A special Brandon Valley School District/District
10 and 25 Collaboration session meeting of the Brandon Valley Board of
Education along with District 10 and 25 Legislative members was held at 7:30
a.m. on the 12th day of December, 2018 at the Bette Sundem
Conference Room of the Brandon Valley School District George A. Gulson
Administration Center, Brandon, SD, with the following members present:
Renee Ullom, Gregg Ode, Cary Schroeder, Ellie Saxer, and Dan Klumper.
Absent: None. Also
present were Superintendent Jarod Larson, Business Manager Paul J. Lundberg,
Representative Doug Barthel, Representative Jon Hansen, Senator Margaret
Sutton, and Senator Kris Langner.
Motion by Ode, seconded by Saxer to approve the
agenda as presented.
The purpose of this meeting was to hold a
collaborative round-table with the District 10 and 25 Legislators.

cash report for the month of November, 2018 showed receipts of $6,020,690.49

interfund transfer of $1,123,522.35 from the Capital Outlay Fund, received a
temporary interfund transfer of $7,938.02 from the Bond Fund, received a
temporary interfund transfer of $255,870.93 from the Special Education Fund,

Capital Outlay Fund had receipts of $1,181,304.44, sent a temporary

November 2018 payroll totaled $2,356,708.00 of which $1,271,012.80 was

Service, and $1,362.50 was Driver’s Education.

presented for the month of November, 2018.

Superintendent Larson reported on the following: the draft of the
2019-20 school year calendar continues to go through review with the
Administration, Teacher Liaison Committee, and the Classified Council.
We plan on an initial presentation to the Board of Education on
January 14, 2019 and a potential adoption at January 28, 2019 regular Board
of Education meeting.
Project Lead the Way. We will be
approving the course and expenditures associated with training staff for the
2019-20 school year in tonight’s General Business.
This is currently a program used at the Career and Technical Academy
and now BV will be recommending this on-site for the 2019-20 school year.
BVSD is currently engaged in the development of our staff work environment,
tagged as “BV Listens”. Within
our strategic plan we talk about staff development and evaluating our work
environment; therefore “BV Listens” is a work environment survey.
Both Certified and Classified staff will be participating in this
survey. The “BV Listens!” survey
is scheduled to be conducted on January 21, 2019, at the staff in-service
day.
Our
School Board committee in addition to our HS Instructors are working through
a variety of items in regard to the newest graduation requirements.
We are planning a committee report in the near future.
Prior to tonight’s regular school board meeting, we held our first
collaborative Brandon City Council/BVSD School Board work session.
Thank you to the Brandon City Council for joining us at this meeting
and we look forward to future opportunities to work together.
We
have also scheduled a School-State Legislator breakfast meeting on
Wednesday, December 12, 2018 at 7:30 a.m. with all District 10 and 25
legislators that are available.
This breakfast meeting will be held at the George Gulson Administration
Building conference room.
The
December focus of the LYNX-way is “we are safe”.
Watch for a video that our student’s have created.
January’s focus is “we are kind”.
On January 16 – 18, 2019, we have a special presentation on this
focus. Our staff will be
focusing on random acts of kindness as well on our in-service day on January
21, 2019.
Looking ahead at the academic
calendar, 2018-19 school year important dates to remember:
two-hour early dismissal on Friday, December 21, 2018 for the start
of Winter Break; December 24, 2018 – January 1, 2019 ~ no school for Winter
Break; January 2, 2019 ~ school resumes; January 11, 2019 ~ no school for
in-service; January 21, 2019 ~ no school for in-service; and February 15 and
February 18 ~ no school for the President’s Day holiday.
Superintendent Larson reported on School Academic Accountability and the
impact on the process of student learning with the ultimate goal of student
learning and improved academic performance.
The Brandon Valley 2018 School Performance Index (SPI) scores all
improved this year and are as follows:
Brandon Elementary – 84; Fred Assam Elementary – 83; Robert Bennis
Elementary – 89; Valley Springs Elementary – 71; Brandon Valley Intermediate
School – 72; Brandon Valley Middle School – 75, and Brandon Valley High
School – 86. The Brandon Valley
High School SPI Score is the highest of all the AA high schools in the state
of South Dakota. Larson
congratulated our students, staff and parents on the GREAT work on these
scores. A growth mindset is
critical to continual BV improvement!

on a recent Transportation Committee meeting.
This year has been going very well and he shared that communication
has been a key to this year’s success.
There are approximately 2,000 students transported daily.
Board Member Cary Schroeder reported on a recent Safety Committee meeting.
Schroeder thanked Mark Schlekeway for his time and commitment for the
safety of our staff and students.

School Accountability Data/SPI
Time-line: Larson noted that the
pre-appeal window was open for review of this School Accountability Data
from October 19-29, 2018 and public release of this information, which was
originally scheduled for November 20, 2018, has been delayed by the South
Dakota Department of Education.
Larson plans to have a State of the School Address at the regular BV Board
of Education meeting scheduled for December 10, 2018.
BVSD is currently engaged in the development of our staff work environment,
tagged as “BV Listens”. Within

South Dakota Department of Education graduation requirements were adopted in
July and we are working toward an implementation date (2020) as reviewed by

This committee along with the Administration will review the new
requirements and plan for implementation.
We
have planned a City-School collaborative work session on Monday, December
10, 2018 at 5:00 p.m. starting in the BVHS Community Room.
We have also scheduled a
School-State Legislator breakfast meeting on Wednesday, December 12, 2018 at
7:30 a.m. with all District 10 and 25 legislators that are available.

The recommendations as presented by
this committee include:
1) Construction of an
elementary building on the school owned property at 41st Street
and Sparta Avenue that could be ready for occupancy in the 2020-21 school
year.
2) Construction of an addition to the
Brandon Valley High School when the current enrollment hits a 90% trigger
taking the capacity of that school to approximately 1,800.
3)
Maintain one high school as long as possible and utilize innovative
solutions to alleviate capacity pressure at BVHS, such as an off-site
academic academy at school owned land in Valley Springs.
4) Construct an elementary building
on the school owned property east of Brandon (TRACT 9 Burkman Addition S1/2
NW1/4 36 10 48 Brandon Township) when Robert Bennis Elementary hits an
approximate 95% utilization trigger.
5)
Discontinue the use of Valley Springs Elementary when an elementary
building is constructed on the east side of Brandon and begin preparation to
utilize the school owned property in Valley Springs for the purpose of an
off-site Brandon Valley High School Career and Technical Education Academy,
alternative high school and/or other innovative secondary education
programming.
6)
Begin the pre-construction planning process for a second Intermediate
School in the southwest quadrant of the district when the current Brandon
Valley Intermediate School hits an 85% utilization trigger.
7) Begin the pre-construction
planning process for a second Middle School in the southwest quadrant of the
district when the current Brandon Valley Middle School hits a 90%
utilization trigger.
8)
The Board should continue to seek appropriate sites for future school
buildings which may include, but not be limited to, BVIS South, West
Elementary, BVMS South, Transportation and Maintenance facilities.
Future Board of Education members should be urged to further the
expansion of existing school-land usage potential.
9)
Continue the use of enrollment triggers for the purpose of proactive
growth management.
10)
The Board, to the extent possible, should collaborate and cooperation
with our communities on facility, playground, and park space when
constructing school facilities for the overall good of the district’s
citizens.
Other notes: The greatest amount
of dissention within the group surrounded the appropriate size for a middle
school. The Committee recommends
reconvening a Facility Review Committee when the BVMS utilization trigger is
hit to further plan for the middle and high school facilities.

