December 11, 2019

A special Brandon Valley School District/District 10 and 25 Collaboration session meeting of the Brandon Valley Board of Education along with District 10 and 25 Legislative members was held at 7:30 a.m. on the 11th day of December, 2019 at the Bette Sundem Conference Room of the Brandon Valley School District George A. Gulson Administration Center, Brandon, SD, with the following members present: Renee Ullom, Dan Klumper, Gregg Talcott.  Absent: Gregg Ode and Ellie Saxer.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, Representative Doug Barthel, Representative Jon Hansen, Representative Steven Haugaard, and Senator Kris Langner along with Brandon Valley Education Association Representatives Joe Krivarchka, and Tim Sylliaasen.

 Motion by Talcott, seconded by Klumper to approve the agenda as presented.

The purpose of this meeting was to hold a collaborative round-table with the District 10 and 25 Legislators.  No action was taken. 

Motion by Klumper, seconded by Talcott to adjourn the collaboration session at 8:30 a.m.  Motion carried.

December 9, 2019

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 9th of December, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Dan Klumper, and Gregg Talcott.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, High School Principal Mark Schlekeway, High School Assistant Principal Bill Freking, Middle School Principal Brad Thorson, Assistant Middle School Principal Amanda Nelson, Intermediate School Principal Nick Skibsted, Assistant Intermediate School Principal Rick Pearson, Valley Springs Elementary Principal Tanya Palmer, Brandon Elementary Principal Merle Horst, Fred Assam Elementary Principal Susan Foster, Special Services Director Kyle Babb, and Operations Manager Ty Hentschel. 

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 

Motion by Ode, seconded by Saxer to approve the agenda as presented.  Motion carried.

 

Motion by Talcott, seconded by Klumper to approve the meeting minutes from the regular meetings of November 12, 2019 and November 25, 2019 as presented. Motion carried.
 

Motion by Klumper, seconded by Ode to approve the bills and claims as submitted (see attached).  Motion carried.

 

The cash report for the month of November 2019 showed receipts of $26,901,723.46 and disbursements of $3,662,630.53 leaving a balance of $25,903,538.55.  The General Fund had receipts of $4,754,248.27, received a temporary interfund transfer of $1,308,037.77 from the Capital Outlay fund, and received a temporary interfund transfer of $421,337.87 from the Bond Fund, with disbursements of $2,857,525.68, leaving a balance of $6,103,863.74.  Capital Outlay Fund had receipts of $1,983,972.40, sent a temporary interfund transfer of $1,308,037.77 to the General Fund, with disbursements of $71,020.74, leaving a balance of $604,913.89.  Special Education Fund had receipts of $1,326,195.20, with disbursements of $731,131.01, leaving a balance of $622,727.57.  Pension Fund had receipts of $78.79, with disbursements of $0.00, leaving a balance of $53,704.55.   Bond Redemption Fund had receipts of $1,038,321.40, sent a temporary interfund transfer of $421,337.87 to the General Fund, with disbursements of $0.00, leaving a balance of $690,540.03.  Enterprise Fund had receipts of $0.00, with disbursements of $2,953.10, leaving a balance of $28,881.37.  The Capital Projects Fund had receipts of $17,798.907.40, with disbursements of $0.00, leaving a balance of $17,798,907.40. 

 

The November 2019 payroll totaled $2,397,866.14 of which $1,290,998.76 was instructional, $539,829.12 was support services, $48,086.51 was co-curricular, $403,798.02 was Special Education, $112,553.73 was Food Service, and $2,600.00 was Driver’s Education.

 

Business Manager Paul Lundberg reviewed the Revenue and Expense reports through November 30, 2019.  He pointed out potential budgetary concerns with building repairs and maintenance budgets throughout the District.  These line items are at or near fully expended already in the 2019-20 school year and will need to be heavily scrutinized the remainder of the year. 

Motion by Talcott, seconded by Saxer to approve the financial reports as presented for the month of November 2019 as presented.  Motion carried. 

Administrative reports were presented.   Superintendent Larson reported on the recent Governor’s Budget Address with no inflationary increase to K-12 Education.  There was an increase in the Special Education Rebase as well as additional state enrollment funding.

Brandon Valley will be hosting a Legislative Breakfast on Wednesday, December 11, 2019, in the George A. Gulson Administration Center Conference Room beginning at 7:30 a.m.  This Breakfast will host District 10 & 25 Legislators, the Brandon Valley Board of Education, BV Administration and BV Education Association Representatives.

The 2020-21 academic school-year calendar development committee made up of the Administrative Council, Teacher Liaison Council, and the Classified Council has completed an initial draft with a tentative adoption time-line for the initial presentation on Monday, January 13, 2020 and the potential approval action on Monday, January 27, 2020 at the regularly scheduled Board of Education meetings.

Larson outlined the Sparta Elementary School construction timeline as follows:
Fall 2019/Winter 2020:
  Construction planning meetings with Administration, Buildings and Grounds Committee, and Architect
February 2020:
  Bid the construction project
Spring 2020:
  Construction begins

The Brandon Valley School District will hold an all staff safety in-service on Friday, January 10, 2020 for Classified Staff in the morning (7:45 to 11 am) and for the Certified Staff in the afternoon (12:15 to 3:45 pm).  Carrol Institute will be here presenting on Substance Use Trends and Social Media Trends in our young people, along with drawing upon the program entitled “Stop the Bleed.”  High School Principal Mark Schlekeway will be discussing his Reunification plan, and we will also have Situational Supervision presented by the Federal Bureau of Investigation to help empower our staff on how to supervise students.

In the months to come, the following Good News Reports will be shared the second Board of Education meetings each month as follows:  January – Brandon Valley High School; February - Brandon Valley Middle School; March – Brandon Valley Intermediate School; and April – Elementary schools.

The upcoming 2019-20 school year important dates to remember: two-hour early dismissal on Friday, December 20, 2019; no school on Monday, December 23, 2019 through Wednesday, January 1, 2020 for Winter break.  School resumes on Thursday, January 2, 2020.  No school on Friday January 10, 2020 for a teacher Workshop/In-Service day; no school on Monday January 20, 2020 for a teacher In-Service day; no school on Friday, February 14 and Monday, February 17, 2020 for President’s day weekend.     

High School Principal Mark Schlekeway reminded the BV Board of Education that the High School will hold Mid-Year Graduation on Wednesday, January 15th at 7 p.m. in the Brandon Valley Performing Arts Center with 7-8 students graduating.  Schlekeway also reminded those in attendance that there is an Angel Tree in the High School Commons with 240 Angels on the tree.  All angels have been spoken for and all presents will be wrapped on Saturday, December 14th at 9 a.m.  All hands are welcome to help with the wrapping!

Approve recommendation to hire Kim Kelly, long-term substitute for Paula Huber, RBE Kindergarten Teacher, effective on or January 2, 2020 for approximately six weeks.

Approve recommendation to hire Lindsey Abens, long-term substitute for Laura Lueders, VSE 4th Grade Teacher, effective on or around February 18, 2020, for approximately six weeks.

            Board Vice-chairperson, Gregg Ode, reported on a recent Transportation Committee Meeting held on December 5, 2019.  Discussion centered around the significant transportation challenge of a Bus Driver Shortage. Please stop by the School District Office or Transportation Office if you are interested in driving for the District.  The committee also reviewed current challenges and the necessity for programming evaluation in the areas of the number of drivers, riders, and buses, usage in proximity to buildings, as well as open enrollment usage.   

            Board Member Ellie Saxer reported on City Affairs & Legislation by reiterating the 0% increase for education as presented in the Governor’s recent Budget address.  She will be continuing to stay abreast of legislative matters.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 25th of November, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Dan Klumper, and Gregg Talcott.  Absent: Ellie Saxer.  Also present were Superintendent Jarod Larson, Business Manager Paul J.             Lastly, Superintendent Larson stated that he received a note of thanks from Todd Geerdes, on behalf of the Brandon Valley Education Association, formally thanking the Brandon Valley Board of Education for the recent salary enhancements that all staff received on their November, 2019 payroll.  It is very much appreciated!

Business Manager Paul Lundberg presented the per pupil spending report for FY19 as tabulated by the South Dakota Department of Education.  It compares the per pupil spending of School Districts throughout South Dakota.  Brandon Valley ranks 142 out of 149 school districts.  Brandon Valley still maintains an efficient utilization of the dollars that are allocated to us while still maintaining high levels of salary policies and programs.  The Brandon Valley FY19 cost per pupil was $7,860 versus the state of South Dakota average of $9,369. 

             Motion by Klumper, seconded by Talcott to approve the following general business items:
        1.   
Approve agreement by and between the Brandon Valley School District and Inter-Lakes Community Partnership Head Start Pre-birth to five program, as presented.
        2.   
Accept the bid from Waste Management for garbage service at a cost of $3,125.27/month for 36 months, effective January 1, 2020 to December 31, 2022 as presented.
Motion carried.

        1.   
Approve resignation from Melinda Michels, HS English Language Learner Educational Assistant, effective December 19, 2019.

