road conditions in this crazy spring weather
and new road construction beginning, will also present more challenges in
the coming year. Another
opportunity that the transportation department is planning is the use one
bus from the current fleet to use for a “mobile summer lunch program” for
meals and reading opportunities starting in the summer of 2020.
More information will be forthcoming on this new venture.
Board Member Ellie Saxer reported on Student Activities, Curriculum &
Technology. Mrs. Saxer had the
opportunity to join Mrs. Sittig’s HS English during a class period this
spring and praised BV teachers and students alike.
She was most impressed of the encouragement of one another during
this visit. Board President
Ullom encouraged all board members to take time to visit a school and
classrooms to see this BV pride in action.

appointed full-time Secretary of Education.

Superintendent Jarod Larson presented the new elementary school construction
overview and timeline. An
overview of the 2018 Facilities Review Committee resulted in a
recommendation to build a new elementary school on school-owned property at
41st and Sparta Avenue in Sioux Falls.
The general timeline is as follows:
July BV BOE Meeting: Resolution authorizing a Bond Election;
summer/fall 2019 Bond Election Campaign; Tuesday, September 10, 2019 – hold
Bond Election; all 2019/Winter 2020 – construction planning (pending
successful bond); Spring 2020 - Construction begins (pending successful
bond); School opens Fall of 2021 (pending successful bond).

retirements, years of service and the Brandon Valley School District Teacher
of the Year on Monday, May 6, 2019 at 6:00 p.m. in the BVHS Commons.

Smarter Balance Testing is in progress (and nearly completed) with
outstanding student effort.
Brandon Valley High School Class of 2019 graduation will be held Sunday, May

Superintendent Larson reminded the Board that the Intermediate School will
make a “good news” presentation on Tuesday, April 23, 2019.
The
2019-20 Title I allocation holds an approximate $45,000 decrease in funds
for the upcoming school year which will mean a reduction in work force will
be necessary for the 2019-20 Title I staff.
The
Staff Recognition Banquet along with Professional Awards will be held
Monday, May 6, 2019 at 6:00 p.m. in the BVHS Commons.
This banquet celebrates District retirements, years of service, as
well as naming the Brandon Valley School District Teacher of the Year.
We
have two (2) three-year seats open on the school board this upcoming year.
Important election dates to remember are as follows:
April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~
Deadline for petitions to be returned.
Candidates must also file a Financial Interest Statement within 15

For the “Good News” report at
tonight’s meeting, Brandon Valley Art Instructors Erin Rieff, Heidi
McNamara, Klaire Lockheart, Jennifer TerWee and Chad Nelson reported on the
K-12 BV Fine Arts Night. With
over 600 faculty, students and community members attending, the Art
Department teachers thanked the Administration and Board of Education for
the continued support of this event.
Administrative reports were presented.
The 2019-20 Teacher Negotiations time-line/wage recommendations has
begun with BVSD Administration and BVEA representatives having met for a
contract language meeting in January.
A pre-negotiation meeting was held on March 19, 2019 with an upcoming
negotiations meeting between the Personnel Welfare Committee and BVEA to be
held March 27, 2019. We plan to
ratify the 2019-20 Master Contract, approve Classified wage recommendations,
approve Administration salary recommendations, and hold Superintendent
contract negotiations at the April 8, 2019 regular Board of Education
meeting.
The
2019-20 budget process is underway.
May 27. 2019: Preliminary
Budget Presentation to the Board of Education.
July 15, 2019: Public
Budget Hearing with potential action at this Annual Board of Education
meeting.
Legislative Update: The increase
to education is 2.5% and Veto Day is scheduled for March 29, 2019.
We are in the process of completing an administrative review of
passed legislation to make sure we comply.
We
have begun the process of hiring the new Assistant Principal positions.
We had 40 applicants for the Intermediate School Assistant Principal
position and 37 applicants for the High School Assistant Principal.
The timeline includes round one interviews held on March 21-22, 2019,
round two interviews to be held on March 28-29, 2019, and Recommendations to
Hire at the regularly scheduled Board of Education meeting on April 8, 2019.
Child Nutrition Services and enhanced programming:
The school district is investigating and exploring potential
collaborative partnerships with the potential to enhance current programming
while helping some other School Districts in our area.
Superintendent Larson thanked the Art Department for presenting the “Good
News” report at tonight’s School Board meeting and reminded the Board that
the Intermediate School will present on April 23, 2019.
We
have two (2) three-year seats open on the school board this upcoming year.
Important election dates to remember are as follows:
April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~
Deadline for petitions to be returned.
Candidates must also file a Financial Interest Statement within 15
days of filing a nominating petition; June 18, 2019 ~ School Board Election.

8, 2019 regular Board of Education meeting.
As
a special guest, Jared Olson, Business Manager of the Beresford School
District and also president-elect of the South Dakota Association of School
Business Officials (ASBO), the state-wide organization of Business
Officials, addressed the Board of Education this evening and especially our
very own Business Manager, Paul Lundberg.
Mr. Olson was present at the school board meeting tonight to present
Lundberg with the 2019 Outstanding School Business Official of the year
award. Mr. Lundberg will be
“officially” recognized as the school-business official for 2019 during the
April 24, 2019 banquet at the ASBO spring conference in Pierre, SD.