The
boundary line proposal formal recommendation for the 2019-20 School year was
presented at tonight’s meeting by Superintendent Larson.
The proposal alters the Fred Assam Elementary boundary line by taking
the Brandon Elementary boundary west at Holly/Rice Street and then including
the northwest portion of our school district into Brandon Elementary
boundary lines. The recommended
change reduces the size of the Fred Assam Elementary attendance area and has
the potential to redistribute 100 students from the northwest portion (north
of Holly/Rice) of the school district to Brandon Elementary.
While formulating the proposed recommendation to the district’s
elementary boundary lines, we work to minimize impact on students and
establish long-lasting attendance center boundaries that align to the future
growth of the district.
Additional items considered are 1) current third grade students will be
permitted to remain at FAE as well as siblings of current third grade
students. These students would
be subject to the open enrollment transportation fee; 2) Open enrollment
requests from exiting students grades JK-2 will be processed in accordance
to open enrollment administrative regulation by February 8, 2019 with a
direct communication via letter sent to families impacted by the boundary
line change with specific information regarding open enrollment application
and time-lines. Motion by
Schroeder, seconded by Klumper to accept the proposed recommendation for the
2019-20 school year boundary line change as presented.

Superintendent Larson explained that the realignment of our elementary
boundary lines creates a circumstance in which the make-up of the majority
of our BV School District Elementary EL student population is divided
between two elementary buildings (Fred Assam Elementary and Brandon
Elementary). Since analyzing all
components and understanding that strengths and weaknesses exist within all
options, Fred Assam Elementary is the location the best serves the needs of
our elementary EL program.
Motion by Saxer, seconded by Ode to approve the recommendation for the
location of the District Elementary EL program at Fred Assam Elementary
School beginning with the 2019-20 school year as presented.

Renee Ullom called the Public Hearing
for the Elementary Boundary Proposal to order at 6:00 p.m., and welcomed
everyone to this hearing that preceded the Board of Education meeting. Christine Murtha, District EL
Teacher for grades 5-12 spoke to the Board of Education this evening.
Murtha stated that the family engagement and time spent with each
individual student will be enhanced by keeping the EL students together at
Brandon Elementary as proposed with this boundary change.
Three separate parents spoke during
the hearing and asked about what accommodations would be made for students
not wanting to move with the boundary change.
Superintendent Larson stated that concessions are being made for
students that would like to remain at FAE; the boundary change includes all
residents north of Rice Street would now be included in the new Brandon
Elementary boundaries. An
exception will be made to all third grade students that will be fourth
graders in the 2019-20 school year; those students and their siblings would
be allowed to stay at their current school regardless of the new boundaries.
Younger students wanting to stay at their current school would need
to file in-district open enrollment paperwork, would subject to open
enrollment determinations, including class sizes, and would also be subject
to the open enrollment bussing guidelines.
Larson stated that a decision on those in-district open enrollment
requests would be made sometime tentatively in February or March of 2019.
The last question was in regards to boundary changes in the future
with a new school being built.
Larson stated that boundaries are always subject to change, however, since a
decision has not been made as to where a new school would be built, he did
not feel that would affect Fred Assam.
There was no other community input at
this time.

Business Manager Paul Lundberg presented the per pupil spending
report for FY18 as tabulated by the South Dakota Department of Education.
It compares the per pupil spending of
School Districts throughout
South Dakota. Brandon Valley
ranks 144 out of 150 school districts.
Brandon Valley still maintains an efficient utilization of the
dollars that are allocated to us while still maintaining high levels of
salary policies and programs.
The Brandon Valley FY18 cost per pupil was $7,786 versus the state of South
Dakota average of $9,304. The
main differences in spending come from opt outs and federal program
revenues. Brandon Valley has top
test scores, top salaries, and has a very efficient use of money that is
entrusted to us.
Superintendent Jarod Larson reported
on the Facility Review Committee as it aligns specifically to the strategic
plan in the areas of facility use and operations with a proactive approach
on planning for growth. This
committee has already had four meetings with the last meeting held Wednesday
on November 7, 2018 at the BVHS Community Room.
In the previous meetings, the committee has reviewed the current
school/district enrollment, current facilities and capacity,
residential/student growth, as well as analyzed elementary building site
locations. They have also
focused on school finance, analyzing the building site locations, discussing
the time-line for a new elementary school, as well as discussing long-range
planning and a 20 year growth vision.
The Facility Review Committee will work to develop non-binding
facility recommendations to develop a 20-year growth vision.
This group plans to present their findings to the Board of Education
at the second meeting in November.
The
boundary line proposal, as discussed in the public hearing earlier this

This planning is for communicating appropriately to our patrons and
also for managing our staff.
The
draft of the 2019-20 school year calendar continues to go through review
with the Administration, Teacher Liaison Committee, and the Classified
Council. We plan on an initial
presentation to the Board of Education in early January and an adoption at
the last regularly scheduled meeting in January, 2019.
School Accountability Data:
Larson noted that the Administration worked through the pre-appeal
window combing through that data and have submitted to the Department of
Education any mistakes, errors, etc., that they have found and the release
date of this School Accountability Data from the Department of Education
will be November 20, 2018. This
data will be reviewed at the second regular school board meeting in
November.
BVSD is currently engaged in the development of our staff work environment,
tagged as “BV Listens”. Within
our strategic plan we talk about staff development and evaluating our work
environment; therefore “BV Listens” is a work environment survey.
Both Certified and Classified staff will be participating in this
survey. Anticipated roll-out
date is late January with Superintendent Larson and Director of Instruction,
Sherri Nelson, reviewing the results.
Looking ahead at the academic
calendar, 2018-19 school year important dates to remember:
November 21-23, 2018 ~ no school for Thanksgiving Break and December
24, 2018 – January 1, 2019 ~ no school for Winter Break with a two-hour
early dismissal on Friday December 21, 2018 for the start of our Winter
Break.
Activities Director Randy Marso congratulated to the BV Football
team, Cheer Team, coaching staff, and BV community for the team effort and
support as the BV Football team defeated the Washington Warriors for their
first 11AAA Championship. We are
BV proud!

Technology Committee, congratulating our Quiz Bowl Champions and the Fall
Play participants. Saxer also
thanked Activities Director Marso for all he does with all the BV
activities!
Superintendent Larson thanked Board
Member Ellie Saxer leading the City Affairs & Legislation Committee, which
takes a lot of time and effort traveling to the sessions and for reviewing
all the emails and resolutions as she receives them. Larson also noted that
in early December, the Brandon Valley Board of Education will be meeting
with our State Legislators for an early morning breakfast session that will
be open to the public, as well as also working with the City Council of
Brandon and their leadership for a joint meeting (dates to be announced).

presented. Fall enrollment:
The official count as of the last Friday in September was 4,250
students. This number compares
to last year’s official count of 4,057 students; an increase of 193 students
for the 2018-19 school year state-aid enrollment count.
The Facility Review Committee aligns
specifically to the strategic plan in the areas of facility use and
operations with a proactive approach on planning for growth.
This committee has already had their first two meetings and will be
meeting on the following subsequent Wednesdays: October 24 and November 7,
2018 at the BVHS Community Room. In
the previous meetings, the committee has reviewed the current
school/district enrollment, current facilities and capacity,
residential/student growth, as well as analyzed elementary building site
locations. The next meeting will
focus on school finance, analyzing the building site locations, discussing
the time-line for a new elementary school, as well as discussing long-range
planning and a 20 year growth vision.
The Facility Review Committee will work to develop non-binding
facility recommendations to develop a 20-year growth vision.
This group plans to present their findings to the Board of Education
at the second meeting in November.
Fall Parent-Teacher conferences were held October 15th and 16th,
and Superintendent Larson issued a huge thank you to parents, guardians,
teachers and staff. In a child’s
education, an engaged adult matters and active participation matters.
The HS Administration and School Counselors also planned a
post-secondary event during conferences.
Colleges, universities, technical schools, and branches of our
military were on-site to meet with parents and students in the auxiliary gym
at the BVHS during conferences.
This proved to be a very valuable event for both students and parents.
The HS Administration will plan to report to the Board of Education
in a later meeting on this event.
A career/work-fair event is being planned for the second semester
parent-teacher conferences. More
information to come on that future event.
The

to a bus driver shortage, we have been utilizing Charter Bus service where
we would typically send a yellow bus for various student extra-curricular
activities. Superintendent

increased expense.
Brandon Valley School District does adhere to the birth certificate
requirement; therefore, parents and guardians are required to provide birth
certificates within 30 days of enrollment.
We are also required to provide notice to the State’s Attorney if any
birth certificate is not received.
The
2017-18 School Accountability Data/SPI time-line is as follows:
October 19-20 there was a review of data/pre-appeal window; November
19, 2018 is a tentative public release, and November 26, 2018 is the state
of the Schools Address at that evening’s regular Board of Education meeting.
ACT data was also recently made public and overall Brandon Valley has
done very well. This data will
also be presented at the State of the Schools address.