            Board Vice Chairperson Gregg Ode reported on a recent Transportation Committee meeting.  The Committee is reviewing cost-efficiencies for the department with updates to follow in future meetings. 

            Board President Renee Ullom reported on Alternative Education.  Teachwell has been very busy with all current programs as well as updating and starting some new programs.  Along with that, the Business Manager has been mentoring students to which they have seen measurable success.

The October 2019 payroll totaled $1,963,347.31 of which $1,050,901.59 was instructional, $451,171.37 was support services, $47,701.73 was co-curricular, $319,786.23 was Special Education, $92,811.39 was Food Service, and $975.00 was Driver’s Education.

An update was presented on the Brandon Valley High School Computer one-to-one initiative.  We continue year four of utilization of the Apple MacBook.  We will sell the initial devices to a third-party vendor after this year (with the evaluation/quote process on-going) and purchase new devices through the Apple lease-to-own program.

            Business Manager Paul Lundberg reported on Sparta Elementary Final Bond Issuance. We voted to issue $15,750,000 in bonds, but due to a favorable bond market, we were able to issue $15,525,000 instead, which is $225,000 less debt that the School District had anticipated.  Other highlights for this final issuance is that we were rated at a AA stable rating for these bonds (the highest of any SD School District) with an all-in total interest of 2.755% for these bonds.  The Mill Levy that we projected to be .40 cents/$1,000 and is now projected to be .37 cents/$1,000 valuation, which is another savings we are very proud to have procured for our patrons.   

            Brandon Valley Middle School Principal Brad Thorson reported on the recent banquet he attended to present BVMS Band Instructor Calvin Lipetzky with the SD Young Music Educator of the Year award.  Congratulations to Mr. Lipetzky and to the Band program. 

            Motion by Talcott, seconded by Ode to approve the following general business items:
        1.   
Approve continuation of service between the Brandon Valley School District and Soo Sanitary Excavating and Grading, LLC for snow removal during the 2019-20 school year as presented.
       
2.    Approve request from the Brandon Valley Ski/Snowboard Program (Jon Button) for the use of a BVSD bus to transport participants to and from Great Bear.
       
3.    Approve 2019-20 Brandon Valley School District Title I, Part A Program Comparability Assurances report as presented.
       
4.    Approve Tuition Agreement contract dates between the Brandon Valley School District and Sioux Falls Children Home Society for one student at a rate of $109.81/day, five days/week, effective October 23, 2019 through (corrected end date of) June 30, 2020, as presented.

             Board Member Dan Klumper reported on a recent Student Activities, Curriculum and Technology meeting.  During the meeting, Special Education Direction Kyle Babb shared that there will be a state Special Education on-site review in the near future and how he and his staff are preparing.  Secondly, Brandon Valley Intermediate School Assistant Principal Rick Pearson explained how things are going with the current year assessments and reviewing data for student achievement.  Lastly, Director of Instruction Sherri Nelson shared with the committee things from the art world.  Klumper also thanked Robert Bennis Elementary Principal Kristin Hofkamp and instructor Mr. Jeff Fode on the recent Veteran’s Day program held at Robert Bennis this last week.  It was great to see the patriotism with the young children and the respect that was given to our veterans!

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 28th of October, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Dan Klumper, and Gregg Talcott (via phone).  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Administrative reports were presented.   Superintendent Larson reported that the 2019 State Aid Enrollment   final number is 4,427.13 students.  This is a growth of 177 students from the previous year.

Associated School Boards of South Dakota (ASBSD) held the last of the regional meetings on Wednesday, October 16, 2019 in Harrisburg, SD where Board Member Gregg Talcott and Dr. Jarod Larson were in attendance to discuss the up-coming legislative session.  ASBSD will also be hosting the delegate assembly on Friday, November 15, 2019 in Pierre, SD where Board Member Ellie Saxer, chair for the city/state legislative committee, will be attending this delegate assembly. 

The 2020-21 academic school-year calendar development committee made up of the Administrative Council, Teacher Liaison Council, and the Classified Council has completed an initial draft with a tentative adoption time-line for the initial presentation on Monday, January 13, 2020 and the potential approval action on Monday, January 27, 2020 at the regularly scheduled Board of Education meetings.

Larson outlined the Sparta Elementary School construction time-line as follows:
        Fall 2019/Winter 2020:
  Construction planning meetings with Administration, Buildings and Grounds Committee, and Architect
        February 2020:

           The upcoming 2019-20 school year important dates to remember: no school on Monday November 11, 2019 for the Veteran’s Day Holiday; no school on Wednesday-Friday, November 27-29 for the Thanksgiving Holiday break; 2-hour early dismissal on Friday, December 20, 2019; no school on Monday, December 23, 2019 through Wednesday, January 1, 2020 for Winter break.  School resumes on Thursday, January 2, 2020.

            The next regularly scheduled Board of Education meeting will be held on Tuesday, November 12, 2019 at 6:30 p.m. in the Brandon Valley High School Community Room.

            Activities Director Randy Marso reported that over the last weekend, there were four State Championship contests and Marso was proud to announce that Brandon Valley was the only High School that had teams on the awards stands at each competition.  Congratulations LYNX!

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 14th of October, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Dan Klumper, and Gregg Talcott.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. The cash report for the month of September, 2019 showed receipts of $2,025,012.69 and disbursements of $3,857,349.59 leaving a balance of $4,652,582.65.  The General Fund had receipts of $1,688,765.56, sent a temporary interfund transfer of $228,410.50 to the Capital Outlay fund, and disbursements of $2,571,081.81, leaving a balance of $4,289,779.53.  Capital Outlay Fund had receipts of $93,387.09, received a temporary interfund transfer of $228,410.50 from the General Fund, disbursements of $602,073.70, leaving a balance of $0.00.  Special Education Fund had receipts of $227,075.91, and disbursements $663,281.77, leaving a balance of $257,382.56.  Pension Fund had receipts of $0.00, and disbursements of $0.00, leaving a balance of $53,554.35.   Bond Redemption Fund had receipts of $13,034.13 and disbursements of $0.00, leaving a balance of $25,942.15.  Enterprise Fund had receipts of $2,750.00 and disbursements of $20,912.31, leaving a balance of $25,924.06. 

 

The September 2019 payroll totaled $2,013,008.51 of which $1,037,483.86 was instructional, $499,825.17 was support services, $43,257.78 was co-curricular, $316,769.81 was Special Education, $96,784.39 was Food Service, and $18,887.50 was Driver’s Education.

 

Motion by Klumper, seconded by Ode to approve the financial reports as presented for the month of September, 2019.  Motion carried. 

Administrative reports were presented.   Superintendent Jarod Larson reported that the District now has about 100 free parking spots with the addition of the new parking area located at the Administration Center, along with the new parking arrangements made this year at the High School.

Larson also reported that the Fall 2019 Parent-Teacher Conferences were held on Monday and Tuesday, September 30th and October 1st with good quality attendance.  In conjunction with the conferences, the High School also presented a post-secondary fair.

At the next regularly scheduled Board of Education Meeting (October 28, 2019), Superintendent Larson plans to present an ACT and Science Assessment Update.

Associated School Boards of South Dakota (ASBSD) has one remaining regional meeting scheduled for Wednesday, October 16, 2019 in Harrisburg, SD from 6-8:30 p.m.  If interested in attending, please contact Superintendent Larson.  The delegate assembly will be held in November and Board Member Ellie Saxer is our chair for the city/state legislative committee and serves in that capacity.

Board Reports were presented.  Board member Dan Klumper reported that Child Nutrition/Wellness Committee recently met for the first time this school year.  This committee has been discussing food waste during lunch and looked at ways to cut that food waste down.  They also discussed the “Fuel Up to Play 60” program.  Klumper also reported on the Student Activities, Curriculum & Technology Committee’s recent meeting.   

Board President Renee Ullom reported on the Alternative Education Committee and popularity of the Transition Advantage program at Teachwell.

Administrative reports were presented.   Superintendent Larson reported that September is Attendance Awareness month in the state of South Dakota and nation-wide.  Brandon Valley will continue to stress how attendance affects student achievement and learning.

The FY19 Annual Audit field work was completed Monday and Tuesday, September 16-17, 2019.  This is aligned with our Strategic Plan to have effective, efficient, sustainable business practices which is an important component of what we do financially. 

Larson also discussed the South Dakota Department of Education report card review/release.  The public release of the SD DOE Report Card Data was September 17, 2019.  Larson will be presenting a “State of the Schools Address” at the regularly scheduled Board of Education Meeting this evening.  We also plan to review and update our Strategic Plan with some of the things we are currently doing along with some of the things that we have planned. The SD DOE Report Card Data is available to view on the South Dakota Department of Education webpage.