Board Member Dan Klumper stated that since he does have a conflict of
interest with his wife being employed as a teacher for the Brandon Valley
School District, he will be recusing himself of the executive session
scheduled for the March 25, 2019 board meeting regarding contract
negotiations, and Klumper also plans to abstain from voting on the contract
negotiation vote due to that same conflict.
Activities Director Randy Marso
informed the Board of Education that with the upcoming boy’s and girl’s
state basketball tournament (and subsequent “state basketball tournament”
impending snow storm) the boy’s and girl’s teams will be leaving at
approximately 1:30 p.m. on Tuesday, March 12, 2019 (previously scheduled for
a Wednesday departure) to avoid weather related issues that are forecasted
for Wednesday. Go LYNX!!!
Superintendent Jarod Larson presented
the recommendation to amend the 2018-19 Academic Calendar.
To date, we have had four (4) school days cancelled due to inclement
weather: January 18 and 30, 2019
and February 7 and 20, 2019.
Recommendations for “make-up” days as follows:
Thursday, March 14, 2019 (previously scheduled snow day); Friday,
April 5, 2019 (previously scheduled extra paid in-service day); Thursday,
May 23, 2019 (previously a 2-hour early dismissal); Friday, May 24, 2019 –
No School ~ extra paid in-service day; Tuesday, May 28, 2019 ~ regular
school day; and Wednesday, May 29, 2019 (last day of regular school for
students with a 2-hour early dismissal); Thursday, May 30, 2019 ~ teacher
workshop day. In the event
necessary, one additional weather day may be made up by shifting the last
regular school day for students to Thursday, May 30, 2019 and the Teacher
Workshop Day to Friday, May 31, 2019.
Any additional “No School Weather Days” will not be made up with

Renee Ullom offered a special thank

tonight’s meeting, Brandon Valley High School Assistant Principal Mark
Schlekeway started tonight’s report explaining how the post-secondary and
career night started. Parents
and students expressed interest in learning more about post-secondary
information. BVHS Counselors
Michelle Stemwedel, Kara Likness, and Katie Murdy explained that Fall
Conferences hosted the post-secondary/college fair and the Spring
Conferences will host a career fair.
Kim Cerwick from the Brandon Valley Chamber of Commerce collaborated
with BVHS counselors to present summer job opportunities, possible senior
internship possibilities, along with career exposure for students.
The BOE helped to partner with the BVHS with the Strategic Plan,
integrating this idea and planning with the High School to make these
opportunities available for our students.

Assistant High School Principal Mark
Schlekeway presented new graduation requirements as adopted by the Board of
Education Standards in July of 2018 along with the Brandon Valley High
School Diploma requirements.
Brandon Valley continues to strive for high standards in all coursework.
High School Diploma endorsements will include:
1) Advanced Endorsement – Coursework consistent with entrance
requirements for a university; 2) Advanced Career Endorsement – Experience
in a concentrated area bases on academic and/or workplace experience; 3)
Advanced Honors Endorsement – Coursework consistent with requirements for
the SD Opportunity Scholarship.

HS Principal selection process and results are as follows:
On 2/1/2019 the BVHS Department Chair(s) and a Classified
Representative met to review. On
2/6/2019, the interview committee interviewed Mr. Mark Schlekeway and on
2/7/2019, Superintendent Larson interviewed Principal candidate Mark
Schlekeway. On tonight’s agenda,
there is a recommendation to hire presented for Board approval to hire March
Schlekeway as the new HS Principal beginning July 1, 2019.
On 2/12/2019, the Associate HS Principal position will be advertised
internally and if necessary, that same position will be posted on our
employment opportunities web-site on 2/19/2019.
Fred Assam/Brandon Elementary Boundary line update:
All families impacted by this boundary line change were sent a letter
on 1/7/2019. A request was made
to those families for an intent to return and open enrollment requests due
by 1/31/2019. On 2/7/2019,
letters were sent with open enrollment approval/denial.
*Note, ALL open enrollment requests involving the boundary change
were approved. Currently, there
are 76 FAE students that were impacted and 49 of those students will attend
Brandon Elementary and 29 students will remain at Fred Assam.

Middle School Assistant Principal
Bill Freking reported on the National Assessment of Educational Progress
(NAEP) testing that approximately 180 middle school 8th grade
students participated in today.
Due to bad weather, the Middle School play had been postponed from last week
to tonight at 7 p.m.

Board member Dan Klumper, along with the Student Activities, Curriculum &
Technology Committee have reviewed the current Homework Policy.
The review committee feels that this policy would be best reviewed
and revised to reflect best practices.