City Affairs & Legislation. Mrs.
Saxer recently attended the regional Associated School Boards of South
Dakota (ASBSD) conference and reported that House Bill 1128, the half penny
on-line sales tax collection (and where that money will go), is a hot topic.
Other big education topics include mental and behavioral health
management and making school safety more consistent across the state.
President Renee Ullom reported on Child Nutrition and Wellness. Since presenting at the National School Nutrition Association Conference with our Child Nutrition Director and newly elected President of that organization, Gay Anderson, both Mrs. Anderson and Mrs. Ullom have now been asked to also make a presentation at the National School Board Conference in Philadelphia. The Brandon Valley School District #49-2 is getting some great exposure with Mrs. Anderson’s appointment as School Nutrition Association President. Ullom will update the board on that future presentation.

These meetings are held in the evening.
Superintendent Larson invites any or all of our BOE members to attend
any of these regional meetings.

Parent-Teacher conferences are scheduled as follows: Elementary and High
School Parent-Teacher conferences; October 16, 2018 ~ Intermediate/Middle
School Parent-Teacher conferences; and October 19, 2018.
This year as an added event at the High School level, we will offer a

BVHS office/classroom remodel:
the “punch list” finish work continues to be done after school and
weekend hours as to not interfere with the instruction.
The Facility Review Committee
aligns specifically to the strategic plan in the areas of facility use and
operations with a proactive approach for planning for growth.
This committee will be meeting on the following Wednesdays:
September 26, 2018, October 10, 2018, October 24, 2018, and November
7, 20189 at the BVHS Community Room.
The Facility Review Committee will work to develop non-binding
facility recommendations to develop a 20-year growth vision.
Thank you to our 30 members of this very important committee.
This groups plans to present their findings to the Board of Education
at the second meeting in November.
As proclaimed by South Dakota
Governor Dennis Daugaard, September is attendance awareness month.
We are also holding a District and School-wide campaign to raise
attendance awareness as well. We
are currently engaging in conversation on how to deal with chronic
absenteeism. A very small
percentage of our student population has chronic absenteeism, but it impacts
on student achievement so we are addressing this issue to help with that
sector of students as well.
FY18 Audit will be conducted
on Monday and Tuesday, September 17 - 18, 2018.
The 2017-18 Public Report Card
has been delayed this year with a tentative release set for December, 2018.
Associated School Boards of
South Dakota (ASBSD) will be holding regional meetings on Wednesday, October
3rd in Yankton, Thursday, October 4th in Madison, or
Thursday, October 11th in Mitchell.
These meetings are held in the
evening. Superintendent Larson
invites any or all of our BOE members to attend any of these regional
meetings. Call the Central Office if
you are interested in being registered for any of these meetings.

Brandon Valley Middle School Principal Brad Thorson reported on the 1:1
initiative. Two weeks into the
1:1 “roll-out”, Thorson reported that the process has gone well. He and his
staff continue to focus on professional development with the use of these
new devices. Board member Ellie
Saxer stated that she has received many thanks from parents on these
computers and their smooth implementation.

They discussed Science and STEM programs and the staff development
domain with many interesting things coming our way as a school district in
the future.
President Renee Ullom reported on
Alternative Education. Teachwell
includes Hartford, Brandon Valley, West Central and Lennox as well as hiring
all the teaching community for McCrossan’s Boy’s Ranch.
This is an expansive program that takes on very difficult behaviors
and helps these students to be successful graduates.
Joan Frevik and the staff at Teachwell would welcome guests and
visitors for a tour and show them just how proud they are of this important
alternative education.
Business Manager Lundberg stated that
he was approached by a Community Member that had a graduate of the High
Impact program at Teachwell, which got this patron’s student his degree and
got him turned around. They were
thankful for the program and wanted us to pass that on to Teachwell and
staff.
Board Member Ellis Saxer also
reported on Student Activities, Curriculum and Technology.
Leading up to the Pigskin Classic Football game on September 8th,
Saxer stated that we have had over 100 hours of activity time utilized on
our new turf to include Soccer, Band and Freshman/JV football.

To begin the Superintendent’s administrative reports, Superintendent
Jarod Larson requested that Brandon Valley Middle School Principal Brad
Thorson give an update on the Middle School 1:1 Initiative.
Thorson reported that the “roll-out” of this computer initiative has
gone very smoothly as the school year has begun.
Thorson thanked Assistant Middle School Principal Bill Freking,
Computer Technology Assistant Kris Jones, and various teachers, for helping
in the smooth transition to the 1:1 Initiative to start the school year.
The Middle School staff held three parent orientation sessions, with
approximately 93% of parents in attendance.
Starting today, August 27, 2018, the computers were handed out to all
7th and 8th graders.
All the necessary family/student paperwork has been returned and many
families have taken advantage of the $25 insurance coverage.
Thorson is excited to see how this Initiative will enhance both
learning and teaching with BVMS students and teachers.
Dr.
Larson continued with administrative construction updates as follows:
BVHS office/classroom remodel continues as the finishing “punch-list”
item completion continues after hours and on weekends.
Dr. Larson offered a tour following
tonight’s board meeting for anyone wishing to view this updated space.
A
Facility Review Committee will soon begin meeting to review all of our
facilities, to develop non-binding facility recommendations, and to develop
a 20-year growth vision. This
committee is tentatively planning on having four meetings in the months of
September and October with a report to the Board in November.
This committee will have approximately 20 people, and all
individual’s names have been submitted to Superintendent Larson, who is in
the process of informing this group of the meeting dates.
This committee is necessary because we have hit trigger points on one
or more of our elementary schools which stimulates the conversation of
facility needs.
Current Fall enrollment approximate numbers:
BV High School ~ 1,146 (including Teachwell Academy students); BV
Middle School ~ 686; BV Intermediate School ~ 673; Brandon Elementary ~ 540
(not including 39 Early Childhood students); Fred Assam Elementary ~ 557;
Robert Bennis Elementary ~ 531; Valley Springs Elementary ~ 100.
This is a total student count to date of 4,233, up 176 students from
Fall 2017 enrollment numbers.
This year’s student enrollment has exceeded our growth projections, but we
have managed this growth well, class sizes have remained manageable, and we
have building capacities available at all building levels.
The largest class is 347 in the 6th grade!