             NOW, THEREFORE, BE IT RESOLVED that the School Board of the Brandon Valley School District 49-2, Minnehaha County, South Dakota, determines and declares that it is the will of 89.4% percent of the electors of the School District present and voting at the election, that the Brandon Valley School District 49-2 be authorized to issue its bonds as aforesaid, and that the School Board of the Brandon Valley School District 49-2 hereby declares the results of said election to be that the issuance of the bonds was authorized by said election as required by law.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 9th of September, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, Dan Klumper, and Gregg Talcott.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, High School Principal Mark Schlekeway, Assistant High School Principal Bill Freking, Middle School Principal Brad Thorson, Intermediate School Principal Nick Skibsted, Assistant Intermediate School Principal Rick Pearson, Brandon Elementary Principal Merle Horst, Fred Assam Elementary Principal Susan Foster, Director of Instruction Sherri Nelson, Special Services Director Kyle Babb, and Operations Manager Ty Hentschel. 

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 

Motion by Saxer, seconded by Ode to approve the agenda as presented.  Motion carried. 

Motion by Talcott, seconded by Saxer to approve the meeting minutes from the regular meetings of August 12, 2019 and August 26, 2019 as presented. Motion carried.

The cash report for the month of August, 2019 showed receipts of $2,197,830.44 and disbursements of $4,266,642.00 leaving a balance of $6,484,919.55.  The General Fund had receipts of $1,885,007.37, and disbursements of $2,722,691.41 leaving a balance of $5,400,506.28.  Capital Outlay Fund had receipts of $24,045.26, disbursements of $1,1740,602.63, leaving a balance of $280,276.11.  Special Education Fund had receipts of $275,548.17, and disbursements $363,068.42, leaving a balance of $693,588.42.  Pension Fund had receipts of $321.62, and disbursements of $0.00, leaving a balance of $53,554.35.   Bond Redemption Fund had receipts of $12,908.02, and disbursements of $0.00, leaving a balance of $12,908.02.  Enterprise Fund had receipts of $0.00 and disbursements of $10,279.54, leaving a balance of $44,086.37. 

 

The August 2019 payroll totaled $1,481,118.83 of which $865,113.88 was instructional, $368,034.29 was support services, $30,763.12 was co-curricular, $200,031.11 was Special Education, $14,976.43 was Food Service, and $2,200.00 was Driver’s Education.

 

Motion by Talcott, seconded by Saxer to approve the financial reports as presented for the month of August, 2019.  Motion carried.

 

Administrative reports were presented.   Superintendent Larson reported that September is Attendance Awareness month in the state of South Dakota and nation-wide.  Brandon Valley will continue to stress how attendance affects student achievement and learning.

The FY19 Annual Audit of the 2018-19 school year is scheduled for Monday and Tuesday, September 16-17, 2019.  This is aligned with our Strategic Plan to have effective, efficient, sustainable business practices which is an important component of what we do financially.

Larson also discussed the South Dakota Department of Education report card review/release.  The public release of the SD DOE Report Card Data is scheduled for September 17, 2019.  Larson plans on presenting a “State of the Schools Address” at the regularly scheduled Board of Education Meeting on Monday, September 23, 2019.  We also plan to review and update our Strategic Plan with some of the things we are currently doing along with some of the things that we have planned.

Associated School Boards of South Dakota (ASBSD) will be holding regional meetings as follows:  Monday, October 7, 2019 in Madison, SD; Thursday, October 10, 2019 in Mitchell, SD; and Wednesday, October 16, 2019 in Harrisburg, SD, all scheduled from 6-8:30 p.m.  If interest in attending, please contact Superintendent Larson.  The delegate assembly will be held in November and Board Member Ellie Saxer is our chair for the city/state legislative committee and serves in that capacity.

The Brandon Valley 2019 General Obligation Bond Issue election is scheduled for Tuesday, September 10, 2019, to accommodate growing student enrollment both current and future.  There will be no property tax increase estimated due to Robert Bennis Elementary coming off the tax roll, and BVSD altering elementary boundaries last year to maximize the available space with the current facilities to wait one more year before going out for a bond.  There will be a Special Board of Education Meeting that is scheduled for Wednesday, September 11, 2019 at 5:00 p.m. held in the HS Community Room to canvas the vote of this election.

            Lastly, looking ahead to our next academic school year, 2019-20 school year important dates to remember: BVMS/BVIS Parent-Teacher Conferences on Monday, September 30th; Elementary/BVHS Parent-Teacher Conferences on Tuesday, October 1st; no school on Friday, October 4th for a teacher comp day; and no school on Monday November 11, 2019 for the Veteran’s Day Holiday. 

            Assistant High School Principal Bill Freking reminded all that Homecoming week will be the week of September 23rd and there will be a Community Breakfast with the Lynx on Friday, September 27th.   

            Superintendent Jarod Larson presented a recommendation to amend the 2019-20 Capital Outlay tax request from $5,800,000 to $6,000,000.  Motion by Klumper, seconded by Saxer to approve the amendment of the 2019-20 Capital Outlay tax request as presented.  Motion carried.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 26th of August, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Ellie Saxer, and Dan Klumper.  Absent: Gregg Talcott.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Administrative reports were presented.   Superintendent Larson presented the 2019-20 approximate enrollment.  Brandon Valley is currently at 4,435 students; an increase of 185 students from last year thus far.  

Larson also discussed the South Dakota Department of Education report card review/release.  He stated that members of the Administrative Team attended a work session in Pierre, SD.  The Brandon Valley Administration will be reviewing the data and will submit any necessary changes.  The public release of the SD DOE Report Card Data is scheduled for September.

The Elementary School proposed is an 82,000 square foot building with similar structure to Robert Bennis and Fred Assam Elementary with a capacity of approximately 600 students from Junior K to 4th grade.  It will also house a joint city/school playground and park much like the playground and park at Fred Assam Elementary.  Overall, this building design compliments all other Brandon Valley Schools.

The BV Bond Campaign Promotion Committee is chaired by Ryan Jepperson with Amy Moss as Treasurer. The Bond Committee works all on donations, no tax dollars are used to campaign for the school bond.  There are several Informational meetings as follows:

        Administrative reports were presented.   Superintendent Larson discussed the South Dakota Department of Education report card review/release.  He stated that members of the Administrative Team attended a work session in Pierre, SD.  The formal appeal window opens 8/12/2019 and closes 8/23/2019.  The public release of the SD DOE Report Card Data is scheduled for September.

 The 2020 Niche School District ranking has been announced and the Brandon Valley School District was named #1 in South Dakota.  We were informed of this news on August 8, 2019.

The “growth pool” teaching assignments have been made for the 2019-20 school year as follows:  2nd grade at Brandon Elementary and 4th grade at Brandon Elementary.

            Elementary STEM Teacher Leaders (STL’s).  This new group will be charged with rebranding of our Tech and Literacy Coaches while redefining job descriptions and expectations.  This is will be directly aligned to our District’s Strategic Plan and reviewed under the Student Activities, Curriculum and Technology Committee.  The tentative time-line for implementation is January of 2020.      
            Lastly, looking ahead to our next academic school year, 2019-20 school year important dates to remember: The bus pass deadline was August 7th and thank you to all the patrons for their timely cooperation.  Wednesday, August 14th will be new staff in-service; August 15th, August 19th, and  August 20th is teacher in-service/workshop days and we will be hosting our all-staff welcome back and luncheon on Tuesday, August 20th at 10:30 a.m. at the BVHS Activities Center.  The first day of the 2019-20 academic school year begins on August 21st, 2019, with no school on September 2nd for the Labor Day holiday!  Larson gave a special thank you to the buildings and grounds staff on the phenomenal work that has been done to prepare for the upcoming school year.

            Board member Ellie Saxer also thanked all school staff for continuing to strive for excellence and again making BV School District the #1 school district! 

Brandon Valley High School Principal Mark Schlekeway reported on the Senior Retreat that was held last week to include 140+ seniors with Freshmen Unity Day following on August 13, 2019 with 100 senior volunteers and 300+ Freshmen slotted to attend!

Brandon Valley Middle School Principal Brad Thorson reported that parent orientation night for technology will be held at 2 different sessions during the Middle School regular open house night.  Due to scheduling, BVMS will try including the open house and meeting teachers with the technology orientation all in the same evening.  Mr. Thorson also introduced the new BVMS Assistant Principal Amanda Nelson at tonight’s meeting.

            Brandon Valley Intermediate School Principal Nick Skibsted introduced the new BVIS Assistant Principal/Assessment Director, Rick Pearson, tonight.  The Board of Education welcomed Mrs. Nelson and Mr. Pearson to the Brandon Valley team!

The 2018 Facilities Review Committee recommended building an elementary school on school owned property at 41st and Sparta Avenue in Sioux Falls and now this committee will help to make up the BV Bond Campaign Promotion Committee as well.  Project timeline:  July BV Board of Education meeting-Resolution authorizing bond election; Summer/Fall-hold bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall 2019/Winter 2020-Construction planning (pending successful bond election); Spring 2020-Construction begins (pending successful bond election); and School opens Fall of 2021 (pending successful bond election). Larson encouraged all Brandon Valley patrons to get informed and to get out and vote!