For the “Good News” report at
tonight’s meeting, Middle School Principal Brad Thorson and 8th
Grade Math instructor, Kelsey Hoff, updated the Board of Education on the
BVMS 1:1 initiative. Ms. Hoff is
the go-to person at the MS on this initiative. Hoff demonstrated some of the
many classroom examples used with the computers and also explained that
these devices help the students to be more thorough and creative with their
work. With one semester completed,
Thorson and Hoff are pleased with the results of the initiative thus far.
The students have taken great responsibility with the devices and
Thorson stated that this program has been a tremendous asset to the Middle
School! Both Ms. Hoff and Mr.
Thorson invited Board Members to visit the Middle School and any classrooms
to see these devices at work first hand.
Thank you to the Board of Education for the support of this
initiative!

December 2018 payroll totaled $1,894,126.35 of which $979,541.33 was
instructional, $464,271.37 was support services, $32,752.69 was
co-curricular, $319,550.72 was Special Education, and $98,010.24 was Food
Service.

presented for the month of December, 2018.

BVSD is currently engaged in the development of our staff work
environment, tagged as “BV Listens”.
Within our strategic plan we talk about staff development and
evaluating our work environment; therefore “BV Listens” is a work
environment survey. Both
Certified and Classified staff will be participating in this survey.
The “BV Listens!” survey is scheduled to be conducted on January 21,
2019, at the staff in-service day.
The
Student Activities, Curriculum & Technology Committee in addition to BVHS
Administration and Curriculum Director, Sherri Nelson, are working through a
variety of items in regard to the newest South Dakota Graduation
Requirements. We are planning a
committee report in the near future.
The
January focus of the LYNX-way is “we are kind”.
We are planning a “Tour of Kindness” presented by Justine Kougl
District-wide January 16-18, 2019.
There will also be a BV staff random acts of kindness activity on
January 21, 2019. Lastly, Larson
issued a special thank you to BV staff who raised over $1,000 to support our
local communities and organizations.
Kindergarten Screening registration is open – contact your respective
elementary school for information.
We
will have two (2) three-year seats open on the school board this upcoming
year. Important election dates
to remember are as follows:
April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~
Deadline for petitions to be returned.
Candidates must also file a Financial Interest Statement within 15
days of filing a nominating petition; June 18, 2019 ~ School Board Election.

The
2019-20 staffing request timeline is as follows:
late February, additional 2019-20
staffing recommendations will be presented.
Late February to early March, those positions will be posted for
applications; recommendations to hire for those positions will be determined
as applications/interviews are reviewed and finalized.
Tentative 2019-20 Teacher Negotiations time-line/wage recommendations will
begin in January with contract language meeting(s) between BVSD
Administration and BVEA. A
pre-negotiation meeting will be held in March with a Negotiations meeting
between the Personnel Welfare Committee and BVEA will be held in mid-March
to early April. We plan to
ratify the 2019-20 Master Contract, approve Classified wage recommendations,
approve Administration salary recommendations, and hold Superintendent
contract negotiations at the April 8, 2019 regular Board of Education
meeting.
The
2019-20 budget process is underway.
Following is the timeline for the budget process:
January-March: Budget
forms/documents distributed, completed, compiled and reviewed by the Central
Office. March:
Preliminary Capital Outlay Budget Presented/Approved (this is
necessary for major items to be bid in a timely manner).
May 27. 2019: Preliminary
Budget Presentation to the Board of Education.
July 15, 2019: Public
Budget Hearing with potential action at this Annual Board of Education
meeting.
The
Superintendent Evaluation/Contract timeline is as follows:
February 11, 2019 ~ Distribute Evaluation Tool; February 25, 2019 ~
Evaluations are due to Board President Renee Ullom; March 11, 2019 ~ Discuss
performance evaluation; April 8, 2019 ~ Contract negotiations.
Good new presentations are scheduled with a 1:1 update from Brandon Valley
Middle School on January 28, 2019, and a Post-secondary night and career
night update from Brandon Valley High School on February 25, 2019.
Looking ahead at the academic
calendar, 2018-19 school year important dates to remember:

Frontline Education for Employee Absence and Substitute Management
implementation and usage in the amount of $4,900 start-up fee and $9,000
annual subscription fee (2018-19 prorated), effective December 12, 2018
through June 30, 2021 as presented.

Approve membership agreement by and between the Brandon Valley School
District and the South Dakota Food Buying Group for the 2019-20 school year
as presented.
3.
Approve tuition agreement by and between the Brandon Valley School District
and Children’s Home Society for one student, $106.61/day for five days/week
for the 2018-19 school year as presented.
4.
Acknowledge the Brandon Valley Education Association notification of
contract negotiations for 2019 and beyond.
5.
Approve application for funding for Alliance Communications Keep the Change
Grant to educate students on the dangers of destructive decisions (drug
abuse and distracted driving), in the amount of $600 for the 2018-19 school
year.
6.
Approve application for Sioux Valley Energy Donation to education students

Board Reports were presented. Board President Ullom reported that the
Alternative Education Committee will be meeting this upcoming week.
Board Member Dan Klumper reported on the Student Activities, Curriculum &
Technology Committee. This
committee discussed the new SD State Graduation requirements along with
preliminary discussion on revising the homework policy for the school
district.
Board Member Ellie Saxer reported on the City Affairs & Legislation
Committee. The new legislative
session and newest members have been sworn in and the session is in
full-swing.