Child Nutrition Director, Gay Anderson, reported on the 2018 Summer Lunch
and Reading Program. Anderson
started out by thanking the Superintendent, Administration and Board of
Education for allowing her the time and resources to begin her latest
venture as the National School Nutrition Association President.
She and her staff was also thankful for the opportunity to attend the
National School Nutrition Association Convention this summer where they all
received very valuable training and ideas to use upon their return here at
Brandon Valley.
Anderson shared that there were 33 days that lunches were served in this
year’s summer lunch program with an 11% increase of students and a 40%
increase in adults eating meals from last year’s summer program.
There were a total of 13,644 meals that were served this summer with
an overall increase of 12%.
Anderson also received many great comments on this program.
They had a record setting day of 495 meals served in one day!
Larson added that in conjunction with the Summer Lunch Program was a Summer
Reading Program where 400 books were circulated out of the Brandon
Elementary Library with approximately 160 total participants and at least
120 students meeting or exceeding their summer reading goals .
Overall this was a positive addition to the summer lunch program.

Construction update: The
BV outdoor stadium turf project is complete with practice being held on that
turf now. Final walk-through is
scheduled for August 15th with the first event being held on
Monday, August 20th with Marching and Melon Madness.
Everyone is invited to check out our updated stadium.
Demolition of the BVHS office/classroom remodel:
finish work continues and tonight we are reviewing and approving
Change Order #1 on that project.
Teachers are beginning to move into this new space and we expect work to be
completed on or before the first day of school next week!
A
Facility Review Committee will be forming soon with the following members:
Superintendent Larson, Business Manager Lundberg, Operations Manager
Hentschel, along with various administrators and teachers. Larson asked that
each board member ask two District Patrons to serve on this committee also.
The Buildings and Grounds committee will also be on the Facility Review
Committee where they will look at future School District needs five to
twenty (5-20) years on future facility upgrades.
“Stand up for School Safety” is a new project that is being put together
with the SD Department of Criminal Investigation in conjunction with the SD
Chief of Police and Sherriff’s Association.
This will be an anonymous reporting platform via text message to
report suspicious behavior, violence, or threats.
We will continue to work with our law enforcement to build those
collaborative relationships.
Larson offered a giant thank you to the transportation department and our
parents and patrons! We
sold 1,100 bus passes prior to the August 8th deadline!
This greatly helps the transportation department’s preparations for
transporting students as school begins.
Lastly, looking ahead to our next academic school year, 2018-19
school year important dates to remember: Thursday, August 16th
will be new staff in-service; August 20th – 21st will
be our all staff in-service with our all-staff welcome back scheduled for
Tuesday, August 21st at 10:30 a.m. at the BVHS Activities Center.
The first day of the 2018-19 academic school year begins on August 22nd,
2019, with no school on September 3rd for the Labor Day holiday!
Brandon Valley High School Principal Gregg Talcott stated that the HS is
ready to start school and looking forward to year three with their 1:1
Initiative and MacBook use. On
Tuesday, August 7th, a Senior Retreat was held with great
leadership formed with our senior class leaders.
Freshman Unity Day is being held on Wednesday, August 15th, and
always proves to be a valuable day for all incoming freshman.
The new classroom addition is very close to being completed and
teachers are moving in and grateful for the new space.
Along with this addition, the computer help desk has relocated into
their new area in the HS as well.
Brandon Valley Middle School Principal Brad Thorson stated that the Middle
School teachers and staff are ready for the first day of school.
Several students have been in to see where their classes are and to
practice with their lockers!
Thorson thanked the Board of Education for their earlier approval of the 1:1
technology initiative that will be beginning with the start of this school
year. Parent and student
meetings will be held Thursday, August 16th,
6:00-7:00 p.m. and then again at 7:30 p.m. – 8:30 p.m. for a second
round of meetings. This will
allow some time in between each session for additional questions and
answers. The MS staff will also
have student orientation the first three days of school to make sure that
the students continue to be comfortable with the use of their device and
understand the expectations of having this tool.
Thorson thanked the HS administration and staff along with our
technology department for helping to prepare for this 1:1 initiative.
MS Teachers have their new devices now and are beginning to orientate
themselves to the device.
Students will have their devices by approximately Monday, August 27th
and will be allowed to bring them home to use.
Activities Director Randy Marso stated that we have started band and fall
sports practices and we have 532 students and 45 staff members that are
engaged in these fall activities!

in and took the Oath of Office for 3-year terms on the Board of Education
for the Brandon Valley School District 49-2.

over the meeting for the election of Board Chairperson.
Gregg Ode nominated Renee Ullom as Board Chairperson for the 2018-19 Board
of Education. Motion by Saxer, seconded by Schroeder to nominate Renee Ullom
as Chairperson of the Board of Education for the 2018-19 school year and
that nominations cease and the Board cast a unanimous ballot for Renee Ullom
as Chairperson of the Brandon Valley Board of Education for the 2018-19
school year. On a roll call vote, voting aye:
Saxer, Schroeder, Ode, Klumper, and Ullom; voting nay: none.

Our summer lunch program has been enhanced this summer by adding a
summer reading program. Every
Wednesday which started on June 6th and runs through July 25th,
we offer story time at two different times:
10:45 a.m. and 11:30 a.m. with the BE library opened to our students
from 10:40 a.m. through 12 noon.
We are targeting ages 5-6 with story time.
We are requesting volunteers to read during the story time
Wednesday’s. Thank you to the
Siouxland Library and the Pizza Ranch on their collaboration with this
program. Summer reading goals
set are as follows: Preschool students: 150 books; Jr. Kindergarten-5th
grade: 600 minutes; Grades 6-12:
5 books. To date, we have served
approximately 11,000 lunches during our summer lunch program.
Last day for summer lunch will be held on Friday, July 27, 2018.
Construction update: The BV
outdoor stadium turf project is underway.
Concrete and drainage are in progress and we expect the synthetic
turf will begin to be laid very soon.
Demolition of the BVHS office/classroom remodel is moving along in a
timely manner. Early August is the
completion date on both of these projects.
A
Professional Development Opportunity for the School Board and BV
Administrators is coming up with the joint convention of Associated School
Boards of South Dakota (ASBSD) and the School Administrators of South Dakota
(SASD) held at the Sioux Falls Convention Center on August 9 and 10.

A
Facility Review Committee will be forming soon with the following members:
Superintendent Larson, Business Manager Lundberg, Operations Manager
Hentschel, along with various administrators and teacher. Larson asked that
each board member ask two District Patrons to serve on this committee.
The Buildings and Grounds committee will also be on the Facility
Review Committee. This committee
will look at future School District needs five to twenty (5-20) years on
future facility upgrades.
President Renee Ullom along with Superintendent Larson congratulated Child
Nutrition Director Gay Anderson on her recent installation as the School
Nutrition Association National President.
President Ullom, Superintendent Larson, Operations Manager Hentschel
and Child Nutrition Managers from the BV District were all able to attend
this installation and professional development during this conference that
was held earlier in July in Las Vegas, Nevada.

As we begin to look ahead to our next academic school year, 2018-19
school year important dates to remember: Thursday, August 16th
will be new staff in-service; August 20th – 21st will
be our all staff in-service with our all-staff welcome back scheduled for
Tuesday, August 21st at 10:30 a.m. at the BVHS Activities Center.
The first day of the 2018-19 academic school year begins on August 22nd,
2019.
Important information for the 2018-19 school year include the availability
of bus passes now through August 8th at our Transportation
facility or on-line on the School District Web-mall.

transportation fees for the 2018-19 school year will remain the same as last
year and are as follows:
Students living five miles for more from their designated school will not be
charged a fee as per state law.
Students requesting transportation within 5 miles of their designated school
be required to purchase a bus pass.
Bus passes are $75/student per semester with the maximum semester fee
of $175/family.
Open enrolled students who have a
pickup and drop-off point out of their assigned attendance boundary, as per
Board policy, will be charged $150/semester, which does NOT apply to the
family maximum. An open enrolled
student who uses a pickup and drop-off within the boundary of the school of
attendance will be charged the regular fee of $75/semester and will not be
subject to the increased rate.

from 10:30 a.m. through 12 noon.
We are targeting ages 5-6 with story time.
We are requesting volunteers to read during the story time on
Wednesdays. Thank you to the
Siouxland Library and the Pizza Ranch on their collaboration with this
program. Summer reading goals
set are as follows: Preschool students: 150 books; Jr. Kindergarten-5th
grade: 600 minutes; Grades 6-12:
5 books. Prizes are available
through Siouxland Library, Pizza Ranch and County Fair.
Our first Wednesday had approximately 60 students for story time.
We will not have lunch or story time on Wednesday, July 4, 2018.
Construction update: The BV
outdoor stadium turf project is underway with the demolition and drainage
system in progress. Demolition
of the BVHS office/classroom remodel has begun and is moving along in a
timely manner. The BVHS wet-pipe
sprinkler system upgrade is underway as well.
A
Professional Development Opportunity for the School Board and BV
Administrators is coming up with the joint convention of Associated School
Boards of South Dakota (ASBSD) and the School Administrators of South Dakota
(SASD) held at the Sioux Falls Convention Center on August 9 and 10.