Child Nutrition Director, Gay Anderson, reported on the 2019 Summer Lunch and Reading Program.  Anderson shared that there were 38 days (5 less serving days than last year) that lunches were served in this year’s summer lunch program.  Total all meals served was 15,381, 11% increase of students and total all meals from a year ago.  Anderson also received many great comments on this program.  They had a record setting day of 578 meals served on June 25th! With a net gain of $21,162 for the summer lunch program, these funds will cover 52,905 meals, or the equivalent of 301 students every day during the school year, making students that qualify for reduced lunches, actually have free lunches with the summer lunch gain paying that difference. 

Superintendent Larson stated that in 2015, Minnehaha County erred in their computer software system and changed the tax code for 26 properties located on the east side of Dubuque Avenue.  They moved them from the Sioux Falls School District to the Brandon Valley School District.  We have had a historical tax analysis conducted on those properties and found the error to be true.  We garnered the tax levies for three years that Sioux Falls should have been receiving. Because of that error, Brandon Valley will pay $18,290 back to the Minnehaha County (tax payer money) and will pay $55,156 due back to the Sioux Falls School District.  This is a required corrective action necessary due to an error in tax coding at the county level.  Motion by Saxer, seconded by Klumper to approve the Memorandum of Understanding between the Sioux Falls School District and the Brandon Valley School District regarding the Dubuque Avenue tax code error as presented.  Motion carried.

Superintendent Larson presented an eCare Health Telemedicine proposal that would provide medical services to students at Valley Springs Elementary in addition to BV nursing services.  As we would pilot these services at Valley Springs Elementary, we will review how these services could help us to remain efficient as we continue to grow and add buildings.  Board Members Talcott and Saxer discussed how BV current nurses had been or are involved in this decision and requested that our BV nurses remain engaged and involved in any future decisions regarding nursing care.   Motion by Talcott, seconded by Klumper to approve the eCare Health Services Agreement by and between the Brandon Valley School District and Avera Health for Telemedicine Services at Valley Springs Elementary in the amount of $2,500, plus additional student fees of $15.00/student, effective August 1, 2019 through August 1, 2022, as presented.

The annual organizational meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 15th of July, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Dan Klumper, and Gregg Talcott.  Absent:  Ellie Saxer.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, High School Principal Mark Schlekeway, Assistant High School Principal Bill Freking, Activities Director Randy Marso, Middle School Principal Brad Thorson, Intermediate School Principal Nick Skibsted, Special Services Director Kyle Babb, Director of Instruction Sherri Nelson, and Operations Manager Ty Hentschel. 

Renee Ullom called the Annual Budget Hearing to order, and welcomed everyone to the Annual Budget Hearing that preceded the Board of Education annual meeting at 6:00 p.m., presented by Business Manager Paul Lundberg.  No one from the public spoke for or against the proposed budget.

Renee Ullom and Gregg Talcott were sworn in and took the Oath of Office for 3-year terms on the Board of Education for the Brandon Valley School District 49-2.

Gregg Ode nominated Renee Ullom as Board Chairperson for the 2019-20 Board of Education. Motion by Klumper, seconded by Ode to nominate Renee Ullom as Chairperson of the Board of Education for the 2019-20 school year and that nominations cease and the Board cast a unanimous ballot for Renee Ullom as Chairperson of the Brandon Valley Board of Education for the 2019-20 school year. On a roll call vote, voting aye:  Klumper, Ode, Talcott, and Ullom; nay: none.   Motion carried.

 President Renee Ullom, along with Superintendent Larson presented the following conflict of Interest Disclosure – Waiver Request that was presented for review at tonight’s meeting:  Board Member Dan Klumper advised the board of his wife, Abigail Klumper, position as a teacher at the Brandon Valley Intermediate School.   Motion by Ode, seconded by Talcott to approve and authorize this request for school board waiver as presented by Mr. Klumper because the terms of this contract are fair and reasonable and are not contrary to the public interest.  On a roll call vote, voting aye:  Ode, Talcott, and Ullom; abstain: Klumper.   Motion carried.

 President Renee Ullom, along with Superintendent Larson presented the following Conflict of Interest Disclosure – Waiver Request that we presented for review at tonight’s meeting:  Board Member Gregg Talcott advised the board of his former role with the Brandon Valley School District as a former employee who is now receiving compensation from the Brandon Valley School District from the early retirement benefit and from the South Dakota Retirement System upon his retirement.  Motion by Klumper, seconded by Ode to approve and authorize this request for school board waiver as presented by Mr. Talcott because of the terms of this contract are fair and reasonable and not contrary to the public interest. Administrative reports were presented.   Lynx Summer Reading Program (in conjunction with the Summer Lunch Program) is being held every Wednesday at Brandon Elementary running to July 24th.  Story time begins at 10:45 a.m., book check-out will be from 10:30 a.m. to noon.  A thank you to Siouxland Library and Pizza Ranch for their collaboration on this program.  The Summer Lunch Program is held at Brandon Elementary from 11:00 a.m. to 12:30 p.m. Monday through Friday each week through July 24th.  To date, there have been 384 books checked out and an average of 420 daily participants in the summer lunch program.

The Associated School Boards of South Dakota and the School Administrators of South Dakota (ASBSD/SASD) joint conference is scheduled for August 8-9, 2019 at the Sioux Falls Convention Center.  Any Board Member that is interested in attending should email Jennifer Swenson to be registered.

First days of academic meetings for the 2019-20 school year include a new staff in-service day on August 14, 2019 with all staff workshop/in-service days scheduled for August 15, 19, and 20, 2019.  The first day of school with students is scheduled for August 21, 2019.

2019-20 School Year Item:  Semester 1 Bus Passes are currently available for purchase now through Wednesday, August 7, 2019. 

2019-20 Academic and Master Activities Calendar are now available on-line at the School District’s main site at www.brandonvalleyschools.com under the “calendar” tab. 

Superintendent Larson reported on the new elementary school construction overview and timeline.  Overview:  The 2018 Facilities Review Committee recommends building an elementary school on school owned property at 41st and Sparta Avenue in Sioux Falls.  This committee has made this recommendation through the BV VISION 2040 – a BVSD long range facility plan. 

General Bond Information:  $16.25 Million for construction cost for the elementary facility with $750,000 land acquisition outlined in BV VISION 2040.  This district-need based on the increasing student enrollment (current and future) with NO tax increase estimated (Robert Bennis Elementary being paid off) and previous boundary adjustments have effectively maximized our current elementary facilities.

Timeline:  July BV Board of Education meeting (tonight)-Resolution authorizing bond election; Summer/Fall-hold bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall 2019/Winter 2020-Construction planning (pending successful bond election); Spring 2020-Construction begins (pending successful bond election); and School opens Fall of 2021 (pending successful bond election).  

Superintendent Larson presented the 2018-19 Bullying/Harassment report.

 

Brandon Valley High School Principal Mark Schlekeway presented a parking/parking lot update.  To date, there are approximately 90-100 freshman spots available.

 

Brandon Valley High School Principal Mark Schlekeway reported on the Class of 2019 Graduation data.  There was a total of 239 Spring Graduates and 4 Mid-year Graduates for a total graduating class of 243.  The average Grade Point Average was 3.19 and the Average ACT Score was 23.79.  Dr. Larson congratulated Principal Schlekeway and his staff for these excellent results from the class of 2019. 

            President Renee Ullom then introduced and moved the adoption of the following Resolution: 

RESOLUTION NO. 2019 - 

RESOLUTION DECLARING NECESSITY AND EXPEDIENCY FOR ISSUANCE OF GENERAL OBLIGATION SCHOOL BONDS, CALLING AN ELECTION THEREFORE AND HIRING PROFESSIONALS IN CONNECTION THEREWITH. 

BE IT RESOLVED by the School Board of Brandon Valley School District 49-2, Minnehaha County, South Dakota, as follows: 

1.    Declaration of Necessity.  It is hereby found, determined and declared that it is necessary and expedient for this School District to borrow money by issuing its general obligation school bonds in an amount not exceeding $15,750,000 payable from 1 and not to exceed 20 years from date of issuance, bearing interest payable at such times and at such rate or rates as may be determined by the School Board, to fund the costs of (i) constructing, furnishing and equipping a new elementary school, (ii) acquiring land, (iii) funding school improvements and (iv) issuing the bonds, if so approved by the voters. 

2.    Election.  The question of authorizing the issuance of such bonds shall be submitted to the qualified electors of the District at a bond election which is to be held on the 10th day of September, 2019, between the hours of 7:00 o'clock a.m. and 7:00 o'clock p.m.  The question shall be in substantially the following form: 

      SHALL THE BRANDON VALLEY SCHOOL DISTRICT 49-2, MINNEHAHA COUNTY, SOUTH DAKOTA, ISSUE ITS NEGOTIABLE GENERAL OBLIGATION SCHOOL BONDS IN A PRINCIPAL AMOUNT NOT EXCEEDING $15,750,000, ISSUED IN ONE OR MORE SERIES, BEARING INTEREST AT SUCH RATES AS MAY BE DETERMINED BY THE SCHOOL BOARD, PAYABLE AND MATURING FROM 1 AND NOT TO EXCEED 20 YEARS AFTER THE DATE OF ISSUANCE, FOR THE PURPOSE OF FINANCING THE COST TO: (1) CONSTRUCT, FURNISH AND EQUIP A NEW ELEMENTARY SCHOOL, (2) PAY LAND ACQUISITION COSTS, (3) FUND SCHOOL IMPROVEMENTS, AND (4) PAY COSTS OF ISSUANCE AND SALE? 