As we begin to look ahead to our next academic school year, 2018-19
school year important dates to remember: Thursday, August 16th
will be new staff in-service; August 20th – 21st will
be our all staff in-service with our all-staff welcome back scheduled for
Tuesday, August 21st at 10:30 a.m. at the BVHS Activities Center.
The first day of the 2018-19 academic school year begins on August 22nd,
2018.
Important information for the 2018-19 school year include the availability
of bus passes beginning July 9th through August 8th at
our Transportation facility.
Also, under the Central Administration tab on the school district web-site,
www.brandonvalleyschools.com,
we have several new calendars posted for the new 2018-19 school year,
including an Academic Calendar and an Activities Calendar.
One
last reminder is that the July annual Board of Education meeting has been
scheduled for Monday, July 16, 2018.
The Budget Hearing begins at 6:00 p.m. with the annual meeting to
begin at 6:30 p.m.
Activities Director Randy Marso reported on the Outdoor Complex Video Board
proposed at an earlier Board of Education meeting by the Booster Club.
The Booster Club did not secure the needed sponsorships to begin this
fall and will be delayed for a year on the implementation of this Video
Board.

Board member Cary Schroeder reported on the Buildings and Grounds
Committee. This committee
continues to look at the 2018-19 enrollment projections and the triggers
associated with those projections for our facilities.
They reviewed major projects completed during the 2017-18 year and
looked ahead to current projects starting with the 2018-19 school year.
They reviewed the 5-year capital outlay projections and are in the
process of assembling a facility review committee to prepare for some
upcoming meetings in the fall.
Board member Klatt asked about re-aligning elementary boundaries to
evenly spread out students throughout the four elementary schools.
Superintendent Larson responded that re-aligning elementary
boundaries would certainly be a consideration after reviewing fall 2018
enrollments.

Director of Instruction Marge Stoterau reported on Read 180/System 44, a
reading growth metrics program.
This program is used in the Brandon Valley Middle School with students with
reading challenges. Stoterau
showed a chart with BV’s reading growth chart, which shows improved reading
scores along with higher scores on students’ Smarter Balanced test scores.
Stoterau thanked the Board of Education for their support on these
very important programs and for their support of her personally during her
tenure at the BV School District.

Update on the Strategic Planning process.
At the next regularly scheduled Board of Education meeting, there
will be a presentation on the proposed District-wide Strategic Plan and then
we will seek potential adoption at our last regularly scheduled Board of

The
upcoming school board election will be held on Tuesday, June 19, 2018 with
two 3-year seats open.
The summer reading program
will be held in conjunction with our summer lunch program.
First day of the summer lunch program was today, May 29th,
with approximately 300 participants at Brandon Elementary.
Every Wednesday, starting June 6th
through July 25th, we will run a story time at 10:45 and
11:30 a.m. and we will also provide the BE Library for book check-out to all
our Brandon Valley students.
Summer reading goals for Jr. Kindergarten through 5th grade
students is 600 minutes and grades 6-12 is five books.
We encourage our students to meet or exceed those summer reading
goals.
School Nutrition Association National Conference: BV’s Child
Nutrition Director, Gay Anderson, is being installed as the National
President of the School Nutrition Association in July.
Our school district will be representing and supporting Anderson at
that national conference with the following school representatives:
Superintendent Larson, President Renee Ullom, and Operations Manager Ty
Hentschel. Mrs. Anderson will be
presenting a session at this conference as well.
Our school district receives a stipend for Mrs. Anderson’s efforts
and we are using that stipend to provide professional development to the
kitchen managers along with helping with the cost of attending the National
Conference.
We are currently in the process of reviewing our policy that speaks
directly to corporal punishment.
We are looking at the options of updating the current policy or including an
additional policy. A first
reading of this updated/new policy will be held at the next regularly
scheduled Board of Education meeting.
This policy needs to be completed by July 1, 2018.

The South Dakota Department of Education secretary has recently
resigned his position effective July 1, 2018.
Mr. Don Kirkegaard will be moving to Wisconsin to pursue a
Superintendent career and we certainly wish Mr. Kirkegaard the best of luck.
The current Deputy Secretary of Education, Mrs. Mary Stadick Smith
will be serving as the interim SD Department of Education secretary through
January, 2019.
Lastly, Larson congratulated the Lynx Girl’s Track and Field team on
their 1st place finish at the AA state track meet this last
weekend. Way to go Lady Lynx!

Superintendent Larson reported on the continuing Strategic Planning
process. A final public meeting
was held on Tuesday, April 24, 2018 and Larson plans to have a presentation
on the Strategic Plan to the Board on June 11, 2018 with the potential
adoption of this plan on June 25, 2018.
A big thank you to all our parents, patrons, and staff that
participated in that process.
At
the staff recognition banquet recently held, we announced that the 2018
Brandon Valley Teacher of the Year is Mrs. Jill Flint from Brandon
Elementary. For the second year
in a row, the BV School District nominee for regional teacher of the year is
Mrs. Sarah Darling, also from Brandon Elementary.
Mrs. Darling is now in the running for South Dakota State Teacher of
the Year. Congratulations to
both Mrs. Flint and Mrs. Darling!
Budget Preparations and timeline update:
the Business Manager will present a preliminary budget at our next
regular school board meeting on May 29, 2018 with the formal budget
presentation to be held at the Annual Board of Education meeting in July.
Five petitions have been filed for the upcoming school board election that
will be held on Tuesday, June 19, 2018.
Nominees include Dave Howard, Dan Klumper, Stacie Long, Gregg Ode,
and Adam Punt.
Our
summer lunch program will be enhanced this summer by adding a summer reading
program. Every Wednesday
starting on June 6th and running through July 25th, we
will offer story time at two different times:
10:45 a.m. and 11:30 a.m. with the BE library opened to our students
from 10:40 a.m. through 12 noon.
We are targeting ages 5-6 with story time.
We are requesting volunteers to read during the story time
Wednesday’s. Thank you to the
Siouxland Library and the Pizza Ranch on their collaboration with this
program. Summer reading goals
set are as follows: Kindergarten-5th grade:
600 minutes; grades 6-12:
5 books.
2017-18 school year important dates to remember:
BVHS graduation is scheduled for Sunday, May 20, 2018 at 2 p.m. in
the BVHS Activities Center.
Last day of school for all other students is scheduled for Thursday,
May 24, 2019 with a two-hour early dismissal.
Lastly, our second regularly scheduled Board of Education meeting
will be held on Tuesday, May 29, 2018 at 6:30 p.m. due to the Memorial Day
holiday.
High School Principal Gregg Talcott stated that the local ministirium hosted
Baccalaureate on Sunday, May 13, 2018 in the Performing Arts Center.
The Senior Academic Awards Assembly is scheduled for Wednesday, May
16th focusing on the seniors, with the rest of the high school
students having their awards assemblies on Monday, May 21, 2018.
Graduation is set for Sunday, May 20, 2018 at 2 p.m. in the BVHS
Activities Center. The senior
parents are again hosting an after-graduation party for the Class of 2018.

A “Good News” Report was presented at tonight’s meeting by the Brandon Valley Middle School Principal Brad Thorson along with MS staff Calvin Lipetsky, Molly Ring, and Mallory Jark entitled “Math and Marching: You Know the Drill.” These teachers worked with Math students showing them the connection of Math and Marching Band. The Band teacher was able to show the Math teachers and the students how you can use math to graph out marching drills. This helped to bring the outside into the Math class, making an authentic connection.

Update on the Strategic Planning process: The second public meeting
is scheduled for tomorrow, Tuesday, April 24, 2018 in the BVHS Community
Room at 5:30 p.m.
The staff recognition/retirement banquet is scheduled for Monday, May
7th at 6 p.m. in the Brandon Valley High School Commons. This
banquet will also announce BV’s Teacher of the Year.
Budget preparations for 2018-19 are underway.
May 11, 2018 is the deadline to file board of education petitions.
Interested parties must also file a Conflict of Interest/Statement of
Financial Interest form provided to them from the Business Office 15 days
from returning a completed petition.
If necessary, we will hold a School Board election on Tuesday, June
19, 2018.
Smarter Balanced Testing is completed in some schools and underway in
others. So far, we have seen a
great effort being put forth by our students along with great
parent/guardian support.

Friday, April 27th (this was a scheduled snow day). BVHS

enrolled out of our District are required to notify the Brandon Valley
School District on or before August 1, 2018 if they would like to return.
Brandon Valley Administration will require such notification to be
made in writing.
Director of Instruction position hiring was completed this week with a
recommendation to hire on tonight’s agenda.
There were 26 applications; 10 applicants were interviewed in the
first round of interviews and 4 applicants in the last round of interviews.
Superintendent Larson thanked members
of the administration, teachers, and the entire interview team that made
this process go smoothly. A
transition process with our current Director of Instruction and the new
Director of Instruction will begin in the near future.
The
staff recognition banquet is scheduled for Monday, May 7th at 6
p.m. in the Brandon Valley High School Commons. This banquet will also
announce BV’s Teacher of the Year.
Teacher of the Year nominations are due now.
2017-18 school year important dates to remember: no school for an
in-service/workshop day scheduled for Friday, April 13th.
We will be having school on Friday, April 27th (this was a
scheduled snow day). BVHS graduation is scheduled for Sunday, May 20, 2018
at 2 p.m. in the BVHS Activities Center.
Last day of school for all other students is scheduled for Thursday,
May 24, 2019.
High School Principal Gregg Talcott reported that state mandated testing is
being held with the junior class this week and the senior class will attend
a year-end retreat. Prom is
scheduled on Saturday, April 14th at the El Riad Shrine.
An after prom gathering is being held at the Brandon Valley Assembly
of God Church until 3 a.m. directly following the dance.

school years of 2018-24) and Science Curriculum (for the school years of

Board vice-chairperson Gregg Ode
reported on a meeting last month from the Safety Committee.
The committee received a safety update from around the District by
the Resource Officer. The
committee also discussed safety protocol, emergency kits (used in each
classroom), and the renewal of the unification plan.
Other discussion included district-wide innovations on safety.
Board member Cary Schroeder thanked Assistant High School Principal
Mark Schlekeway and his staff for the work that goes into the safety of our
staff and students.
Board President Ullom thanked the
Student Activities, Curriculum & Technology Committee for all the work that
was done with the recent curriculum adoptions.
Ullom also reported that the Alternative Education program is
progressing well.
Board Member Ellie Saxer
congratulated the BVHS presentation of Cinderella and all that entails with
the production of such wonderful shows night after night.

“Good News” Report was presented at tonight’s meeting by the Brandon Valley
Intermediate School Principal Nick Skibsted, Instructors Jeff Lockner and
Matt Mueller, and Lance and Nikki Chevalier (daughter of Gabrielle)
highlighting the BVIS Student Showcase (Spring Parent/Teacher Conferences).
This showcase aims to provide an opportunity for students to reflect
on the showcase and present student learning in a unique way while
increasing parent engagement with a goal to get 100% attendance of parents
and students at conferences.
The
Superintendent’s report was presented.
Update on the Strategic Planning process: The second public meeting
is scheduled for Tuesday, April 24, 2018 in the BVHS Community Room at 5:30
p.m.
A tentative timeline for teacher negotiations was reviewed with the
Board of Education.
BVMS encore class/curriculum change:
We have a natural environment to evaluate a curriculum change should
we go to a 1:1 technology, coupled with the retirement of our current
foreign language teacher. This
begins the conversation of an encore curriculum opportunity for our MS
students. Together with the BVMS
administration, we have been meeting to identify the needs of our MS
students, re: citizenship, coping skills, stress, anxiety, etc., leading
into our growth area for post-secondary career exploration identified in our
strategic planning.
School board election update:
April 10 – May 11, 2018 are the dates to pick up/circulate a petition
for our upcoming school board election that will be held on Tuesday, June
19, 2018. As a reminder, there
are two three-year seats available on the school board with the term
starting July 1, 2018. For more
election information, please contact the BV Business Office for details.
Legislative update: today
was “veto day”. The legislators
voted on a 1% increase to South Dakota school districts for the next fiscal
year along with .7 one-time money received in June of 2018.
We will receive a legislative overview once “veto day” has passed on
updates of all standings on current bills.
We have one Administrative opening for our Director of Instruction.
The timeline for that opening and the process we are using is as
follows: the position closes
today (March 26th at midnight).
As of 5 p.m. we had 24 applicants for that position.
We will screen applicants on March 27th with a first round
of interviews conducted on March 28th/29th, and on
March 29th we will select the final candidates (top 4 finalists
will be chosen for a final round of interviews).
The interview team will consist of a HS administrator, MS
administrator, IS administrator, Elementary administrator, two teachers, and
the Superintendent. On April 3rd
we will conduct this final interview with a question and answer with the
large group followed by a district tour with Business Manager Lundberg.
Following the tour, there will be a brief question/answer time with
our current Director of Instruction. A recommendation to hire will follow on
our regular Board meeting on April 9, 2018.
2017-18 school year important dates to remember:

March 29th and there will be no school on Friday March 30th
and Monday, April 2nd for Spring break; there is no school on
Friday, April 13th for an in-service/workshop day.

A recommendation was presented
at tonight’s board meeting regarding the Brandon Valley Middle School (BVMS)
1:1 Technology Proposal. At the
March 12, 2018 regular Board of Education meeting, the Brandon Valley Board
of Education received a presentation on this 1:1 Technology Proposal for the
Middle School. This proposal
includes each MS student to receive an HP ProBook Laptop, Charger, and
Protective Sleeve that students would be able to take home.
There is a proposed $20 insurance fee, appropriate use and parental
consent paperwork required prior to distribution, parent resource and
digital citizenship tips for home, mandatory digital citizenship training
prior to distribution for students as well as on-going digital citizenship
curriculum. The proposal also
recommends a shift of Assistant Principal Freking from part-time duties at
both the BVMS and BVIS, to full-time BVMS Assistant Principal beginning with
the 2018-19 school year. The
overall hardware cost of this BVMS 1:1 Technology Proposal is $500,000.
Examples of what the School
District is choosing not to do for the 2018-19 school year to implement this
BVMS 1:1 Technology proposal include 10 additional tablet carts at the K-4
level (approximately $250,000) and an additional $450,000 in various other
operational requests.
After much discussion on the
implementation, device application and timing of this proposal, motion by
Schroeder, seconded by Ode to accept the BVMS 1:1 Technology Proposal as
outlined on the overview presented at tonight’s meeting at an approximate
cost of $500,000. Motion carried.
Business Manager Paul Lundberg
reviewed the 2018-19 Capital Outlay Preliminary Budget Summary and answered
questions regarding the summary breakdown.
Motion by Saxer, seconded by Ode to approve the Preliminary Capital
Outlay Budget as presented.