SHALL THE ABOVE PROPOSITION APPROVED AND THE BONDS ISSUED? 

3.    Polling places and Judges.  Polling places and judges and clerks for said election shall be selected according to South Dakota Law. 

4.    Voter Registration Deadline.  The Business Manager is hereby authorized and directed to give notice of voter registration and deadline therefore, as required by law.  The deadline for voter registration shall not be less than fifteen (15) days prior to the election.   The Business Manager shall give notice of the availability of registration officials and state when registration will be terminated and the effect of a failure to have registered. Such notice shall be published in official newspapers of the District at least once each week for (2) two consecutive weeks, the last publication to be not less than (10) ten nor more than (15) fifteen days before the deadline for registration. 

5.    Notice of Election.   The Business Manager is hereby authorized and directed to give notice of school bond election, said notice to be published in the official newspaper for the District, once each week for two (2) successive weeks before said date of election.  The second notice shall be published not less than four (4) days nor more than ten (10) days before the election.   

6.    Ballots.  The Business Manager is authorized and directed to cause printed ballots to be prepared for use at said election in substantially the form on file with the Business Manager and to publish with the second notice of election. 

7.    Canvass.  Said election shall be held and conducted and the votes cast thereat shall be counted, certified and canvassed according to law, and this Board shall meet at the regular meeting room in Brandon , South Dakota, in the District for the purpose of canvassing the results within six (6) days of the election. 

8.    Hiring of Professionals.  Meierhenry Sargent LLP of Sioux Falls, South Dakota is hereby designated as bond counsel for this issue and D.A. Davidson & Co. is hereby designated as Underwriter for this issue.  The President and Business Manager are authorized to execute such documents as are necessary to carry out the intent of this paragraph. 

9.    Authorization of Officers.  The Superintendent, School Board President and Business Manager are authorized to sign any acknowledgement, certificates or documents required by the Underwriter in connection with the Bonds. 

            Member Dan Klumper moved for the adoption of the foregoing Resolution.  Said motion was seconded by Member Gregg Talcott, and upon vote being taken the following voted AYE: Klumper, Talcott, Ode, and Ullom;

3.    Set transportation fees for the 2019-20 school year will remain the same as last year and are as follows:  Students living five miles for more from their designated school will not be charged a fee as per state law.  Students requesting transportation within 5 miles of their designated school be required to purchase a bus pass.  Bus passes are $75/student per semester with the maximum semester fee of $175/family.
Open enrolled students who have a pickup and drop-off point out of their assigned attendance boundary, as per Board policy, will be charged $150/semester, which does NOT apply to the family maximum.  An open enrolled student who uses a pickup and drop-off within the boundary of the school of attendance will be charged the regular fee of $75/semester and will not be subject to the increased rate.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 24th of June, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, and Cary Schroeder, Ellie Saxer, and Dan Klumper.  Absent: Gregg Ode.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, Activities Director Randy Marso, Middle School Principal Brad Thorson, Director of Instruction Sherri Nelson, and Operations Manager Ty Hentschel.

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.

Administrative reports were presented.   Superintendent Larson reported on the new elementary school construction overview and timeline.  Overview:  The 2018 Facilities Review Committee recommends building an elementary school on school owned property at 41st and Sparta Avenue in Sioux Falls.  This committee has made this recommendation through the BV VISION 2040 – a BVSD long range facility plan.  Timeline:  July BV Board of Education meeting-Resolution authorizing bond election; Summer/Fall-hold bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall 2019/Winter 2020-Construction planning (pending successful bond election); Spring 2020-Construction begins (pending successful bond election); and School opens Fall of 2021 (pending successful bond election).

 The 2019-20 budget process is nearing completion. The 2019-20 Public Budget Hearing with potential action will be presented on Monday, July 15, 2019 at 6:00 p.m. just prior to our Annual Board of Education meeting.

Lynx Summer Reading Program (in conjunction with the Summer Lunch Program) is being held every Wednesday at Brandon Elementary running to July 24th.  Story time will begin at 10:45 a.m., book check-out will be from 10:30 a.m. to noon.  A thank you to Siouxland Library and Pizza Ranch for their collaboration on this program.  The Summer Lunch Program is held at Brandon Elementary from 11:00 a.m. to 12:30 p.m. Monday through Friday each week through July 24th.  There will be no lunch served on July 4-5, 2019.

The Associated School Boards of South Dakota and the School Administrators of South Dakota (ASBSD/SASD) joint conference is scheduled for August 8-9, 2019 at the Sioux Falls Convention Center.  Any Board Member that is interested in attending should email Jennifer Swenson to be registered.

First days of academic meetings for the 2019-20 school year include a new staff in-service day on August 14, 2019 with all staff workshop/in-service days scheduled for August 15, 19, and 20, 2019.  The first day of school with students is scheduled for August 21, 2019.

2019-20 School Year Item:  Semester 1 Bus Passes will be available beginning on Monday, July 8, 2019 running through Wednesday, August 7, 2019.

The Special Education Performance Report has been publicly released and shows the Brandon Valley Special Education proficiency rate in Reading at 38.55 (state of South Dakota average is 18.83) and the Brandon Valley Special Education proficiency rate in Math is 30.55 (state of South Dakota average is 17.78).  Congratulations to Director Babb and his staff.

Board Reports were heard.  Board Member Gregg Ode reported on the Transportation Committee meeting held on May 23rd.  Two regular busses and one mini bus has been ordered for the 2019-20 school year.  For your information, Ode reported that in the 2016-17 school year, BV transported approximately 1,800 students and in the 2018-19 school year transported approximately 2,000 student with those numbers only continuing to rise.  Continuing challenges for the transportation department include finding drivers for regular routes and the other extra-curriculum hours as well.  That, coupled with the road conditions in this crazy spring weather and new road construction beginning, will also present more challenges in the coming year.  Another opportunity that the transportation department is planning is the use one bus from the current fleet to use for a “mobile summer lunch program” for meals and reading opportunities starting in the summer of 2020.  More information will be forthcoming on this new venture.

Board Member Ellie Saxer reported on Student Activities, Curriculum & Technology.  Mrs. Saxer had the opportunity to join Mrs. Sittig’s HS English during a class period this spring and praised BV teachers and students alike.  She was most impressed of the encouragement of one another during this visit.  Board President Ullom encouraged all board members to take time to visit a school and classrooms to see this BV pride in action.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 13th of May, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Cary Schroeder (via phone), Ellie Saxer (via phone), and Dan Klumper.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Administrative reports were presented.   Superintendent Larson reported on the new elementary school construction overview and timeline.  Overview:  The 2018 Facilities Review Committee recommends building an elementary school on school owned property at 41st and Sparta Avenue in Sioux Falls.  This committee has made this recommendation through the BV VISION 2040 – a BVSD long range facility plan.  Timeline:  July BV Board of Education meeting-Resolution authorizing bond election; Summer/Fall-hold bond election campaign; Tuesday, September 10, 2019-hold bond election; Fall 2019/Winter 2020-Construction planning (pending successful bond election); Spring 2020-Construction begins (pending successful bond election); and School opens Fall of 2021 (pending successful bond election).

 The 2019-20 budget process is underway. The 2019-20 Preliminary Budget will be presented at this evening’s Board of Education meeting.   Monday, July 15, 2019 will be the Public Budget Hearing with potential action at our Annual Board of Education meeting.

BVHS Parking for 2019-20:  In an attempt to efficiently maximize available parking space, the Brandon Valley High School will be taking a new creative approach that has been collaboratively developed with an innovative strategy to encourage carpooling.

Interim South Dakota Secretary of Education, Dr. Ben Jones, has been appointed full-time Secretary of Education.  He just recently visited the Brandon Valley School District.

Lynx Summer Reading Program (in conjunction with the Summer Lunch Program) will be held every Wednesday at Brandon Elementary starting June 5th and running to July 24th.  Story time will begin at 10:45 a.m. to noon, Book check-out will be from 10:30 a.m. to noon.  A thank you to Siouxland Library and Pizza Ranch for their collaboration on this program. 

SPECIAL REMINDER:  The second Board of Education meeting for the month of May will be held on Tuesday, May 28, 2019 at 6:30 p.m. due to the Memorial Day holiday on May 27th. 

Annual Organizational Meeting:  A recommendation has been made to move the annual Board of Education meeting from the 2nd Monday in July to Monday, July 15, 2019 at 6:30 p.m.