Middle School Principal Brad
Thorson reviewed the PATH (Providing Access to Healing) Program.
This program is offered at no cost to our school district working
through the United Way and Lutheran Social Services and with BV counselors.
Individual insurance companies may be billed; United Way does cover
services of those uninsured.
This program can provide additional counseling for students and families as
necessary. Motion by Klatt,
seconded by Saxer to approve the PATH Program Memorandum of Understanding
for the Brandon Valley Middle School from March 5, 2018 through July 31,

Superintendent Larson reported on the continuing Strategic Planning
process. A public meeting is
scheduled for Tuesday, April 24, 2018 at 5:30 p.m. in the BVHS Community
Room.
Teacher/salary negotiation timeline will begin with a pre-meeting with the
District Administration and Brandon Valley Education Association (BVEA) in
late March. The
Personnel/Welfare Committee and Administration will meet to prepare for the
teacher negotiations. The
teacher negotiations are set for April 4th with additional dates
added as necessary or required.
We plan to tentatively ratify the Master Contract on April 9th
and approve other wage/salary recommendations as presented at that time.
2018-19 staffing requests will be presented at the next regularly scheduled
Board of Education meeting on
March 26, 2018. We will also be
discussing some encore class curriculum changes at the Middle School.
Our
next good news presentation will resume on the 2nd meeting of the
month in March, 2018, with a presentation from the Brandon Valley
Intermediate School regarding a new strategy to engage parents.
The
school board election timeline:

May 11th is the petition deadline.
Any candidate interested in filing a petition is required to file a
financial interest statement with the Business Office within 15 days of

Legislative update: We received
a 1% on-going increase in state aid (an equivalent of approximately
$50/student) and a .7% increase in one-time money (an equivalent of
approximately $40/student).
The
Brandon Valley Athletic Booster Club presented an outdoor stadium video
board project. Booster Club
member Jenny Van Westen and planning committee members spoke on behalf of
the BV Athletic Booster Club stating that the video board project would cost
between $400,000 to $420,000, in which they would seek sponsors to help
cover the cost. Motion by Klatt,
seconded by Schroeder to approve the BV Athletic Booster Club to seek
sponsorship for an Outdoor Activity Complex Video Board, to include video
advertising with the understanding that the BV Athletic Booster Club will
summit a document for approval outlining the terms of the agreement.

Superintendent Jarod Larson presented a Brandon Valley Middle School 1:1
Technology Initiative for review only at tonight’s meeting.
In the spring of 2017, a teacher’s need survey showed interest in
improving and increasing technology in the District, specifically at the
Middle School. Subsequent
surveys and meetings with Administration and teachers have narrowed the
requests to moving toward a 1:1 Technology Initiative for all BV Middle
School students. Larson reviewed
several options that have been researched for the Board of Education to
review. Board members discussed
what this 1:1 Technology Initiative would mean for other technology updates
in the District, especially the elementary schools.
Sandy Klatt requested more information on what the board is giving up
if we move forward with this MS proposal.
Klatt urged the board to ask specifically now and in the future as
recommendations are presented just what is being given up when/if we vote
for what is presented. She wants
the board to make good choices with as much information as possible.

A
“Good News” Report was presented at tonight’s meeting by Valley Springs
Elementary 2nd grade teacher Wanda Logan, Fred Assam Elementary 2nd
grade teacher JoAnn Presler and various students on the Bethany Meadows
Kindness Project.
The
Superintendent’s report was presented.
Update on the Strategic Planning process: The parent focus group
meeting is scheduled for Tuesday, February 27, 2018 at 5:30 p.m. as well as
our second public meeting on Tuesday, April 24, 2018.
Each board member has been provided with the first draft of “Vision
of a BV Graduate”, which was developed from individual feedback from last
July. Larson requested that each
board member review that draft and provide any additional input.
The HS administration will also be reviewing this draft as well as
continuing to work on the dashboard for our Strategic Plan, the goals for
each domain, and action items from our various meetings.
Timeline for upcoming teacher negotiations and wage recommendations:
In mid-March the Personnel/ Welfare committee will meet, in early
April we will conduct our teacher negotiations, and a tentative date for
ratification and approval of wages will be held at the regular school board
meeting of April 9, 2018. We
also plan to have additional staffing requests ready to present to the Board
of Education in March.
Thank you to Wanda Logan and JoAnn Presler and students for our “Good News”
report tonight. We will continue
to have these “Good News” reports for the remainder of the year at our
second regular BOE meetings each month.
The Brandon Valley Intermediate School will be joining us at the
March 26th meeting with a presentation.
2017-18 school year important dates to remember: There will be
parent/teacher conferences on March 12th and 13th and
there will no school Thursday, March 15th pending no snow day as
well as no school on Friday, March 16th for a Teacher Comp Day.
At
the last board meeting there was a question on the special tax assessment on
the property on Sparta and 41st Street
that was in our invoice listing.
Superintendent Larson conferred with Business Manager Lundberg; this
tax assessment is based off of improvements on utilities, specifically sewer
on that land that we have purchased.
Activities Director Randy Marso
updated on several Fine Arts and Athletic activities over the past few
months. Outstanding performances
have been held with our Band, Jazz Band, and Winter Percussion Groups.
The One Act Play Festival was held at Brandon Valley this year and
the weekend was a big success.
Our own One Act Play earned several group and individual Superior awards
during the Festival. Our Oral
Interp program has had much success and recently had a member qualify for
the national tournament in Florida.
Athletics have been busy and successful during the last months
including bowling, wrestling, boys’ and girls basketball and power lifting.
We will host the state power lifting event and will have the Round of
16 playoff games for both boys and girls basketball.

reviewed the Brandon Valley School District’s 2018-23 Five Year Plan.

A recommendation was presented
at tonight’s board meeting regarding the Brandon Valley High School
Synthetic Turf Improvements to the Brandon Valley High School Athletic
Complex. Discussion was held
on cost comparisons of labor, water, fertilizer, etc. on a grass field
versus a synthetic turf. Also
discussed was the usability of the field with grass turf versus synthetic
turf. The synthetic turf
increases usability to include using the athletic complex from one to two
nights a week, to perhaps five plus days (usage will include not only games,
but also would include practices as well for football, soccer, marching
band, etc.). It is the
Administration’s recommendation to approve this Synthetic Turf Improvement
as presented. Motion by Ode,
seconded by Schroeder to accept the low bid from Mid-American Golf and
Landscape, LLC, for the Brandon Valley High School Synthetic Turf
Improvements in the amount of $983,470.00 as presented.

Valley School District along with Associated School Boards of South Dakota
(ASBSD) would like to honor our School Board for their leadership and civic
duty during School Board Recognition Week February 19-23, 2018.