Looking ahead at the academic calendar, 2018-19 school year important dates to remember:  Sunday, May 19, 2019 at 2 p.m. is graduation for the BV Class of 2019; Thursday, May 23, 2019 ~ regular school day; Friday, May 24, 2019 ~ No school (teacher in-service/workshop day) as well as hosting Day 1 of the AA State Track Meet; May 27 ~ No school (Memorial Day); May 28 and 29 ~ Regular school days; May 30 ~ Last day of school (2 hour early dismissal); May 31 ~ Teacher workshop day.  Certified Staff Only – required to complete one day of flexible curriculum development planning between June 1-28, 2019. 

As of Friday May 10, 2019, two school board petitions were returned and verified in the Business Office.  Renee Ullom will continue her seat and will be joined by Gregg Talcott on the 2019-20 Board of Education effective July 1, 2019 for a three-year term each.  Congratulations!

Brandon Valley High School Principal Gregg Talcott reported that Graduation will be held in the HS Activities Center at 2 p.m. on Sunday, May 19, 2019.  An awards ceremony for the Senior class will be held on Wednesday, May 15, 2019.

Brandon Valley Middle School Principal Brad Thorson reported that on Wednesday May 22, 2019 at 8 a.m. the MS will be presenting Presidential Awards.

 Director of Instruction, Sherri Nelson, reported that the vendor for the State of South Dakota State Assessments has been chosen and it will be the American Institution for Research.  We have worked with this vendor before.  This is a 6-year contract with the option to renew for one-year increments for three additional years.

 Congratulations to Randy Marso, who has been named the 2019 Activities Director of the year! Job well done!

 The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 8th of April, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Cary Schroeder, Ellie Saxer, and Dan Klumper.  Absent: None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, Activities Director Randy Marso, Middle School Principal Brad Thorson, Assistant Middle School Principal Bill Freking, Intermediate School Principal Nick Skibsted, Brandon Elementary Principal Merle Horst, Valley Springs Elementary Principal Tanya Palmer, Director of Instruction Sherri Nelson, and Special Services Director Kyle Babb. 

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance. 

Motion by Saxer, seconded by Ode to approve the agenda as revised.  Motion carried.

The cash report for the month of March, 2019 showed receipts of $2,740,585.97 and disbursements of $2,768,584.64 leaving a balance of $5,217,806.89.  The General Fund had receipts of $2,259,529.16, sent a temporary interfund transfer of $31,208.21 to the Special Education Fund, received a temporary interfund transfer of $71,402.99 from the Bond Fund, sent a temporary interfund transfer of $375,842.48 to the Capital Outlay Fund, and received an operating transfer of $675,000.00 from the Capital Outlay Fund, and disbursements of $2,308,482.17 leaving a balance of $5,120,512.97.  Capital Outlay Fund had receipts of $135,991.73, received a temporary interfund transfer of $375,000.00 from the General Fund, and sent an operating transfer of $675,000.00 to the General Fund, and disbursements of $22,841.75, leaving a balance of $0.00.  Special Education Fund had receipts of $268,832.09, received a temporary interfund transfer of $31,208.31 from the the General Fund, and disbursements $431,676.37, leaving a balance of $0.00.  Pension Fund had receipts of $0.00, and disbursements of $0.00, leaving a balance of $51,927.93.   Bond Redemption Fund had receipts of $71,402.99, sent a temporary interfund transfer of $71,402.99 to the General Fund, and disbursements of $0.00, leaving a balance of $0.00.  Enterprise Fund had receipts of $4,830.00 and disbursements of $5,584.35, leaving a balance of $45,365.99. 

 

The March 2019 payroll totaled $1,784,990.29 of which $970,084.85 was instructional, $413,428.53 was support services, $36,739.91 was co-curricular, $285,516.85 was Special Education, $74,032.65 was Food Service, and $5,187.50 was Driver’s Education.

 

Motion by Schroeder, seconded by Ode to approve the financial reports as presented for the month of March, 2019.  Motion carried. 

Administrative reports were presented.  The 2019-20 budget process is underway.  Tuesday, May 28, 2019:  Preliminary Budget Presentation to the Board of Education.  Monday, July 15, 2019:  Public Budget Hearing with potential action at this Annual Board of Education meeting.

Child Nutrition Services and enhanced programming:  The school district is investigating and exploring potential collaborative partnerships with the potential to enhance current programming while helping some other School Districts in our area.  This may include some shared personnel with smaller area school districts.

Superintendent Larson reminded the Board that the Intermediate School will make a “good news” presentation on Tuesday, April 23, 2019.

The 2019-20 Title I allocation holds an approximate $45,000 decrease in funds for the upcoming school year which will mean a reduction in work force will be necessary for the 2019-20 Title I staff.

The Staff Recognition Banquet along with Professional Awards will be held Monday, May 6, 2019 at 6:00 p.m. in the BVHS Commons.  This banquet celebrates District retirements, years of service, as well as naming the Brandon Valley School District Teacher of the Year.

We have two (2) three-year seats open on the school board this upcoming year.  Important election dates to remember are as follows:  April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~ Deadline for petitions to be returned.  Candidates must also file a Financial Interest Statement within 15 days of filing a nominating petition; June 18, 2019 ~ School Board Election.  Please contact the Brandon Valley Business Office if interested or need more information.

Looking ahead at the academic calendar, 2018-19 school year important dates to remember:  April 18 ~ 2-hour early dismissal; April 19 and 22 ~ No School, Spring Break; May 23 ~ regular school day; May 24 ~ No school (teacher in-service/workshop day) as well as hosting Day 1 of the State Track Meet; May 27 ~ No school (Memorial Day); May 28 and 29 ~ Regular school days; May 30 ~ Last day of school (2 hour early dismissal); May 31 ~ Teacher workshop day.

Board President Renee Ullom thanked the School Nutrition Association (SNA) for allowing herself and Child Nutrition Director Gay Anderson to attend the National Convention in Philadelphia, PA recently.  While attending, Ullom and Anderson presented a break-out session entitled “School Nutrition and the Whole Child Approach” as well as attending several break-out sessions themselves. 

 Superintendent Larson presented the 2019-20 Master Agreement as negotiated between the Brandon Valley School District #49-2 and the Brandon Valley Education Association.  Motion by Ode, seconded by Schroeder to ratify the 2019-20 Master Agreement by and between the Brandon Valley School District 49-2 and the Brandon Valley Education Association as presented as follows:
           
-           Across the board 5.0% salary increase for the 2019-20 school year.
            -          
One-time wage/salary enhancement of $1,000 to be paid with the November 2019 payroll.
            On a roll call vote, voting aye:  Ode, Schroeder, Saxer, Ullom; Abstain:  Klumper; Nay: none.  Motion carried.

 Superintendent Larson presented the Administrative recommendation for all Classified Staff, including Administrative Assistants, Print Shop, Assistant Business Manager, Technology, Theater, Educational Assistants, Nurses, Custodians, Maintenance and Grounds, Child Nutrition and Transportation Staff.  Motion by Saxer, seconded by Ode to approve the recommendation of the 2019-20 Classified Wages & Salary increase as presented as follows:

-           Across the board 5.0% salary increase.

-           One-time wage/salary enhancement of $750/$600/$250 to be paid with the November 2019 payroll.

Motion carried.

 

Superintendent Larson presented the recommendation for year two of two-year contracts for all Administration (except new hire Assistant MS and BVIS Principals and year two for the Director of Instruction each receiving one-year contracts).  Motion by Saxer, seconded by Klumper to approve the recommendation of the 2019-20 Administration Salary increase as presented as follows:

-           5.0% salary increase for the 2019-20 school year.

-           One-time wage/salary enhancement of $1,500 to be paid with the November 2019 payroll.

Saxer thanked all those that were involved in the recent High School Musical “The Little Mermaid”.  She also thanked all teachers and students as they prepare for the upcoming standardized testing. 

Travel reports were reviewed.   

Motion by Klumper, seconded by Saxer to go into Executive Session at 6:53 p.m. per SDCL 1-25-2(4) ~ Superintendent Contract Negotiations for the school year 2019-20.  Motion carried. 

The Board of Education came out of Executive Session and into Open Session at 8:07 p.m.  Motion by Saxer, seconded by Klumper to approve the following Superintendent contact negotiations as follows:

For the “Good News” report at tonight’s meeting, Brandon Valley Art Instructors Erin Rieff, Heidi McNamara, Klaire Lockheart, Jennifer TerWee and Chad Nelson reported on the K-12 BV Fine Arts Night.  With over 600 faculty, students and community members attending, the Art Department teachers thanked the Administration and Board of Education for the continued support of this event. 

Administrative reports were presented.  The 2019-20 Teacher Negotiations time-line/wage recommendations has begun with BVSD Administration and BVEA representatives having met for a contract language meeting in January.  A pre-negotiation meeting was held on March 19, 2019 with an upcoming negotiations meeting between the Personnel Welfare Committee and BVEA to be held March 27, 2019.  We plan to ratify the 2019-20 Master Contract, approve Classified wage recommendations, approve Administration salary recommendations, and hold Superintendent contract negotiations at the April 8, 2019 regular Board of Education meeting.

The 2019-20 budget process is underway.  May 27. 2019:  Preliminary Budget Presentation to the Board of Education.  July 15, 2019:  Public Budget Hearing with potential action at this Annual Board of Education meeting.

Legislative Update:  The increase to education is 2.5% and Veto Day is scheduled for March 29, 2019.  We are in the process of completing an administrative review of passed legislation to make sure we comply.

We have begun the process of hiring the new Assistant Principal positions.  We had 40 applicants for the Intermediate School Assistant Principal position and 37 applicants for the High School Assistant Principal.  The timeline includes round one interviews held on March 21-22, 2019, round two interviews to be held on March 28-29, 2019, and Recommendations to Hire at the regularly scheduled Board of Education meeting on April 8, 2019.

The cash report for the month of February, 2019 showed receipts of $2,978,309.91 and disbursements of $2,670,654.74, leaving a balance of $5,245,805.56.  The General Fund had receipts of $2,285,491.59, received a temporary interfund transfer of $62,572.26 from the Special Education Fund, received a temporary interfund transfer of $27,593.53 from the Bond Fund, and disbursements of $2,228,216.65 leaving a balance of $4,830,113.68.  Capital Outlay Fund had receipts of $52,375.36, and disbursements of $20,299.59, leaving a balance of $186,007.54.  Special Education Fund had receipts of $612,099.43, sent a temporary interfund transfer of $62,572.26 to the General Fund, and disbursements $417,891.10, leaving a balance of $131,636.07.  Pension Fund had receipts of $0.00, and disbursements of $0.00, leaving a balance of $51,927.93.   Bond Redemption Fund had receipts of $27,593.53, sent a temporary interfund transfer of $27,593.53 to the General Fund, and disbursements of $0.00, leaving a balance of $0.00.  Enterprise Fund had receipts of $750.00 and disbursements of $4,247.40, leaving a balance of $46,120.34. 

 

The February 2019 payroll totaled $1,762,506.93 of which $963,661.20 was instructional, $410,288.23 was support services, $36,794.25 was co-curricular, $279,044.96 was Special Education, $70,268.29 was Food Service, and $2,450.00 was Driver’s Education.

Administrative reports were presented.   The 2019-20 Teacher Negotiations time-line/wage recommendations is underway where BVSD Administration and BVEA representatives met for a contract language meeting in January.  A negotiations meeting between the Personnel Welfare Committee and BVEA will be held on March 19, 2019 and on March 25, the Board of Education will review the preparation work.  On March 27, the Personnel Welfare Committee and BVEA will finalize negotiations, and we plan to ratify the 2019-20 Master Contract, approve Classified wage recommendations, approve Administration salary recommendations, and hold Superintendent contract negotiations at the April 8, 2019 regular Board of Education meeting.

As a special guest, Jared Olson, Business Manager of the Beresford School District and also president-elect of the South Dakota Association of School Business Officials (ASBO), the state-wide organization of Business Officials, addressed the Board of Education this evening and especially our very own Business Manager, Paul Lundberg.  Mr. Olson was present at the school board meeting tonight to present Lundberg with the 2019 Outstanding School Business Official of the year award.  Mr. Lundberg will be “officially” recognized as the school-business official for 2019 during the April 24, 2019 banquet at the ASBO spring conference in Pierre, SD.  Congratulations on this accomplishment!

The 2019-20 budget process is underway.  Following is the timeline for the budget process:  January-March:  Budget forms/documents distributed, completed, compiled and reviewed by the Central Office.  A Preliminary Capital Outlay Budget Presented/Approved (this is necessary for major items to be bid in a timely manner) at tonight’s regular Board of Education meeting.  May 27, 2019:  Preliminary Budget Presentation to the Board of Education.  July 15, 2019:  Public Budget Hearing with potential action at this Annual Board of Education meeting.

Legislative Update:  Brandon Day at the Legislature was rescheduled to Wednesday, February 27, 2019.  The legislative session concludes on Wednesday, March 13, 2019 and veto day is scheduled for Friday, March 29, 2019.

The Superintendent Evaluation/Contract timeline continues as follows:  Discuss performance evaluations turned in to Board President Renee Ullom ~ March 11, 2019; Contract negotiations ~  April 8, 2019.

Good new presentations are scheduled with the elementary buildings on March 25, 2019 and the intermediate building on April 23, 2019.

Looking ahead at the academic calendar, 2018-19 school year important dates to remember:  Snow day – school in session ~ March 14, 2019; No school, comp day ~ March 15, 2019.  Academic Calendar Modification Recommendation for the 2018-19 school year in tonight’s General Business with distribution to Parents, Guardians, and the Community on Tuesday, March 12, 2019.

As a matter of information only, Board Member Dan Klumper stated that since he does have a conflict of interest with his wife being employed as a teacher for the Brandon Valley School District, he will be recusing himself of the executive session scheduled for the March 25, 2019 board meeting regarding contract negotiations, and Klumper also plans to abstain from voting on the contract negotiation vote due to that same conflict. 

Activities Director Randy Marso informed the Board of Education that with the upcoming boy’s and girl’s state basketball tournament (and subsequent “state basketball tournament” impending snow storm) the boy’s and girl’s teams will be leaving at approximately 1:30 p.m. on Tuesday, March 12, 2019 (previously scheduled for a Wednesday departure) to avoid weather related issues that are forecasted for Wednesday.  Go LYNX!!! 

Superintendent Jarod Larson presented the recommendation to amend the 2018-19 Academic Calendar.  To date, we have had four (4) school days cancelled due to inclement weather:  January 18 and 30, 2019 and February 7 and 20, 2019.  Recommendations for “make-up” days as follows:  Thursday, March 14, 2019 (previously scheduled snow day); Friday, April 5, 2019 (previously scheduled extra paid in-service day); Thursday, May 23, 2019 (previously a 2-hour early dismissal); Friday, May 24, 2019 – No School ~ extra paid in-service day; Tuesday, May 28, 2019 ~ regular school day; and Wednesday, May 29, 2019 (last day of regular school for students with a 2-hour early dismissal); Thursday, May 30, 2019 ~ teacher workshop day.  In the event necessary, one additional weather day may be made up by shifting the last regular school day for students to Thursday, May 30, 2019 and the Teacher Workshop Day to Friday, May 31, 2019.  Any additional “No School Weather Days” will not be made up with students beyond May 31st unless the state mandated minimum number of hours are not met.

Total Fine Arts Curriculum Adoption ~ $125,048.62.  Motion by Ode, seconded by Schroeder to approve the Fine Arts Curriculum adoption beginning with the 2019-20 school year as presented.  On a roll call vote, voting aye: Ode, Schroeder, Klumper, Saxer and Ullom.  Voting Nay: none.  Motion carried.

Board President Renee Ullom reported on the Alternative Education Committee that negotiations have begun with McCrossan Boy’s Ranch.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 25th of February, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Cary Schroeder, and Dan Klumper.  Absent:  Ellie Saxer.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Renee Ullom offered a special thank you to Superintendent Larson for participating in the recent variety show held at the Brandon Valley Fine Arts Booster Club event. 

For the “Good News” report at tonight’s meeting, Brandon Valley High School Assistant Principal Mark Schlekeway started tonight’s report explaining how the post-secondary and career night started.  Parents and students expressed interest in learning more about post-secondary information.  BVHS Counselors Michelle Stemwedel, Kara Likness, and Katie Murdy explained that Fall Conferences hosted the post-secondary/college fair and the Spring Conferences will host a career fair.  Kim Cerwick from the Brandon Valley Chamber of Commerce collaborated with BVHS counselors to present summer job opportunities, possible senior internship possibilities, along with career exposure for students.  The BOE helped to partner with the BVHS with the Strategic Plan, integrating this idea and planning with the High School to make these opportunities available for our students.

Assistant High School Principal Mark Schlekeway presented new graduation requirements as adopted by the Board of Education Standards in July of 2018 along with the Brandon Valley High School Diploma requirements.  Brandon Valley continues to strive for high standards in all coursework.  High School Diploma endorsements will include:  1) Advanced Endorsement – Coursework consistent with entrance requirements for a university; 2) Advanced Career Endorsement – Experience in a concentrated area bases on academic and/or workplace experience; 3) Advanced Honors Endorsement – Coursework consistent with requirements for the SD Opportunity Scholarship.   Motion by Schroeder, seconded by Klumper to approve the Brandon Valley High School graduation requirements as presented.  Motion carried.

Administrative reports were presented.   Superintendent Larson reminded everyone that February 18-22, 2019 is School Board Recognition Week.  Thank you to BV’s hard-working Board for all they do to make BV the BEST school district in the state of South Dakota!

BVSD is currently engaged in the development of our staff work environment, tagged as “BV Listens”.  Within our strategic plan we talk about staff development and evaluating our work environment; therefore “BV Listens” is a work environment survey.  Both Certified and Classified staff have participated in this survey.  The “BV Listens!” survey was conducted starting on January 21, 2019.  THANK YOU staff for your participation!