Update on the Strategic Planning process: focus groups have been meeting.
Three items that we have collectively singled out as opportunities of
growth are as follows: 1) Elementary STEM and curriculum instruction; 2)
Post-secondary career education and exploration for our high school students
(internships, apprenticeships, etc.); 3) Increased district-wide teacher
collaboration opportunities. As
we grow, it is extremely important that we stay connected building to
building. A parent meeting is scheduled for Tuesday, February 27, 2018 and a
public meeting is scheduled for Tuesday, April 24, 2018 at 5 p.m. in the
BVHS Community Room. We will continue to work through our focus groups to
present a draft plan to the public in April and then bringing that draft
plan to the Board of Education for review in June with a July adoption.
The
Title I program is facing some significant challenges with the reduction of
available funding. We have been
utilizing carry-over funds in recent years, but those funds have been
depleted. We will be facing a
reduction in staff, and according to the negotiated agreement, Director Babb
has notified the Title I Instructors.
The official Reduction in Force (RIF) recommendation will be
presented to tonight’s Personnel items.
The
Reading Lynx initiative will begin this spring with High School students
going out into other buildings and focusing on getting engaged with our
Middle School and Elementary School students in the books that those
specific grade levels are reading.
That has been the evolution of our reading initiative and how the
High School students can be involved with our younger students. Letters will
be distributed soon regarding this initative.
Lunch room “shaming” has become a legislative issue this year and
Superintendent Larson explained the process in which Brandon Valley notifies
patrons and their students of low lunch balances.
Beginning with an email and personal contact with each student when
the lunch balance is -$10; a letter sent out to the home and a reminder
stamp on a student’s hand when the lunch balance is -$20; special meal given
when account remains -$20 and below until more lunch money is provided.
No food is ever thrown away in front of a student.
Our
next good news presentation will resume on the 2nd meeting of the
month in February, 2018, with a presentation from the Brandon Elementary
School.
2017-18 school year important dates
to remember: There will be no school, Friday February 16th, which
is a workshop/in-service day followed by no school on Monday, February 19th
in observance of President’s Day.
Kindergarten screening will be held the first week in March and
registration is now open for students that will be of Kindergarten age for
the 2018-19 school year. Patrons
should call their respective elementary school to register.
Brandon Valley Middle School
Principal Brad Thorson reported that for the first time, they have four
Middle School students that have been selected for All State Jazz Band and
16 Middle School students that have been selected for All State Band.
Thorson congratulated Mr. Calvin Lipetzky and students for this
honor. Thorson also reported
that the Middle School will be observing “Random Acts of Kindness” week
starting February 20th; these Random Acts will be observed both
in and out of the school building!
The Brandon Valley School
District Five-Year Plan for 2018-23 was prepared for presentation at
tonight’s meeting. Business
Manager Paul Lundberg was unable to attend this evening’s meeting, so the
presentation of the Five-Year plan will be postposed to a later regularly
scheduled board meeting. In the
meantime, the document is prepared and available to view a hard copy in the
Superintendent’s office or on the school district web-site:

A
“Good News” Report was presented at tonight’s meeting jointly between the
Brandon Valley High School and the Brandon Valley Special Services
Department. BVHS Special
Education Teacher, Amy Frantzen, along with two High School students
reported on the Best Buddies International Organization.
This program integrates special education students and regular
education students to bridge the gap between school and outside of school
activities. This program was
started last year at BVHS as the first South Dakota school participating in
the program and is quickly spreading to other area schools.
BVHS continues to work at getting more schools involved and meeting
with these schools to connect with their leaders and get new ideas for
special events.

Superintendent Larson plans to attend both upcoming legislative days.

services required within the IEP off the Brandon Valley High School Campus.
The completion of a Threat Assessment provided by the School
District, with acceptable results, must be completed prior to fall 2018
enrollment. The fall 2018
placement of the student will be at Teach Well Academy (Alternative School).

The
cash report for the month of December 2017 showed receipts of $2,674,012.28 and
disbursements of $4,644,447.82, leaving a balance of $5,718,914.43.
The General Fund had receipts of $1,874,811.12, sent an interfund
transfer of $66,812.89 to the Special Education fund, and sent an interfund
transfer of $407,090.67 to the Bond Fund, and disbursements of $2,319,904.62,
leaving a balance of $5,008,503.07.
Capital Outlay Fund had receipts of $282,447.30, and disbursements of
$213,637.06, leaving a balance of $336,672.11.
Special Education Fund had receipts of $357,328.23, received an interfund
transfer of $66,812.89 from the General Fund, and disbursements $424,141.12,
leaving a balance of $0.00. Pension
Fund had receipts of $88.14 and disbursements of $0.00, leaving a balance of
$341,675.29. Bond Redemption Fund had
receipts of $158,737.49, received an interfund transfer of $407,090.67 from the
General Fund, and disbursements of $1,686,765.02, leaving a balance of $0.00.
Enterprise Fund had receipts of $600.00 and disbursements of $0.00,
leaving a balance of $32,063.96.
The
December 2017 payroll totaled $1,733,116.92, of which $944,332.58 was
instructional, $398,103.43 was support services, $31,044.52 was co-curricular,
$282,810.44 was Special Education, $76,825.95 was Food Service, and $0.00 was
Driver’s Education.

Update
on the Strategic Planning process: focus groups have been meeting.
Three items that we have collectively singled out as opportunities of
growth are as follows: 1) Elementary STEM and curriculum instruction; 2)
Post-secondary career education and exploration for our high school students
(internships, apprenticeships, etc.); 3) Increased district-wide teacher
collaboration opportunities. As we
grow, it is extremely important that we stay connected building to building.
We will continue to work through our focus groups to present a draft plan
to the public in April and then bringing that draft plan to the Board of
Education for review in June with a July adoption.
The
Brandon Valley Stadium/artificial turf timeline is currently in the project
design and coordination planning phase.
Advertising for bids is scheduled for late January, with bid opening
scheduled for early February and the formal bid approval to follow.
Construction is scheduled to begin late May 2018, following the track
season. Project completion is scheduled for mid-August, 2018.
We are
also discussing another major construction project of the Brandon Valley High
School classroom remodel/renovation project.
This project encompasses the former office space and reconfiguring that
space into three classrooms. In
addition to that, we will configure a centralized IT location.
Included within that renovation project will be an updated Family and
Consumer Science Classroom and an updated Science classroom space.
The
Title I program is facing some significant challenges with the reduction of
available funding. We have been
utilizing carry-over funds in recent years, but those funds have been depleted.
We will be facing a reduction in staff, and according to the negotiated
agreement, Director Babb has notified the Title I Instructors.
The official Reduction in Force (RIF) letter has been sent to the Brandon
Valley Education Association and they have 10 days to provide Administration
with ideas on how to move forward with this reduction in force and solutions to
this funding problem.
The
reading initiative will begin this spring with High School students going out
into other buildings and focusing on getting engaged with our Middle School and
Elementary School students in the books that those specific grade levels are
reading. That has been the evolution
of our reading initiative and how the High School students can be involved with
our younger students.
Good
news presentations will resume on the 2nd meeting of the month in
January, 2018, beginning with the Brandon Valley High School and our Special
Services Department
2017-18 school year important dates to
remember: There will be no school, Friday January 12th, which is a
workshop/in-service day.
Kindergarten screening will be held the first week in March and registration is
now open for students that will be of Kindergarten age for the 2018-19 school
year. Patrons should call their
respective elementary school to register.

membership agreement by and between the Brandon Valley School District and
Eastern South Dakota Food Buying Group for the 2018-19 school year as presented.

Brandon Valley High School classroom remodel / renovation project as presented.

Motion by Ode, seconded by Schroeder to enter into
closed executive session at 6:58 p.m. for the purpose of a student matter per
SDCL1-25-2.2.
The board of education came out of executive
session and back into open session at 7:35 p.m.
Motion by Saxer, seconded by Schroeder to approve
the recommendation from Superintendent Dr. Jarod Larson to expel student 333012
for possessing a dangerous weapon on school property for the remainder of the
2017-18 school year for a total of 96 school days.
During which time, the Brandon Valley School District will provide the
student with home-bound high school credit worthy curriculum.
The completion of a Threat Assessment provided by the School District,
with acceptable results, must be completed prior to fall 2018 enrollment.
The fall 2018 placement of the student will be at Teach Well Academy
(Alternative School). On a roll call
vote, voting aye: Saxer, Schroeder,
Ode, Klatt, and Ullom; voting nay: none.