The Student Activities, Curriculum & Technology Committee in addition to BVHS Administration and Director of Instruction, Sherri Nelson, are working through a variety of items in regard to the newest South Dakota Graduation Requirements.  This committee will have a presentation/action at the February 25, 2019 meeting.

Kindergarten Screening registration is open – contact your respective elementary school for information.

We will have two (2) three-year seats open on the school board this upcoming year.  Important election dates to remember are as follows:  April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~ Deadline for petitions to be returned.  Candidates must also file a Financial Interest Statement within 15 days of filing a nominating petition; June 18, 2019 ~ School Board Election.  Please contact the Brandon Valley Business Office if interested or need more information.

The HS Principal selection process and results are as follows:  On 2/1/2019 the BVHS Department Chair(s) and a Classified Representative met to review.  On 2/6/2019, the interview committee interviewed Mr. Mark Schlekeway and on 2/7/2019, Superintendent Larson interviewed Principal candidate Mark Schlekeway.  On tonight’s agenda, there is a recommendation to hire presented for Board approval to hire March Schlekeway as the new HS Principal beginning July 1, 2019.  On 2/12/2019, the Associate HS Principal position will be advertised internally and if necessary, that same position will be posted on our employment opportunities web-site on 2/19/2019.

Fred Assam/Brandon Elementary Boundary line update:  All families impacted by this boundary line change were sent a letter on 1/7/2019.  A request was made to those families for an intent to return and open enrollment requests due by 1/31/2019.  On 2/7/2019, letters were sent with open enrollment approval/denial.  *Note, ALL open enrollment requests involving the boundary change were approved.  Currently, there are 76 FAE students that were impacted and 49 of those students will attend Brandon Elementary and 29 students will remain at Fred Assam.

Legislative Update:  Associated School Boards of South Dakota (ASBSD) and School Administrators of South Dakota (SASD) both have Bill Tracker information you can follow on their web-sites.  The Brandon Valley Chamber of Commerce is hosting a Legislative Coffee on Saturday, February 23, 2019 at 9 a.m. at Bethany Meadows.  Other important dates to note:  Brandon Day at the Legislature has been rescheduled to Wednesday, February 27, 2019; and ASBSD Legislative Day is scheduled for Tuesday, February 19, 2019.

The Superintendent Evaluation/Contract timeline is as follows:  February 11, 2019 ~ Distribute Evaluation Tool; February 25, 2019 ~ Evaluations are due to Board President Renee Ullom; March 11, 2019 ~ Discuss performance evaluation; April 8, 2019 ~ Contract negotiations.

Good new presentations are scheduled with a post-secondary night and career night update from the Brandon Valley High School on February 25, 2019, and the elementary buildings on March 25, 2019.

Looking ahead at the academic calendar, 2018-19 school year important dates to remember:  no school for President’s Day holiday ~ February 15 and February 18; snow day school in session ~ March 14, 2019; No school, comp day, March 15, 2019.  Additional make-up day schedule is to be determined.

Middle School Assistant Principal Bill Freking reported on the National Assessment of Educational Progress (NAEP) testing that approximately 180 middle school 8th grade students participated in today.  Due to bad weather, the Middle School play had been postponed from last week to tonight at 7 p.m. 

Board policy included a discussion item on the Homework Policy.  Board member Dan Klumper, along with the Student Activities, Curriculum & Technology Committee have reviewed the current Homework Policy.  The review committee feels that this policy would be best reviewed and revised to reflect best practices.  This policy had last been revised in 2004.  Any feedback or questions should be directed to Board Member Dan Klumper.

 Business Manager Paul Lundberg reviewed the Brandon Valley School District’s 2019-2024 Five Year Plan.  This plan can be viewed in its entirety at www.brandonvalleyschools.com on the Business Office tab.

The regular meeting of the Brandon Valley Board of Education, Brandon, SD was held at 6:30 p.m. on the 28th of January, 2019 at the Brandon Valley High School Community Room with the following members present:  Renee Ullom, Gregg Ode, Cary Schroeder, Ellie Saxer (via phone), and Dan Klumper.  Absent:  None.  Also present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg, High School Assistant Principal Mark Schlekeway, Middle School Principal Brad Thorson, Middle School Assistant Principal Bill Freking, Intermediate School Principal Nick Skibsted, Brandon Elementary Principal Merle Horst, Director of Instruction Sherri Nelson, and Special Services Director Kyle Babb. 

Renee Ullom called the regular meeting to order at 6:30 p.m., beginning with the Pledge of Allegiance.

For the “Good News” report at tonight’s meeting, Middle School Principal Brad Thorson and 8th Grade Math instructor, Kelsey Hoff, updated the Board of Education on the BVMS 1:1 initiative.  Ms. Hoff is the go-to person at the MS on this initiative. Hoff demonstrated some of the many classroom examples used with the computers and also explained that these devices help the students to be more thorough and creative with their work.  With one semester completed, Thorson and Hoff are pleased with the results of the initiative thus far.  The students have taken great responsibility with the devices and Thorson stated that this program has been a tremendous asset to the Middle School!  Both Ms. Hoff and Mr. Thorson invited Board Members to visit the Middle School and any classrooms to see these devices at work first hand.  Thank you to the Board of Education for the support of this initiative! 

Administrative reports were presented. Congratulations to our technology department on the roll-out of the BVMS 1:1 Initiative along with thanks to staff and students for making this a very positive program!

 BVSD is currently engaged in the development of our staff work environment, tagged as “BV Listens”.  Within our strategic plan we talk about staff development and evaluating our work environment; therefore “BV Listens” is a work environment survey.  Both Certified and Classified staff are participating in this survey.  The “BV Listens!” survey was conducted starting on January 21, 2019.  To date there have been 246 Certified surveys completed and 126 Classified surveys completed.

The Student Activities, Curriculum & Technology Committee in addition to BVHS Administration and Director of Instruction, Sherri Nelson, are working through a variety of items in regard to the newest South Dakota Graduation Requirements.  This committee will have a presentation/action in February.

Kindergarten Screening registration is open – contact your respective elementary school for information.

We will have two (2) three-year seats open on the school board this upcoming year.  Important election dates to remember are as follows:  April 9, 2019 ~ Earliest date to circulate a petition; May 10, 2019 ~ Deadline for petitions to be returned.  Candidates must also file a Financial Interest Statement within 15 days of filing a nominating petition; June 18, 2019 ~ School Board Election.  Please contact the Brandon Valley Business Office if interested or need more information.

The 2019-20 staffing request timeline is as follows:  late February, additional 2019-20 staffing recommendations will be presented.  Late February to early March, those positions will be posted for applications; recommendations to hire for those positions will be determined as applications/interviews are reviewed and finalized.

Tentative 2019-20 Teacher Negotiations time-line/wage recommendations will begin in January with contract language meeting(s) between BVSD Administration and BVEA.  A pre-negotiation meeting will be held in March with a Negotiations meeting between the Personnel Welfare Committee and BVEA will be held in mid-March to early April.  We plan to ratify the 2019-20 Master Contract, approve Classified wage recommendations, approve Administration salary recommendations, and hold Superintendent contract negotiations at the April 8, 2019 regular Board of Education meeting.

The 2019-20 budget process is underway.  Following is the timeline for the budget process:  January-March:  Budget forms/documents distributed, completed, compiled and reviewed by the Central Office.  March:  Preliminary Capital Outlay Budget Presented/Approved (this is necessary for major items to be bid in a timely manner).  May 27. 2019:  Preliminary Budget Presentation to the Board of Education.  July 15, 2019:  Public Budget Hearing with potential action at this Annual Board of Education meeting.

 Superintendent Larson reported on the proposed 2019-20 school year calendar.  This calendar has been through a review with the Administration, Teacher Liaison Committee, and the Classified Council.  Important dates to highlight are August 14, 2019 as new staff in-service, August 15, 2019 with all new staff returning.  August 21, 2019 is the scheduled first day of classes and May 21, 2020 as the last day of classes for all BV students. This calendar will be presented for adoption on the January 28, 2019 regular Board of Education meeting.

1.    Approve contract by and between the Brandon Valley School District and Frontline Education for Employee Absence and Substitute Management implementation and usage in the amount of $4,900 start-up fee and $9,000 annual subscription fee (2018-19 prorated), effective December 12, 2018 through June 30, 2021 as presented.

2.    Approve membership agreement by and between the Brandon Valley School District and the South Dakota Food Buying Group for the 2019-20 school year as presented.

3.    Approve tuition agreement by and between the Brandon Valley School District and Children’s Home Society for one student, $106.61/day for five days/week for the 2018-19 school year as presented.

Board Member Dan Klumper reported on the Student Activities, Curriculum & Technology Committee.  This committee discussed the new SD State Graduation requirements along with preliminary discussion on revising the homework policy for the school district. 

Board Member Ellie Saxer reported on the City Affairs & Legislation Committee.  The new legislative session and newest members have been sworn in and the session is in full-swing.

Travel reports were reviewed. 

 Motion by Saxer, seconded by Klumper to adjourn the meeting at 6:55 p.m.  Motion carried.
